{"id":76136,"date":"2026-07-03T22:54:09","date_gmt":"2026-07-03T22:54:09","guid":{"rendered":"https:\/\/www.europesays.com\/britain\/76136\/"},"modified":"2026-07-03T22:54:09","modified_gmt":"2026-07-03T22:54:09","slug":"no-fundamental-shift-in-fraud-refund-policy-despite-bank-costs-says-uk-regulator","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/britain\/76136\/","title":{"rendered":"No \u2018fundamental shift\u2019 in fraud refund policy despite bank costs, says UK regulator"},"content":{"rendered":"<p>The UK\u2019s payments regulator is not expected to make any fundamental changes to its fraud reimbursement regime following a first review, despite mounting costs for banks.<\/p>\n<p>The Payment Systems Regulator may provide further guidance on aspects of the policy such as firms\u2019 application of the customer standard of caution; however, no large shift in policy is expected.<\/p>\n<p>It comes as the regulator takes stock of an independent review of the rules published this week, which found the policy has increased firms\u2019 costs by an estimated \u00a344mn per year, largely because of fraud prevention, claims handling and dispute management.<\/p>\n<p>The costs are in addition to the \u00a3354.3mn of automated push payment fraud that banks returned to customers last year, as losses across all types of fraud rose to \u00a31.28bn, the highest level since 2021.<\/p>\n<p>\u201cWe\u2019re taking account of the review alongside other feedback we\u2019ve had from various stakeholders\u2009.\u2009.\u2009.\u2009but I wouldn\u2019t see that as in any way a fundamental shift [in policy],\u201d said David Geale, managing director at the PSR and executive director of payments and digital finance at the Financial Conduct Authority.<\/p>\n<p>Any potential revisions would instead be around \u201cclarifying particular areas\u201d, he told The Banker.<\/p>\n<p>Frontier Economics carried out the review on behalf of the PSR between September 2025 and June this year. It found that firms are reimbursing 97 per cent of claims that fall within the scope of the policy.<\/p>\n<p>The number of APP scams has fallen by nearly 35,000 as a result of the policy, it said, with the biggest improvements seen by firms that had the highest APP fraud levels before the policy came into force.<\/p>\n<p>Monzo fully reimbursed <a href=\"https:\/\/www.thebanker.com\/content\/ac7de403-b50b-4776-8c4e-74cc45aa9bba\" rel=\"nofollow noopener\" target=\"_blank\">fewer than a fifth of APP fraud losses<\/a> in the months leading up to the introduction of the rules in 2024, but earlier this year reported that its fraud reimbursements jumped 85 per cent, with \u201c<a href=\"https:\/\/www.thebanker.com\/content\/7028b289-e103-4757-adfa-04007b699e51\" rel=\"nofollow noopener\" target=\"_blank\">fraud losses<\/a>\u201d one driver of customer account operating costs.<\/p>\n<p>The PSR will undergo a period of stakeholder engagement with industry and consumer representatives next month, ahead of a formal consultation beginning in December. <\/p>\n<p>It will publish any revised legal directions in May next year.<\/p>\n<p>Geale acknowledged that more \u201ccan and should be done\u201d to address other parts of the scam value chain, such as social media firms.<\/p>\n<p>\u201cWe don\u2019t have powers over those institutions so we can\u2019t impose something on them,\u201d he added, describing the issue as a \u201cmatter for government\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"The UK\u2019s payments regulator is not expected to make any fundamental changes to its fraud reimbursement regime following&hellip;\n","protected":false},"author":2,"featured_media":76137,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":"","_share_on_mastodon":"0"},"categories":[4],"tags":[9119,604,5,6],"class_list":["post-76136","post","type-post","status-publish","format-standard","has-post-thumbnail","category-uk","tag-operations","tag-regulation","tag-uk","tag-united-kingdom"],"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@UnitedKingdom\/116858510798420331","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/posts\/76136","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/comments?post=76136"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/posts\/76136\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/media\/76137"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/media?parent=76136"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/categories?post=76136"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/britain\/wp-json\/wp\/v2\/tags?post=76136"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
