{"id":10278,"date":"2026-04-19T10:54:24","date_gmt":"2026-04-19T10:54:24","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/10278\/"},"modified":"2026-04-19T10:54:24","modified_gmt":"2026-04-19T10:54:24","slug":"mark-carneys-push-toward-realpolitik","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/10278\/","title":{"rendered":"Mark Carney\u2019s push toward realpolitik"},"content":{"rendered":"<p class=\"c-article-body__text text-pr-5\">For two decades, Canada pursued a values-based foreign policy, although the values pursued by Liberal and Conservative governments were very different.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Today, Canada is pursuing a more hardnosed foreign policy that puts Canada\u2019s national interests front and centre. Putting Canada first, so to speak, has proved to be a far better approach.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Of course, values and interests have always comingled in the foreign policy of Canadian prime ministers. Brian Mulroney in the 1980s pursued free trade with the United States \u2013 interests \u2013 while staunchly opposing apartheid in South Africa \u2013 values. <\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/SIE76UCDN5B7ZOZ7LLMGFXI2DQ.JPG?auth=c27a860245effa9161a60fe319d5ec83198be1490020c36d018962bc75208a1b&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Former prime minister Jean Chretien, right, shakes hands with former U.S. president Bill Clinton at the end of a three-day Summit of the Americas in 1994.Jacques Boissinot\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Similarly, Jean Chr\u00e9tien agreed to continental free trade with the United States and Mexico \u2013 interests \u2013 while cooperating with the United States to protect persecuted minorities in the Balkans but refusing to join the American coalition invading Iraq \u2013 values.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Conservative Prime Minister Stephen Harper arrived in office in 2006 having rarely travelled beyond Canada\u2019s borders. He believed this country\u2019s foreign policy should reflect democratic, Western values. He distanced Canada from the rising power of China, while offering stalwart support to Taiwan because, <a href=\"https:\/\/www.cbc.ca\/news\/world\/won-t-sell-out-on-rights-despite-china-snub-pm-1.570708\" rel=\"nofollow noopener\" target=\"_blank\">he said<\/a>, Canadians embraced democratic values and \u201cthey don\u2019t want us to sell that out to the almighty dollar.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Harper worked closely with both Republican President George W. Bush and Democratic President Barack Obama in supporting the American-led mission in Afghanistan, while leading the charge to expel Russia from the G8, <a href=\"https:\/\/www.theglobeandmail.com\/news\/politics\/harper-and-g20-leaders-confront-putin-problem-at-australia-meet\/article21603599\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/news\/politics\/harper-and-g20-leaders-confront-putin-problem-at-australia-meet\/article21603599\/\">telling President Vladimir Putin<\/a> at a summit in 2014, \u201cI guess I\u2019ll shake your hand but I have only one thing to say to you. You need to get out of Ukraine.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">But Mr. Harper\u2019s foreign policy goals came to grief more than once. Facing complaints from Canadian businesses, who said they were losing contracts, Mr. Harper reversed himself on China, even submitting himself to a <a href=\"https:\/\/www.theglobeandmail.com\/news\/politics\/china-publicly-scolds-harper-for-taking-too-long-to-visit\/article4312718\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/news\/politics\/china-publicly-scolds-harper-for-taking-too-long-to-visit\/article4312718\/\">indignity-filled<\/a> visit to the Middle Kingdom in 2009.<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/T3NVPIJV5RARDP5P2EMULW7HGU.JPG?auth=5a7ba2f16b7037ee08bc3b886a22cd84fa83450ff012ebb5562047b6a05cfd9e&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"1\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Former prime minister Stephen Harper walks past Russian President Vladimir Putin at the G20 Summit in St. Petersburg, Russia, in September, 2013. On his watch, the Liberals proclaimed their leadership in the fight against global warming, while promoting the rights of women and labour.