A man who left his dogs in kennels overnight where they barked continuously has been told to pay over \u00a312k.<\/p>\n

Norman Dalgarno, of Lords Meadow, Tregony was convicted of four charges relating to breaches to a Community Protection Notice (CPN), and one for refusing to provide landowner details.<\/p>\n

Truro<\/a> Magistrates’ Court heard that the 74-year-old kept his dogs in kennels which were only 20m from nearby homes.<\/p>\n

During the two-day trial on March 25 and 26, the court heard that Dalgarno lived in a separate residential area which was more than 260m away from where the dogs were in kennels.<\/p>\n

Dalgarno did not monitor the site or prevent the dogs from barking throughout the night and was found to have breached the CPN. He also refused to provide details of the landowner when legally required, the council said.<\/p>\n

Dalgarno was hit with \u00a32,000 in fines, an \u00a3800 victim surcharge and was told to pay \u00a310,000 for prosecution costs.<\/p>\n

Dalgarno was also given a three-year Criminal Behaviour Order (CBO), which prevents him from keeping dogs at the site.<\/p>\n

The CBO also prevents him from allowing dogs under his control to cause nuisance or annoyance to the local community.<\/p>\n

Councillor Thalia Marrington, cabinet member with responsibility for Community Safety and Public Protection at Cornwall Council<\/a>, said: \u201cThis case demonstrates our commitment to protecting residents from persistent nuisance behaviour.<\/p>\n
