targets across the sector by an average of 21% and says cheap valuations alone are not enough to drive a re-rating.<\/p>\n<p class=\"yf-1fy9kyt\">Morgan Stanley has turned more cautious on UK housebuilders, downgrading Barratt Redrow to &#8216;equal-weight&#8217; from &#8216;overweight&#8217; and Berkeley Group to &#8216;underweight&#8217; from &#8216;equal-weight&#8217;, as the escalation of the Iran conflict reverses expectations of near-term interest rate cuts and amplifies both inflation and affordability risks.<\/p>\n<p class=\"yf-1fy9kyt\">The US bank cut price targets across its pushed oil and energy prices higher, driving swap rates up and removing the prospect of imminent rate cuts that had underpinned cautious optimism about a housing demand recovery.<\/p>\n<p class=\"yf-1fy9kyt\">Average two-year fixed mortgage rates have climbed back above 5.5%, with some products approaching 5.9%, while market pricing has shifted from anticipating two rate cuts by the first quarter of 2027 to pricing in at least one hike over the same horizon.<\/p>\n<p class=\"yf-1fy9kyt\">Morgan Stanley says the transmission mechanism from conflict to housing demand is now clearly established, pointing to RICS data showing new buyer enquiries at a net balance of -39% in March 2026.<\/p>\n<p class=\"yf-1fy9kyt\">This is the weakest reading since August 2023, with near-term sales expectations falling to -33% and three-month house price expectations turning negative at -43%, with London and the South East under particular pressure.<\/p>\n<p class=\"yf-1fy9kyt\">UK mortgage affordability, measured as the mortgage-to-earnings ratio, has spiked back to 35.8%, well above the long-term average of around 33.8%, and Morgan Stanley calculates that even a 25-basis-point rate cut would leave affordability above its historical average.<\/p>\n<p class=\"yf-1fy9kyt\">The bank cut its financial year 2027 earnings before interest and tax estimates by 10% on average across its coverage, trimmed EBIT margins by 80 basis points on average, and reduced completion forecasts for financial years 2027 and 2028 by between 1% and 11%, with Berkeley facing the steepest cuts at 11% by financial year 2028.<\/p>\n<p class=\"yf-1fy9kyt\">Crucially, Morgan Stanley argues that the sector&#8217;s already-depressed valuations, with price-to-book at 0.5 times against a long-run average of 1.1 times, are not a sufficient catalyst for re-rating in the absence of positive earnings revisions or a visible improvement in the rate outlook.<\/p>\n<p class=\"yf-1fy9kyt\">Persimmon remains the bank&#8217;s sole overweight-rated stock, preferred for its exposure to affordable homes, limited London and South East presence, and stronger operating leverage into any eventual volume recovery.<\/p>\n<p class=\"yf-1fy9kyt\">Taylor Wimpey and Berkeley remain &#8216;underweight&#8217;, with both seen as offering limited upside in the current environment, the former due to constrained operating leverage and the latter due to its heavy concentration in higher-value London and South East markets where confidence and transaction volumes are
