{"id":46294,"date":"2026-05-23T03:27:27","date_gmt":"2026-05-23T03:27:27","guid":{"rendered":"https:\/\/www.europesays.com\/britain\/46294\/"},"modified":"2026-05-23T03:27:27","modified_gmt":"2026-05-23T03:27:27","slug":"the-uk-finalises-landmark-fta-with-six-gulf-states","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/britain\/46294\/","title":{"rendered":"The UK finalises landmark FTA with six Gulf states"},"content":{"rendered":"<p>The UK has finalised a free trade deal with the Gulf Cooperation Council, aimed at boosting the UK economy and cutting export tariffs.<br \/>\nThe agreement has been criticised for lacking strong labour protections and overlooking concerns about workers\u2019 rights in Gulf states.<br \/>\nSupporters say the deal will expand trade, help Gulf countries diversify beyond oil and strengthen food security, while also benefiting UK businesses through easier data sharing and exports.<\/p>\n<p>On Wednesday, 20 May, UK Prime Minister Keir Starmer finalised a free trade agreement with six Gulf countries, projected to expand the British economy by <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-and-gulf-strike-historic-multi-billion-pound-trade-deal\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">\u00a33.7 billion<\/a> annually. However, the agreement has sparked criticism due to its lack of provisions on labour rights.\u00a0<\/p>\n<p>Marking the culmination of four-year-long negotiations, the deal is a first between a Group of 7 (G7) state and the Gulf Cooperation Council (GCC), a regional alliance including Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE.\u00a0<\/p>\n<p>It involves cutting an estimated \u00a3580 million in yearly tariffs \u2013 <a href=\"https:\/\/www.theguardian.com\/business\/2026\/may\/20\/uk-trade-deal-six-gulf-states-keir-starmer#:~:text=Tariffs%20will%20be%20removed%20from,defence%2C%20aerospace%20and%20advanced%20manufacturing.\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">93%<\/a> \u2013 from UK exports into the GCC, and is anticipated to significantly boost their current <a href=\"https:\/\/www.thamesvalleychamber.co.uk\/uk-gcc-trade-deal-opens-gulf-opportunities\/#:~:text=Total%20trade%20between%20the%20UK,the%20agreement%20is%20fully%20implemented.\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">\u00a353 billion<\/a> bilateral trade relationship. But the deal has received pushback because of concern over labour protections.<\/p>\n<p>UK\u2019s Trades Union Congress (TUC), the Trade Justice Movement, and various human rights organisations have <a href=\"https:\/\/www.tradeunionfreedom.co.uk\/uk-gcc-trade-deal-big-questions-over-trade-union-human-rights\/#:~:text=Tom%20Wills%2C%20the%20director%20of,priority%20in%20UK%20trade%20policy.%E2%80%9D\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">raised<\/a> criticism. A key reason is that the deal doesn\u2019t outline the enforceable labour standards as <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=uriserv%3AOJ.L_.2021.149.01.0010.01.ENG&amp;toc=OJ%3AL%3A2021%3A149%3ATOC\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">seen<\/a> in the UK\u2019s other trade deals, such as its agreement with the European Union (EU).<\/p>\n<p>Labour practices across the GCC are also cause for concern. Kuwait is the only country in the GCC to have <a href=\"https:\/\/www.tradeunionfreedom.co.uk\/uk-gcc-trade-deal-big-questions-over-trade-union-human-rights\/\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">ratified<\/a> both of the International Labour Organization\u2019s (ILO) two central conventions on trade union rights. The rest of GCC states heavily <a href=\"https:\/\/lordslibrary.parliament.uk\/human-rights-in-the-gulf-states\/\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">restrict<\/a> or fully ban independent trade unions.<\/p>\n<p>The Gulf is also heavily <a href=\"https:\/\/www.hrw.org\/news\/2023\/05\/03\/uk-rights-action-needed-gulf-trade-pact#:~:text=Gulf%20countries%20should%20dismantle%20the,%2C%20collectively%20bargain%2C%20and%20strike.\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">criticised<\/a> for its use of the kafala (sponsorship) system, where a migrant worker\u2019s legal status \u2013 including residency, movement, and work permits \u2013 is entirely reliant on their local employer. On 29 April, United Nations (UN) human rights experts <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2026\/04\/un-experts-urge-saudi-arabia-end-kafala-system-amidst-world-cup-preparations\" data-wpel-link=\"external\" rel=\"noopener nofollow\" target=\"_blank\">urged<\/a> Saudi Arabia to abolish the kafala system, highlighting the excessive control, abuse, and exploitative practices that it enables.\u00a0<\/p>\n<p>However, the deal is praised by officials for its potential to boost the UK\u2019s exports, particularly for food, medical, luxury car, and defence exports. The agreement is also unprecedented as this is the first time the GCC is committing to protect the cross-border movement of financial data.\u00a0<\/p>\n<p>This permits UK businesses to process and store data outside the Gulf region, without being subject to data-localisation requirements, while also being able to store data in these jurisdictions.<\/p>\n<p>\u201cToday\u2019s agreement is a huge win for British business, and for working people who will feel the benefits in the years ahead through higher wages and more opportunities,\u201d said Starmer.\u00a0<\/p>\n<p>For GCC states, the deal is anticipated to ease the strain they have been under for the last few months.
