They also warn that geopolitical shocks like the <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/keir-starmer-prime-minister-europe-ukraine-donald-trump-b2970007.html\" title=\"Sir Keir Starmer warns of \u2018tension\u2019 between Trump and Europe at Armenian summit\" rel=\"nofollow noopener\" target=\"_blank\">conflict in the Middle East<\/a> have left Europe \u201chopelessly exposed\u201d. <\/p>\n<p>Future global leaders in <a href=\"https:\/\/www.independent.co.uk\/topic\/energy\" rel=\"nofollow noopener\" target=\"_blank\">energy<\/a> will be those capable of providing \u201cabundant, secure and affordable energy at scale,\u201d the pair say in the foreword to a new report from the Tony Blair Institute (TBI).<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/britain\/wp-content\/uploads\/2026\/05\/2221165755.jpg\"  loading=\"lazy\" alt=\"Former prime minister Tony Blair\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Former prime minister Tony Blair (AFP\/Getty)<\/p>\n<p>The warning comes after the Bank of England predicted the average household annual energy bill will rise from \u00a31,641 to close to \u00a31,900 in July and stay at that level for the rest of the year. <\/p>\n<p>The energy crisis triggered by a <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/iran-us-war-live-trump-strait-of-hormuz-merz-b2966129.html\" rel=\"nofollow noopener\" target=\"_blank\">prolonged conflict in the Middle East <\/a>could even plunge the UK into recession during the second half of this year, leading <a href=\"https:\/\/www.independent.co.uk\/topic\/think-tank\" rel=\"nofollow noopener\" target=\"_blank\">think tank<\/a> the <a href=\"https:\/\/www.independent.co.uk\/news\/business\/pmi-tim-moore-national-institute-of-economic-and-social-research-mpc-b2913678.html\" rel=\"nofollow noopener\" target=\"_blank\">National Institute of Economic and Social Research<\/a> (Niesr) has warned. <\/p>\n<p>In their foreword, the former leaders said: \u201cEurope has led the world in climate ambition and made real progress in reducing emissions. That achievement matters. But the global centre of gravity has shifted. The future of the energy system will be determined in economies where demand is rising rapidly \u2013 and where the overriding priority is to ensure that supply keeps pace.\u201d<\/p>\n<p>They added: \u201cFor years, the energy transition has been understood primarily as a climate challenge, one defined by targets, timelines and emissions reduction. But that framing is no longer sufficient. In a world of geopolitical instability, rising electricity demand and intensifying economic competition, energy has become a question of power in the most literal sense. <\/p>\n<p>\u201cThe countries that succeed in the decades ahead will not simply be the ones that decarbonise fastest. They will be the ones that can deliver abundant, secure and affordable energy at scale.\u201d<\/p>\n<p>Europe had the \u201ccapabilities to lead in this next phase\u201d, Sir Tony and Mr Renzi said, but warned that doing so would require \u201cclearer narrative, stronger political direction and a renewed focus on delivery\u201d.<\/p>\n<p>\u201cUnless Europe aligns its strategy with that reality, it risks falling behind those already shaping the energy systems, and the economic order, of the future.\u201d<\/p>\n<p>After <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/tony-blair-net-zero-climate-change-b2741110.html\" rel=\"nofollow noopener\" target=\"_blank\">a row erupted last spring<\/a> over Sir Tony arguing that limiting fossil fuels in the short term was \u201cdoomed to fail\u201d, the foreword takes care not to explicitly criticise net zero policy.<\/p>\n<p>It insists \u201cthis is not an argument for weakening climate ambition\u201d but one for \u201cembedding it within a more effective strategy \u2013 one that recognises that clean energy succeeds when it helps deliver abundant and affordable power\u201d.<\/p>\n<p>However, the report, authored by TBI senior policy adviser Tone Langengen, singles out decisions of the UK and Denmark to phase out fossil fuel production as having made the region \u201cmore exposed to international markets in increasingly unstable times\u201d.<\/p>\n<p>Citing the move among the \u201cmistakes\u201d made in Europe\u2019s energy approach, the paper says: \u201cFossil fuel was deprioritised while dependence remained high.<\/p>\n<p>\u201cEurope\u2019s long-standing reliance on Russian fossil fuels has now been slowly replaced by dependence on Middle Eastern and American supplies.<\/p>\n<p>\u201cThe decisions of key producers like Denmark and the UK to phase out fossil-fuel production have made the region more exposed to international markets in <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/iran-us-war-live-trump-strait-of-hormuz-blockade-oil-b2969916.html\" rel=\"nofollow noopener\" target=\"_blank\">increasingly unstable times<\/a>.\u201d<\/p>\n<p>The report also recommends that the UK and EU move towards a \u201ccommon market\u201d relationship in the long term, arguing that Britain should also be allowed to \u201copt in\u201d to a continental \u201csystem planner\u201d designed to coordinate Europe\u2019s electricity sector.<\/p>\n<p>It says: \u201cIn the long term, the UK-EU relationship must converge towards a common-market framework \u2013 not for political reasons, but because the physical realities of Europe\u2019s interconnected energy systems leave no alternative.\u201d<\/p>\n<p>A Department for Energy Security and Net Zero spokesperson said: \u201cNet zero is the economic opportunity of the 21st century, with clean power being the route to energy sovereignty, lower bills for good and thousands of good jobs in our communities.<\/p>\n<p>\u201cThe lesson of yet another fossil fuel crisis is the UK needs to get off the fossil fuel rollercoaster and onto clean homegrown power we control.<\/p>\n<p>\u201cWe are driving further and faster for clean homegrown power to bring down bills for good \u2013 including decisive action to break the
