Laurence Cooke, the founder of payments technology company nanopay, has joined the Bank of Canada in the role of industry implementation advisor for the Consumer Driven Banking team.

In a post on LinkedIn, Anne Butler, managing director supervision at the Bank of Canada, wrote: “Many of you will know Laurence well. Laurence has more than 30 years of experience leading at the intersection of payments, technology, regulation, and innovation – including roles on important industry advisory committees supporting payments modernization and the development of Open Banking in Canada.

“We are thrilled that Laurence – after wrapping up his latest endeavour – has chosen to bring his energy and leadership to the Bank to help us work effectively with industry for a successful launch of Consumer Driven Banking in Canada.”

According to his LinkedIn profile, Cooke served as founder and chief executive officer of nanopay from October 2012 to June 2026.

He also spent seven years, up until May this year, as chair, director and founding member of Fintechs Canada.

Alongside these roles, he was a member of the Finance Canada Payments Consultative Committee from 2016 to 2025.

Last month, the Canadian government published proposed Open Banking regulations, along with a 60-day comment period, to support the implementation of the Consumer-Driven Banking Act, which received Royal Assent in March this year.
