The goal should be net-zero carbon emissions within ten to 15 years\u2026\u201d\u00a0Full net zero by 2034\u2026<br \/>\n<a href=\"https:\/\/www.common-wealth.org\/publications\/anchoring-the-green-new-deal-building-transformational-institutions?_gl=1*1h8x3ie*_up*MQ..*_ga*MTA4MDgyOTM3Ny4xNzg0NjM3ODY2*_ga_GVPJHN1KNB*czE3ODQ2Mzc4NjUkbzEkZzAkdDE3ODQ2Mzc4NjUkajYwJGwwJGgxNDA1NzA2MDYy\" rel=\"nofollow noopener\" target=\"_blank\">2019<\/a>: \u2018Green New Deal\u2019 programme:<\/p>\n<p>Require government to deliver a Green New Deal Budget every year for ten years.<br \/>\nBank of England should \u201cheavily influence the move of private finance away from high carbon and environmentally harmful investments and towards activities that are Green New Deal compatible.\u201d<br \/>\nNew banks: \u201cchange the way existing banks lend, or supersede them entirely by creating new ones.\u201d<br \/>\n\u201cDevolution of pollution taxes, property taxes and the creation of a new spatial taxation.\u201d<br \/>\nEstablish \u201ccollective ownership of infrastructure, public goods and assets and more co-operative ways of organising the new industries.\u201d<br \/>\nUse local procurement and investment power to \u201cchannel funds into green jobs and locally owned businesses.\u201d<br \/>\n\u201cActively create employee ownership schemes with incentives for businesses or pump prime workers cooperatives through their supply chain.\u201d<\/p>\n<p><a href=\"https:\/\/www.newstatesman.com\/spotlight\/economic-growth\/skills\/2022\/02\/miatta-fahnbulleh-skill-up-to-save-the-planet\" rel=\"nofollow noopener\" target=\"_blank\">2022<\/a>: Retrain workers in Green jobs with the state \u201cguaranteeing pay up to 80 per cent for time in training, while employers keep people on for at least 40 per cent of their usual hours and continue to meet National Insurance and pension payments.\u201d<br \/>\n<a href=\"https:\/\/new-economicsf.files.svdcdn.com\/production\/files\/WarmHomesCoolPlanet_Sep2022.pdf?dm=1674145442\" rel=\"nofollow noopener\" target=\"_blank\">2022<\/a>: Report by her think tank the New Economics Foundation: \u201cScrap the existing price cap system and replace it with a new system of \u2018free basic energy\u2019,\u201d a \u201crising block tariff\u201d where \u201cevery household would be entitled to a free amount of energy consumption, but would pay a higher marginal cost for energy use above the free amount.\u201d A proposal getting pushed hard now\u2026<\/p>\n<p>Deliver \u201can emergency, government-backed mass-insulation programme.\u201c<br \/>\n\u201cCreate a new \u2018energy element\u2019 in universal credit and legacy benefits worth \u00a31,000 per year for a single person and \u00a31,650 for a couple\u201d<\/p>\n<p><a href=\"https:\/\/x.com\/Miatsf\/status\/1592804216279470081?s=20\" rel=\"nofollow\">2023<\/a>: Drive down energy bills by retrofitting millions of homes, flooding the energy market with cheaper renewables produced and sold by publicly owned co-operative and introducing free basic energy.<br \/>\n<a href=\"https:\/\/x.com\/Miatsf\/status\/1592804212769173504?s=20\" rel=\"nofollow\">2023<\/a>: \u201cA tougher windfall tax on energy giants, who are making excessive profits off the back of people\u2019s suffering.
