The Canadian Armed Forces (CAF) and Royal Roads University (RRU) have finalized an agreement establishing a new program aimed at increasing access to subsidized officer education at Canadian civilian universities.

Beginning in September 2026, the Subsidized University Training List – Enhanced Pathway (SUTL-EP) will welcome approximately 40 Naval and Officer Cadets to Royal Roads University as part of a structured, residential cohort. The initiative is designed to complement existing officer programs, including the Regular Officer Training Plan (ROTP) at Canada’s military colleges and civilian universities. The pathway will initially be open to ROTP candidates and will expand to include the University Training Plan for Non-Commissioned Members (UTPNCM) in future phases.

Under the Enhanced Pathway, participants will pursue accredited degree programs aligned with CAF officer development requirements, while also receiving expanded leadership education, physical fitness programming, well-being support, and second official language training throughout the academic year. The CAF will provide military supervision on campus, along with administrative and professional support to strengthen the overall training experience.

“In a world marked by renewed geopolitical competition and persistent instability, the Canadian Armed Forces must prepare officers who are ready to lead in demanding, complex, and uncertain environments,” said Major-General Jeannot Boucher, Commander of the Canadian Defence Academy. “This initiative expands our ability to educate and develop future leaders by combining academic excellence with structured military development, equipping our officers to think critically, lead with integrity, and meet the evolving security challenges facing Canada.”

Royal Roads University was selected for the pilot based on its strong leadership-focused academic model, its longstanding experience supporting CAF members, and its proximity to military infrastructure at Esquimalt.

“As Canada’s university for changemakers, Royal Roads University is partnering with the Canadian Armed Forces to play an important role in strengthening leadership capability and career progression for CAF personnel,” said Dr. Philip Steenkamp, President and Vice-Chancellor of RRU. “Students can expect to benefit from flexible credential laddering, applied learning pathways and a focus on real-world problem solving.”

A joint CAF – RRU committee will oversee the planning, delivery, and evaluation of the pilot program. The results of the Enhanced Pathway pilot will inform future partnerships with additional Canadian post-secondary institutions, supporting the long-term sustainability of officer education and force generation across the CAF.