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Trudeau\u2019s government, to its credit, successfully concluded the Canada-European Union trade agreement that the Conservatives had launched. But his <a href=\"https:\/\/globalnews.ca\/news\/3856193\/canada-decline-tpp-agreement-trudeau\/\" rel=\"nofollow noopener\" target=\"_blank\">demands<\/a> to increase protections for Canadian automotive and cultural industries almost wrecked the Trans-Pacific Partnership agreement, and left <a href=\"https:\/\/www.abc.net.au\/news\/2017-11-11\/tpp-talks-stall-after-justin-trudeau-canada-fails-to-show-up\/9140250\" rel=\"nofollow noopener\" target=\"_blank\">lasting bitterness<\/a>, especially among the Japanese and Australians, even after Canada eventually agreed to sign the deal. <\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/RIU3L6QYYNEWBKCT6UBS43GLFA.jpg?auth=57b84ce2ee322de7e14df6a3e555d04ef7da4732e84266ef0f72e678f801d633&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"2\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Justin Trudeau&#8217;s Liberal government took a strong values-based foreign policy approach,  proclaiming its leadership in the fight against global warming, among other things.Ryan Remiorz\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Efforts to launch free trade talks with China <a href=\"https:\/\/globalnews.ca\/news\/4137838\/canada-china-free-trade-deal\/#:~:text=Ambassador%20Lu%20Shaye%20said%20Tuesday,exploratory%20phase%20into%20formal%20negotiations.\" rel=\"nofollow noopener\" target=\"_blank\">foundered<\/a> on Canadian demands to include labour and women\u2019s rights. And the prime minister\u2019s <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-43151115\" rel=\"nofollow noopener\" target=\"_blank\">Bollywood sartorial choices<\/a> and the <a href=\"https:\/\/www.cbc.ca\/news\/politics\/trudeau-india-atwal-controversy-1.4546502\" rel=\"nofollow noopener\" target=\"_blank\">embarrassing invitation<\/a> to a reception of a man previously convicted of attempting to assassinate an Indian state official turned Mr. Trudeau\u2019s visit to India into a disaster. <\/p>\n<p class=\"c-article-body__text text-pr-5\">On top of all that, preachiness on human rights in Saudi Arabia led that country to freeze ties with Canada.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Liberal government did successfully protect Canada\u2019s free-trade interests with the United States during the negotiations that led to the Canada-United States-Mexico (CUSMA) pact, after initial fumbling. Chrystia Freeland, then foreign affairs minister, headed into those negotiations with a mandate to negotiate a \u201cprogressive\u201d trade pact that emphasized gender and Indigenous rights. Those are worthy goals \u2013 but the Trudeau government badly misread the moment and the fact that the existence of the continental trade pact was at risk. (The Carney government has not replicated that naivete.)<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/QR7SP6PVNFHC5FHZLWUMVHDSGY.jpg?auth=d17195dfd1dcced69e0be8b0b3e165f27e5c1448af39662c409f937d71b90fb7&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"3\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Canada, Mexico and the U.S. hold a signing ceremony for the Canada-United States-Mexico Agreement (CUSMA) in Buenos Aires, Argentina, in November, 2018. Relations with China were in a deep freeze over Canada\u2019s arrest of Huawei executive Meng Wanzhou and China\u2019s detention of Michael Kovrig and Michael Spavor in retaliation.<\/p>\n<p class=\"c-article-body__text text-pr-5\">India and Canada both expelled officials after Mr. Trudeau\u2019s assertion that New Delhi was involved in the assassination of a Sikh activist in Vancouver.<\/p>\n<p class=\"c-article-body__text text-pr-5\">And relations with the United States in President Trump\u2019s second term had reached rock bottom, with tariffs and threats of annexation.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In the end, values-based foreign policy foundered on the shoals of reality for both the Liberals and the Conservatives. And both governments struggled with foreign policy capability. Canada lost its bid for a seat on the UN Security Council in 2010 under Mr. Harper in part because of his suspicion of multilateral forums. Canada lost its bid for a seat on the UN Security Council in 2020 under Mr. Trudeau despite his enthusiasm for multilateral forums. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Liberals won the 2025 election because a plurality of Canadians believed that Mark Carney, the former central banker in both Canada and Britain, was best equipped to meet Mr. Trump\u2019s challenges and threats. Mr. Carney promised to protect Canada\u2019s economy through trade diversification, while responding to the growing international anarchy by encouraging cooperation among like-minded countries.<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/OEKI4N2YGNE3XJRFNAWVKDIA3I.JPG?auth=a9d3063c4b6f942b4ca776f3c36b6b5722d0faa6284318b4181914ca7737d7d1&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"4\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Prime Minister Carney&#8217;s lauded speech at the World Economic Forum in Davos, Switzerland, urged middle powers to cease pretending the rules-based international order is still functioning and instead focus on uniting against the economic coercion of &#8220;great powers.