Canada has introduced a clean-energy initiative valued at close to $70 billion, centered on expanding hydropower in Newfoundland and Labrador and Quebec, which could enhance its standing as a key exporter of emission-free electricity and essential minerals worldwide.
Prime Minister Mark Carney, joined by Quebec Premier Christine Frechette and Newfoundland and Labrador Premier Tony Wakeham, announced a pact to modernize and enlarge the Churchill Falls Generating Station, advance the sizable Gull Island hydroelectric undertaking, and construct associated power-transmission systems. The federal government is committing $10 billion in funding toward these efforts.
Together, these ventures are projected to produce 14,000 megawatts of emission-free power, roughly three times the current output of Churchill Falls. Ottawa estimates the projects will sustain around 23,000 construction jobs and add approximately $31 billion to national economic output through the early 2040s. The added electricity capacity is also anticipated to help Canada satisfy growing domestic consumption and boost clean-power exports.
The arrangement also focuses on the Labrador Trough, a vast mining zone across Newfoundland and Labrador and Quebec holding substantial reserves of high-grade iron ore and other essential minerals. Canada has submitted the Labrador Trough Clean Power, Critical Minerals and Infrastructure Corridor to its Major Projects Office, which will oversee federal funding, approvals, and collaboration with Indigenous groups.
Additional backing will go to several infrastructure efforts, such as grid extensions linking western Labrador’s mineral operations to power networks, facilities tied to the Kami iron ore project, a planned transmission line and roadway for the Lac Knife graphite site, and upgraded ore-handling and rail systems at Pointe-Noire. These initiatives aim to enable mine electrification and reinforce supply chains for batteries, energy storage, and low-carbon steel.
For Canada, this investment arrives as governments worldwide pursue stronger energy security and more dependable critical-mineral supply chains amid growing geopolitical tensions. Carney stated the pact would assist Canada in developing clean, dependable, and cost-effective energy systems, while provincial leaders noted it would grant Quebec and Newfoundland and Labrador more authority and economic benefit from their resources. For Gulf-based investors and energy firms, the project’s magnitude underscores Canada’s increasing effort to merge renewable power, critical minerals, and export infrastructure into one cohesive industrial approach.
