target=\"_blank\" rel=\"noopener noreferrer nofollow\">announced plans<\/a> to stop speculative AI data centre projects clogging up Britain\u2019s electricity grid, after applications for new power connections more than tripled in less than a year.<\/p>\n<p class=\"wp-block-paragraph\">The energy regulator is consulting on a new upfront commitment fee for large data centre developers, alongside tougher rules requiring projects to prove they are financially and commercially ready before securing scarce grid capacity.<\/p>\n<p class=\"wp-block-paragraph\">The proposals come after demand for electricity connections surged from 41GW to 125GW between November 2024 and June 2025.<\/p>\n<p class=\"wp-block-paragraph\">Data centres account for at least 73GW of that pipeline across 315 projects, prompting concerns that speculative schemes are preventing viable developments from connecting.<\/p>\n<p class=\"wp-block-paragraph\">Developers would pay a refundable fee of between \u00a3237,500 and \u00a3712,500 per MW when accepting a connection offer.<\/p>\n<p class=\"wp-block-paragraph\">The money would be returned once a project is energised but forfeited if developers abandon their place in the queue.<\/p>\n<p class=\"wp-block-paragraph\">Ofgem said the reforms would help ensure grid capacity goes to projects that are ready to build, while improving confidence in future network planning.<\/p>\n<p>AI boom strains grid<\/p>\n<p class=\"wp-block-paragraph\">The consultation responds to a sharp rise in UK data centre development as companies race to build AI infrastructure.<\/p>\n<p class=\"wp-block-paragraph\">A City AM analysis <a href=\"https:\/\/www.cityam.com\/data-centre-planning-applications-rocketed-more-than-60-per-cent-in-2025\/\" id=\"https:\/\/www.cityam.com\/data-centre-planning-applications-rocketed-more-than-60-per-cent-in-2025\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">earlier this year<\/a> found more than 60 planning applications for new data centres were submitted across England and Wales in 2025, up 63 per cent on the previous year as investors rushed to capitalise on soaring demand for AI computing power.<\/p>\n<p class=\"wp-block-paragraph\">Speaking to City AM at the time, Pure Data Centres chief executive Dame Dawn Childs warned the boom had also attracted speculative developers as future AI campuses despite lacking the fundamentals needed to become operational.<\/p>\n<p class=\"wp-block-paragraph\">The regulator\u2019s intervention also comes as questions grow over the impact of data centres on Britain\u2019s electricity network.<\/p>\n<p class=\"wp-block-paragraph\">Government emissions forecasts for AI data centres were revised up by around 100-fold earlier this month after officials acknowledged they had significantly underestimated the sector\u2019s future energy demand.<\/p>\n<p class=\"wp-block-paragraph\">London\u2019s data centres already consume more electricity than all of the capital\u2019s households combined, while the UK\u2019s data centres now account for around six per cent of national electricity demand.<\/p>\n<p class=\"wp-block-paragraph\">At the same time, communities hosting clusters of data centres have begun pushing back against further expansion.<\/p>\n<p class=\"wp-block-paragraph\">Residents around Slough Trading Estate, Europe\u2019s largest data centre hub, have raised concerns over constant noise, heat and the concentration of new developments, while campaigners have called for tighter scrutiny of future projects.<\/p>\n<p class=\"wp-block-paragraph\">Ofgem director for energy system design and development Eleanor Warburton said consumers \u201cshould not bear the risks created by speculative projects taking up space in the system.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe connections system must work for consumers and for the projects that are ready to invest, build and connect,\u201d she said.<\/p>\n<p class=\"wp-block-paragraph\">The consultation closes on 16 September and forms part of wider reforms by Ofgem, the National Energy System Operator and the
