said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Fabian Picardo said the British overseas territory\u2019s <a data-yga=\"{\" ylinkelement=\"\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2026\/02\/27\/brexit-take-back-control-gibraltar-northern-ireland\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:new Brexit deal;itc:0;sec:content-canvas\">new Brexit deal<\/a> could be the blueprint for the UK\u2019s return to the bloc.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The treaty that Sir Keir Starmer struck with the European Commission makes Gibraltar effectively, but not formally, part of the EU\u2019s Schengen Zone of free movement.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI hope to see the UK rejoin the EU,\u201d Mr Picardo told representatives of Spain\u2019s business community at an event in Madrid.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe British public have come to see that they were led down the garden path by the Leave campaign,\u201d he said of the 2016 Brexit referendum.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe treaty on Gibraltar could be a road map for a rapprochement between the UK and the EU, something we desire to see.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The deal, set to come into force in July, erases the land border between Spain and Gibraltar, enabling the <a data-yga=\"{\" ylinkelement=\"\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2026\/02\/28\/britons-gibraltar-win-lost-eu-freedom-movement-rights\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:free flow of some 15,000 workers;itc:0;sec:content-canvas\">free flow of some 15,000 workers<\/a> a day, and moves it to Gibraltar\u2019s airport.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Britons arriving at the airport will have to show their passports to Gibraltarian officials and then Spanish guards, who will have the final say on entry to the British overseas territory.<\/p>\n<p><img alt=\"The Gibraltar Brexit deal\" loading=\"lazy\" width=\"960\" height=\"600\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/britain\/wp-content\/uploads\/2026\/04\/d2c5e8e78c0a75e10475000229e00d30.jpeg\"\/><\/p>\n<p>The Gibraltar Brexit deal is set to come into force in July and erases the land border between Spain and the overseas territory<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Speaking in Spanish, Mr Picardo hailed the first international accord on Gibraltar since Spain handed Britain control in 1713 as \u201ctruly historic\u201d.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He encouraged Spanish investors to move business to Gibraltar because of its dynamic trading environment and use of British common law to solve disputes more quickly than in Spain.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mr Picardo said companies should relocate to the \u201cCampo de Gibraltar\u201d area, which includes towns on the Spanish side of the border in a post-deal \u201cshared zone of prosperity\u201d.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">According to the chief minister, 3,000 applications for residency were received in Gibraltar, triple the usual number for an entire year, in the two months after June 2025 when the <a data-yga=\"{\" ylinkelement=\"\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2026\/02\/25\/gibraltar-british-but-must-follow-eu-rules-brexit-deal\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:deal was agreed in principle;itc:0;sec:content-canvas\">deal was agreed in principle<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sources from Gibraltar\u2019s government said most applications were from British citizens seeking to enjoy freedom of movement into Spain, without it counting against the post-Brexit, visa-free travel limit of 90 days every 180 days.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Under the terms of the treaty, which was published in full in February, Spain will have a veto on residency permits <a data-yga=\"{\" ylinkelement=\"\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/gibraltar\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:in Gibraltar;itc:0;sec:content-canvas\">in Gibraltar <\/a>once the deal enters into force.<\/p>\n<p><img alt=\"\" loading=\"lazy\" width=\"960\" height=\"553\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/britain\/wp-content\/uploads\/2026\/04\/e6ef76d84b6062b72a66714adf86575f.jpeg\"\/><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It was described as a betrayal by opposition parties horrified that it surrendered control of its borders to EU member Spain, which has long claimed the territory is Spanish.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mark Francois, the chairman of the European Research Group of Brexiteer MPs, said there was a plot by the UK Government to take Britain back into Europe.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI bumped into Fabian Picardo just recently and he kindly offered to brief me on this new deal \u2013 but, funnily enough, he didn\u2019t mention anything about it being a roadmap for Britain to rejoin the EU!\u201d he told The Telegraph.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cLabour have been far too weak in negotiating with Spain over the Rock, precisely because our Prime Minister, Mr Second Referendum himself, remains a Remainer \u2013 and always the EU, its single market or customs union and that there would be no return to freedom of movement.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It has, however, agreed to align to EU plant and animal health rules to boost trade as part of Sir Keir\u2019s \u201creset\u201d deal with Brussels.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Gibraltar will follow some EU rules and be subject to the European Court of Justice\u2019s jurisdiction as part of its deal. It agreed to increase alcohol and tobacco excise to minimum EU levels in the negotiations over the border deal.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">British ministers have defended alignment as a pragmatic choice for economic growth, despite accusations it makes the UK an EU rule-taker and is a stepping stone to rejoining the bloc.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Naomi Smith, chief executive of the pro-EU Best for Britain campaign group, said: \u201cFabian Picardo is simply saying what most voters are all too painfully aware of, that the destination sold to Britain was never the one on the ticket \u2013 which is why the majority now want the UK to pursue membership of the EU.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.telegraph.co.uk\/customer\/subscription\/store\/us\/?ICID=yahoo_article\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:Try full access to The Telegraph free today.
