{"id":89340,"date":"2026-07-24T05:35:14","date_gmt":"2026-07-24T05:35:14","guid":{"rendered":"https:\/\/www.europesays.com\/britain\/89340\/"},"modified":"2026-07-24T05:35:14","modified_gmt":"2026-07-24T05:35:14","slug":"what-do-burnhams-tax-cuts-mean-for-london","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/britain\/89340\/","title":{"rendered":"What do Burnham&#8217;s tax cuts mean for London?"},"content":{"rendered":"\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Since Andy Burnham became prime minister on Monday, he has made several changes in policy designed to help households and businesses.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">There have been three announcements so far: a cap on bus fares, the removal of 5% VAT on domestic energy bills and a 20% cut in business rates for most pubs, clubs and live music venues.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">But will his plans make much difference to Londoners and the capital&#8217;s businesses?  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Let&#8217;s look at the details.  <\/p>\n<p>        Electricity bills          <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The reduction from 5% VAT to zero is estimated to save a typical household about \u00a345 a year, which works out at just over 86p a week.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The average annual electricity bill in London for a typical household is roughly \u00a3875 &#8211; around \u00a373 per month &#8211; <a href=\"https:\/\/www.edfenergy.com\/energywise\/what-is-the-average-energy-bill-in-the-uk\" data-ylk=\"slk:according%20to%20EDF%20Energy;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;according to EDF Energy&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">according to EDF Energy<\/a>.          <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The VAT cut will help reduce bills but will not reduce the wholesale cost of electricity, the green levies or the supplier&#8217;s markup.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The mayor of London <a href=\"https:\/\/www.london.gov.uk\/who-we-are\/what-london-assembly-does\/questions-mayor\/find-an-answer\/fuel-poverty-support\" data-ylk=\"slk:estimated%20in%202024;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;estimated in 2024&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">estimated in 2024<\/a> that 471,000 or 13.2% of London&#8217;s population were classed as living in fuel poverty.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">MoneySavingExpert&#8217;s Martin Lewis said on social media that the VAT cut was &#8220;a good totemic step and very welcomed&#8221; although &#8220;in practice people won&#8217;t feel much benefit&#8221;.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Dame Clare Moriarty, chief executive of Citizens Advice, said cutting VAT on domestic electricity bills would &#8220;provide welcome breathing space&#8221; but &#8220;further action would be needed to tackle the root causes of unaffordable bills and deliver lasting security&#8221;.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">She added: &#8220;To permanently cut bills the government should move more of the policy costs that are currently added onto our electricity bills into general taxation.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Those costs include what Citizens Advice termed &#8220;government-mandated levies added to household bills to fund environmental, social, and energy-efficiency programmes&#8221;.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The removal of VAT on energy bills is not means tested, so those who use the most electricity and gas will see the biggest reductions in their bills.  <\/p>\n<p>        Pubs rate relief           <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">According to a <a href=\"https:\/\/www.london.gov.uk\/media-centre\/mayors-press-release\/London%E2%80%99s-independent-Nightlife-Taskforce-sets-out-comprehensive-plan-to-drive-the-future-of-the-capital-at-night\" data-ylk=\"slk:report%20issued%20in%20January%202026;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;report issued in January 2026&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">report issued in January 2026<\/a>, London&#8217;s night-time economy contributes more than \u00a3139bn to the capital each year and supports more than a million night-time workers.  <\/p>\n<p>    Story Continues  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Karim Fatehi, CEO of the London Chamber of Commerce and Industry, welcomed the business rates cut of 20% for pubs, clubs and live music venues as &#8220;a welcome step for many of London&#8217;s hospitality firms&#8221;.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The government said an average pub or venue would save about \u00a31,100 a year.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">But Fatehi also pointed out the wider pressures on these businesses: &#8220;Firms across the capital, particularly SMEs (small businesses), continue to grapple with high employment costs, inflationary pressures and an outdated business rates system that discourages investment in physical premises.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Chef and publican Tom Kerridge, who operates two restaurants in London, <a href=\"https:\/\/www.bbc.co.uk\/news\/live\/cdewkelwrgjt?xtor=AL-72-%5Bpartner%5D-%5Byahoo.north.america%5D-%5Blink%5D-%5Bnews%5D-%5Bbizdev%5D-%5Bisapi%5D\" data-ylk=\"slk:told%20the%20BBC;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;told the BBC&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">told the BBC<\/a> the planned cut &#8220;didn&#8217;t go far enough&#8221;.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Kerridge has been leading a campaign to cut hospitality VAT to 10%.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;It will come as welcome news,&#8221; he said. &#8220;But \u00a31,000 on a yearly revenue doesn&#8217;t really make a difference.&#8221;  <\/p>\n<p>       Pubs &#8216;ground down&#8217;         <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Emma McClarkin, CEO of the British Beer and Pub Association, said pubs had paid disproportionately higher business rates for &#8220;years and years&#8221;, which had &#8220;ground down&#8221; their ability to keep doors open.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">In May, the BBPA reported that <a href=\"https:\/\/beerandpub.com\/news\/two-pubs-closed-a-day-in-first-three-months-of-year-as-bbpa-calls-on-government-to-take-long-term-action\/\" data-ylk=\"slk:161%20pubs%20closed%20across%20Britain;elm:context_link;itc:0;sec:content-canvas;source:content-canvas%20default\" data-yga=\"{&quot;yLinkText&quot;:&quot;161 pubs closed across Britain&quot;,&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yTrafficOrigin&quot;:&quot;content-canvas default&quot;}\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">161 pubs closed across Britain<\/a> in the first three months of the year &#8211; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">McClarkin has highlighted the &#8220;disproportionate tax burden&#8221; and &#8220;sheer weight of taxes and regulatory costs&#8221; pubs face.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Michael Kill, CEO of the Night Time Industries Association, called the policy &#8220;a positive outcome from genuine engagement with the sector&#8221;.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;The inclusion of clubs alongside pubs and live-music venues is particularly important and demonstrates a broader recognition of the vital economic, cultural and social contribution made by the night-time economy,&#8221; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Increases in National Insurance employer contributions and the national minimum wage, which were introduced in April 2025, as well as rising energy bills and the cost of food and beer have put pressure on businesses.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">UK Hospitality pointed out that pubs, clubs and live music venues only account for about a fifth of hospitality jobs &#8211; restaurants, caf\u00e9s and hotels are not included in the cut in business rates.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">CEO Allan Simpson said: &#8220;Restaurants are struggling just as much as pubs, while hotels are due to see their business rates bills increase by an average of 110%, the highest in the sector.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;After years of rising costs and tax increases that have hit investment and employment, the industry now needs a meaningful, sector-wide solution.&#8221;  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The government&#8217;s other cost of living announcement was a \u00a32 cap on single bus fares.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">This does not apply to London, as Transport for London charges \u00a31.75 per single journey, and multiple buses can be taken within one hour at no extra charge.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none;
