The Canadian government is moving rapidly to create sovereign defense capabilities in space. It has just thrown a big financial lifeline to Telesat Canada to help ensure the success of its projected “Lightspeed” telecommunications satellite constellation. An earlier decision this year provided long-term funding through a lease agreement to establish Canada’s first spaceport for launching military satellites. Start-up financing has also been awarded through Canada’s Department of National Defence (DND) to three Canadian space enterprises for rocket and satellite designs. In reaching for these new capabilities — new satellites, rockets and launch pads — the government is taking a leap of faith on as-yet-unproven Canadian assets. We are boldly building where Canada has never gone before.
Support from the new Defense Investment Agency for Telesat was announced on August 4. It amounts to a $2.3 billion, 15-year contract with Telesat to deploy the capabilities of its future Lightspeed satellites for secure military communications, especially across the vast expanse of the Arctic. The project is labelled by DND as the “Enhanced Satellite Communications Project—Polar” (ESCP-P). DND is envisaging a long time-span for its full operational readiness — stretching well beyond 2035.
Despite the ambitions, no Lightspeed satellites are yet in orbit, but the planned comms capability will be vital to any effective, expanded military presence and operations in the Canadian Arctic, which remains Canada’s number one defense priority.
The defense contract will allow Telesat to expand its planned satellite constellation to 225, a far cry from the masses of satellites already launched into orbit by Starlink. As part of the expansion, an additional 69 satellites will be built by MDA Space in Montreal. They are a big winner from this contract as well. Stock prices bounced in response.
The ebullience of the announcements and the stock market’s frenzied reaction masks a deeper reality. For years, telesat has been a slow mover in the deployment of modern satellite constellations and the “Lightspeed” array does not yet exist. Satellites are being built and some launch services have been arranged with Elon Musk’s Space X Falcon 9 rockets. Telesat promises that the start of Lightspeed will take place in the first quarter of 2028.
Telesat’s vision for its Lightspeed constellation has been around since the mid-2010s, contemporaneous with planning by Elon Musk for what became his Starlink network. In a speech unveiling his project in Seattle in January 2015, Musk described the idea as “something like rebuilding the internet in space.” Musk has since moved with his own light speed and Starlink now consists of roughly 10,876 active satellites in orbit. Starlink is massively dominant and a first-mover in providing global satellite telecommunications, but has an upcoming rival in Jeff Bezos’ Amazon Leo. The first batch of Amazon Leo satellites, formerly called Project Kuiper, were launched in April 2025 and Project Kuiper aims to put some 3,236 in orbit. According to Bezos, there is “room for lots of winners there [the satellite constellation providers].” Telesat will certainly have to hope so.
The investment in Telesat’s Lightspeed satellites is a big nationalist play, and a big gamble on an unproven product. It represents a determination to turn away from a reliance on American commercial providers and to demonstrate that Canadian sovereign capacity in space will be meaningful not just for defense purposes, but for economic growth, jobs and innovation. It aligns with the Carney government’s middle power diplomacy push, as Telesat’s Lightspeed will be offered to Canada’s allies as a reliable and dependable alternative to American providers for their military and governmental needs. In fact, Canada has already embarked on discussions with Norway on secure military communications in the Arctic.
Success in convincing allies, who might share Canada’s concerns about over-reliance on the United States, to migrate their satellite communications needs to Telesat’s Lightspeed will depend on whether it can deliver on its promises, how reliably, and how quickly.
The new military deal with Telesat may also provide northerners with a consumer alternative for internet connectivity to reliance on a service like Starlink. Starlink’s own map of coverage has already painted all of Canada, including all of the Canadian Arctic, in Starlink blue, to denote availability. To offer its own benefit, Lightspeed will have to be competitively priced. That will be another unknown in the equation of the Defence Investment Agency’s big spend.
The Canadian government has committed to a massive gamble that the Lightspeed satellites will get into orbit (on U.S. rockets), on time and can make good on their promised capabilities. If the gamble pays off, it will bring real benefits for sovereign Arctic communications and the potential for new and advantageous allied partnerships. Hopefully, the gamble is too big to fail.
But if it does, whether through delayed delivery or poorer-than-anticipated performance, what then? The consequences would be serious, including a hold-up to the building of secure military communications in the Arctic, just as Canada is expanding its military presence in the region, loss of reputation, damage to a pair of space industrial champions, and loss of allied export capabilities. Perhaps worst of all, Canada might be thrust into a return to reliance on U.S. commercial satellite providers, which is precisely what the sovereign Lightspeed contract is meant to overcome.
