That makes its support for multinational mining giant Rio Tinto\u2019s Resolution Copper project in Arizona therefore consequential.<\/p>\n<p>The U.S. Forest Service recently <a href=\"https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/03\/16\/usda-further-advances-trump-administration-push-unleash-critical-american-mineral-and-energy\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.usda.gov\/about-usda\/news\/press-releases\/2026\/03\/16\/usda-further-advances-trump-administration-push-unleash-critical-american-mineral-and-energy\" aria-label=\"completed a land exchange\">completed a land exchange<\/a> benefiting the copper mine, heralding the project as advancing President Trump\u2019s goal of mineral independence and energy dominance by boosting domestic mineral production.<\/p>\n<p>The administration\u2019s backing is a huge benefit to Rio Tinto, and it raises questions about whether the company is in alignment with U.S. policy objectives?<\/p>\n<p>Rio Tinto owns 55 percent of Resolution Copper and stands to benefit enormously from the long-stalled project, which could meet <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/trump-approve-land-swap-rio-tinto-copper-mine-opposed-by-native-americans-2025-04-18\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/trump-approve-land-swap-rio-tinto-copper-mine-opposed-by-native-americans-2025-04-18\/\" aria-label=\"more than a quarter of U.S. copper demand\">more than a quarter of U.S. copper demand<\/a>. Rio Tinto has said it intends to keep that copper in the United States, making it a potential cornerstone of America\u2019s industrial renewal. <\/p>\n<p>Speaking at last month\u2019s China Development Forum, CEO Simon Trott <a href=\"https:\/\/www.caixinglobal.com\/2026-03-26\/rio-tinto-sees-no-value-in-glencore-mega-merger-102427672.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.caixinglobal.com\/2026-03-26\/rio-tinto-sees-no-value-in-glencore-mega-merger-102427672.html\" aria-label=\"said\">said<\/a> China is central to Rio Tinto\u2019s global business strategy. In 2025, China accounted for 57% of Rio Tinto\u2019s $57.6 billion in sales, while procurement from China reached a record $4.3 billion. That makes China more than simply a customer.<\/p>\n<p>Rio Tinto is testing battery swap technology on mining trucks with <a href=\"https:\/\/www.miningweekly.com\/article\/rio-tinto-trials-battery-swap-electric-haul-trucks-at-oyu-tolgoi-2025-10-27\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.miningweekly.com\/article\/rio-tinto-trials-battery-swap-electric-haul-trucks-at-oyu-tolgoi-2025-10-27\" aria-label=\"China\u2019s State Power Investment Corporation unit Qiyuan\">China\u2019s State Power Investment Corporation unit Qiyuan<\/a> at the Oyu Tolgoi copper mine in Mongolia. It\u2019s partnering with <a href=\"https:\/\/www.wsj.com\/business\/chinalco-rio-tinto-to-buy-controlling-stake-in-companhia-brasileira-de-aluminio-b1592515?\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.wsj.com\/business\/chinalco-rio-tinto-to-buy-controlling-stake-in-companhia-brasileira-de-aluminio-b1592515?\" aria-label=\"Chinese state-backed firm Chinalco\">Chinese state-backed firm Chinalco<\/a> to acquire a controlling stake in a Brazilian aluminum producer. At Simandou in Guinea, Rio Tinto is working with a <a href=\"https:\/\/www.business-humanrights.org\/en\/latest-news\/guinea-simandou-mine-project-invested-by-rio-tinto-winning-consortium-baowu-steel-group-chinalco-and-china-hongqiao-pollutes-water-soil-and-impacts-community-according-to-study\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.business-humanrights.org\/en\/latest-news\/guinea-simandou-mine-project-invested-by-rio-tinto-winning-consortium-baowu-steel-group-chinalco-and-china-hongqiao-pollutes-water-soil-and-impacts-community-according-to-study\/\" aria-label=\"Chinese consortium and relying on Chinese contractors\">Chinese consortium and relying on Chinese contractors<\/a> to build core infrastructure. That does not sound like a company reducing its exposure to China. <\/p>\n<p>And