{"id":36928,"date":"2026-05-15T07:53:22","date_gmt":"2026-05-15T07:53:22","guid":{"rendered":"https:\/\/www.europesays.com\/britain\/36928\/"},"modified":"2026-05-15T07:53:22","modified_gmt":"2026-05-15T07:53:22","slug":"uk-eu-youth-mobility-talks-stall-despite-warming-ties","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/britain\/36928\/","title":{"rendered":"UK-EU youth mobility talks stall despite warming ties"},"content":{"rendered":"<p>\u201cCooperation is more important than ever and we\u2019re on the right path,\u201d EU ambassador Pedro Serrano told\u00a0the\u00a0<a href=\"https:\/\/thepienews.com\/photos\/ihef-2026\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">IHEF 2026<\/a>\u00a0conference\u00a0last week.<\/p>\n<p>\u201cThere is no doubt the EU and UK are not only partners but friends.\u201d\u00a0\u00a0<\/p>\n<p>Serrano welcomed the UK\u2019s <a href=\"https:\/\/thepienews.com\/uk-to-rejoin-erasmus-scheme-from-2027\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reassociation<\/a> to the Erasmus+\u00a0scheme, praising\u00a0the fact over 160 UK universities had\u00a0submitted\u00a0applications\u00a0to receive funding from\u00a0the next round of the program.\u00a0\u00a0<\/p>\n<p>\u201cIn this chapter of the relationship, people-to-people contacts have deep strategic meaning because this is about ensuring that our societies continue to know each other and continue to understand each other,\u201d\u00a0Serrano\u00a0told delegates.\u00a0\u00a0<\/p>\n<p>He\u00a0hailed\u00a0the\u00a0\u201cpositive\u201d\u00a0developments of the\u00a0anticipated\u00a0Youth\u00a0Experience Scheme\u00a0and hinted at the initiative\u2019s launch at an upcoming UK-EU summit following \u201cprecise terms\u201d\u00a0being\u00a0ironed out.\u00a0\u00a0<\/p>\n<p>\u201cIt is not freedom of movement; it is visa based. That is one of the red lines of the Labour government,\u201d he added.\u00a0\u00a0<\/p>\n<p>But fresh\u00a0<a href=\"https:\/\/www.theguardian.com\/politics\/2026\/may\/12\/youth-mobility-scheme-disagreement-hampering-reset-uk-eu-relations\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">media reports<\/a>\u00a0suggest progress has stalled,\u00a0primarily due to the UK demanding a 50,000-person cap on EU mobility into the UK \u2013 something Europe has\u00a0purportedly refused,\u00a0favouring\u00a0unlimited visas with annual reviews on numbers and possible \u201cemergency brakes\u201d.\u00a0\u00a0<\/p>\n<p>What\u2019s\u00a0more,\u00a0it is understood\u00a0EU\u00a0policymakers\u00a0now\u00a0want\u00a0European students to be charged domestic UK tuition fees,\u00a0creating another\u00a0sticking point for negotiations.\u00a0\u00a0<\/p>\n<p>A UK government spokesperson told The PIE they would \u201cnot give a running commentary on ongoing talks\u201d.<\/p>\n<p>They said the UK was \u201cworking together with the EU\u201d to create a final \u201cbalanced\u201d scheme that is time-limited, capped and \u201cbased on our existing youth mobility schemes\u201d with countries like New Zealand and Australia. <\/p>\n<p>Such initiatives give participants significant flexibility, allowing them to change between work, study and travel as they wish. <\/p>\n<p>International connectivity now has an overt security dimension<\/p>\n<p>Maddalaine Ansell, British Council<\/p>\n<p>Despite\u00a0disagreements\u00a0over the mobility scheme, UK-EU relations have warmed\u00a0considerably\u00a0under\u00a0the current government,\u00a0which ran on a platform\u00a0of resetting the European relationship.\u00a0\u00a0<\/p>\n<p>\u201cThings have changed since I came in 2022 and the clear direction is strengthening the partnership,\u201d Serrano said, adding it was \u201cvital to ensure our societies remain linked\u201d.<\/p>\n<p>The UK minister for skills Jacqui Smith\u00a0<a href=\"https:\/\/thepienews.com\/jacqui-smith-uk-universities-must-prove-local-value\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">told the conference<\/a>\u00a0she was \u201cdelighted\u201d the UK was rejoining Erasmus+, which she said was an \u201cimportant part\u201d of the country\u2019s European reset.\u00a0\u00a0\u00a0<\/p>\n<p>Smith emphasised the program was \u201cbigger and broader\u201d than when the UK left it in 2020, with\u00a0100,000\u00a0UK\u00a0citizens\u00a0set to\u00a0benefit\u00a0from international exchange opportunities in the first year.\u00a0\u00a0<\/p>\n<p>Meanwhile, Serrano said the focus of Erasmus+ had shifted away\u00a0from year-long placements for language students,\u00a0urging UK\u00a0stakeholders to \u201cthink broader\u201d and bear in mind opportunities to\u00a0support students in all fields of study for programs of differing lengths.\u00a0\u00a0<\/p>\n<p>Beyond the benefits for students and staff, British\u00a0Council education director Maddalaine Ansell\u00a0doubled down on the strategic importance of such schemes in the current geopolitical climate.\u00a0<\/p>\n<p>\u201cInternational connectivity now has an overt security dimension,\u201d she told delegates: \u201c[Erasmus+] is a positive way to build connection with European neighbours at a time when Russia is threatening\u201d.\u00a0\u00a0<\/p>\n<p>Elsewhere, speakers lauded\u00a0the \u201cimmense added value\u201d of the UK rejoining the\u00a0<a href=\"https:\/\/research-and-innovation.ec.europa.eu\/funding\/funding-opportunities\/funding-programmes-and-open-calls\/horizon-europe_en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Horizon Europe<\/a>\u00a0research initiative in 2024 \u2013\u00a0with the UK\u00a0benefitting\u00a0from over one billion pounds in funding\u00a0over\u00a0the past two years, said Seranno.\u00a0<\/p>\n<p>As\u00a0negotiations\u00a0are\u00a0underway about doubling Horizon\u2019s next\u00a0round of\u00a0funding,\u00a0Serrano said it was \u201cvery important\u201d the UK remained a part of Horizon, though\u00a0elsewhere, experts said a dramatic hike in contributions paid to the program could be met with political opposition at home.\u00a0<\/p>\n<p><a class=\"gofollow\"