then there\u2019s Resolution Copper. <\/p>\n<p>Rio Tinto has <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/ceraweek-rio-tinto-expects-resolution-copper-mine-open-by-mid-2030s-2026-03-24\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/world\/asia-pacific\/ceraweek-rio-tinto-expects-resolution-copper-mine-open-by-mid-2030s-2026-03-24\/\" aria-label=\"said\">said<\/a> it wants to keep production from Resolution Copper in the United States. But a senior executive recently told Reuters the company may need to export copper concentrate because U.S. smelting economics don\u2019t work. The same executive has pushed U.S. policymakers for changes to tariffs and export rules.<\/p>\n<p>So which is it?<\/p>\n<p>Is Resolution Copper about American mineral independence? Or is it just a way for Rio Tinto to seek policy favors from the Trump administration while keeping its global options open?<\/p>\n<p>The contradiction extends to trade. <\/p>\n<p>After the Supreme Court <a href=\"https:\/\/www.supremecourt.gov\/opinions\/25pdf\/24-1287_4gcj.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.supremecourt.gov\/opinions\/25pdf\/24-1287_4gcj.pdf\" aria-label=\"limited\">limited<\/a> the Trump administration\u2019s tariff authority under the International Emergency Economic Powers Act (IEEPA), Rio Tinto filed lawsuits against the Trump administration through six U.S. subsidiaries <a href=\"https:\/\/www.afr.com\/companies\/mining\/rio-tinto-demands-trump-tariff-refund-20260327-p5zj9x\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.afr.com\/companies\/mining\/rio-tinto-demands-trump-tariff-refund-20260327-p5zj9x\" aria-label=\"seeking refunds\">seeking refunds<\/a> on tariff payments of <a class=\"color-link\" href=\"https:\/\/www.riotinto.com\/en\/news\/releases\/2026\/rio-tinto-releases-details-of-9-9-billion-of-taxes-and-royalties-paid-in-2025\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.riotinto.com\/en\/news\/releases\/2026\/rio-tinto-releases-details-of-9-9-billion-of-taxes-and-royalties-paid-in-2025\" aria-label=\"nearly $10 million in 2025\">nearly $10 million in 2025<\/a>. <\/p>\n<p>Rio Tinto is asking Washington to accelerate its Arizona project while also challenging the administration\u2019s trade policy in court. <\/p>\n<p>Even within the United States, Rio Tinto is out of step with the Trump administration. The company <a href=\"https:\/\/www.riotinto.com\/-\/media\/content\/documents\/invest\/reports\/climate-change-reports\/2024-industry-association-disclosure.pdf?rev=e838bf0325864152849c8be8a37626d9\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.riotinto.com\/-\/media\/content\/documents\/invest\/reports\/climate-change-reports\/2024-industry-association-disclosure.pdf?rev=e838bf0325864152849c8be8a37626d9\" aria-label=\"supports the Paris Agreement\">supports the Paris Agreement<\/a> and states in its annual report that it will only support U.S. trade associations that \u201cadvance the Paris Agreement\u2019s central aims.\u201d<\/p>\n<p>Taken together, a pattern emerges of a multinational company pursuing parallel and potentially conflicting strategies. Rio Tinto seeks fast-track approvals from Washington, deepens partnerships with China when advantageous and then sues the Trump administration when it benefits its bottom line. <\/p>\n<p>That\u2019s the behavior of a global actor hedging its bets, not a company aligned with an America First industrial strategy.<\/p>\n<p>None of this means Resolution Copper should be rejected outright. But the administration\u2019s surprising full-throated support should come with conditions.<\/p>\n<p>Critical minerals policy is too important for uncertainties. If Washington is going to fast-track approvals and transfer public land, it should require enforceable commitments that the copper will be processed and used in the United States. <\/p>\n<p>Rio Tinto appears to be presenting different messages to different audiences\u2014emphasizing China\u2019s centrality to its business abroad while positioning itself as aligned with U.S. priorities at home.