&#8221;Denis Balibouse\/Reuters<\/p>\n<p class=\"c-article-body__text text-pr-5\">In his <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/speeches\/2026\/01\/20\/principled-and-pragmatic-canadas-path-prime-minister-carney-addresses\" rel=\"nofollow noopener\" target=\"_blank\">landmark speech<\/a> in Davos, Mr. Carney summed up his version of realpolitik. &#8220;We actively take on the world as it is, not wait around for a world we wish to be.\u201c<\/p>\n<p class=\"c-article-body__text text-pr-5\">To his credit, Mr. Carney has turned those words into action. To wit:<\/p>\n<p>In the spirit of Davos, Mr. Carney signed trade and\/or security agreements with a broad range of countries, including Australia, the European Union, Germany, France, Italy, Japan, Korea, Latvia, Malaysia, Mexico, the Philippines, Poland, Qatar, South Africa, the United Arab Emirates, the United Kingdom and others. Some of these agreements built on existing arrangement; others were little more than talks about talks. But all advanced trade and security beyond the status quo;Canada hopes to conclude a major trade agreement with the Association of Southeast Asian Nations within the year;Despite concerns that the Chinese government had interfered in Canadian elections, Mr. Carney travelled to Beijing, where Canada agreed to lift tariffs on a limited number of EVs, while China eased restrictions on Canadian canola seeds and other products, with both sides <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/01\/16\/prime-minister-carney-forges-new-strategic-partnership-peoples#:~:text=The%20partnership%20includes:%20*%20**Collaboration%20on%20energy,*%20**Deepening%20engagement%20on%20improved%20global%20governance**\" rel=\"nofollow noopener\" target=\"_blank\">also agreeing<\/a> to further increase two-way trade. (As we\u2019ve previously said, the Carney government should not make the mistake of replacing economic dependence on the United States with overreliance on China);Putting aside ongoing tensions, Mr. Carney travelled to India, where the two sides signed a <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/03\/02\/prime-minister-carney-secures-ambitious-new-partnership-india-focused\" rel=\"nofollow noopener\" target=\"_blank\">memorandum<\/a> to advance trade and other interests; In Norway in March, Mr. Carney and Nordic leaders <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/03\/15\/prime-minister-carney-deepens-cooperation-nordic-countries-defence\" rel=\"nofollow noopener\" target=\"_blank\">agreed<\/a> to strengthen economic and security cooperation;<a href=\"https:\/\/www.reuters.com\/world\/americas\/mercosur-canada-near-free-trade-agreement-with-april-talks-2026-03-27\/\" rel=\"nofollow noopener\" target=\"_blank\">Talks are under way<\/a> with the Mercosur bloc of South American nations. An agreement is expected within a matter of months.<\/p>\n<p class=\"c-article-body__text text-pr-5\">There is even nascent evidence of a Canadian effort to forge an <a href=\"https:\/\/energynow.ca\/2025\/05\/commentary-canada-can-play-key-role-in-global-trade-and-security-fraser-institute\/\" rel=\"nofollow noopener\" target=\"_blank\">Atlantic-Pacific trade area<\/a> not centred on the United States.<\/p>\n<p class=\"c-article-body__text text-pr-5\">After only one year, we see baby steps of progress. While exports to the United States declined by almost 6 per cent in 2025, exports to other countries rose by 17 per cent, <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/260219\/dq260219a-eng.htm\" rel=\"nofollow noopener\" target=\"_blank\">according to Statistics Canada<\/a>. The government\u2019s goal is to double exports beyond the United States by 2035.<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/UWCSTE3JM5GFVCL3MAI654Z2OE.JPG?auth=bc59643935d70ab18b0d7c268c4ead41412a6b99d7c69cc3f1688635d4e3fc11&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"5\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Prime Minister Carney tours a CC-130 Hercules aircraft at IMP Aerospace in Halifax in March. Under Mr. Carney&#8217;s leadership, Canada\u2019s military spending finally hit the NATO target of 2 per cent of GDP for the first time in roughly 35 years.Darren Calabrese\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney has also replaced talk with action by <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-canada-nato-defence-military-spending\/\" rel=\"nofollow noopener\" target=\"_blank\">rapidly increasing<\/a> spending on national defence. Nothing lends credibility to global commitments like concrete evidence of the will to back words with deeds. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Not every step has been sure-footed. The Liberal government vacillated in its approach to the American and Israeli war on Iran, affirming support for the mission but with <a href=\"https:\/\/www.bbc.com\/news\/articles\/c9q5pqyj5gwo\" rel=\"nofollow noopener\" target=\"_blank\">increasing reluctance<\/a>, given <a href=\"https:\/\/leger360.com\/in-the-news-iran-war-most-canadians-oppose-military-escalation-leger-march-2026\/#:~:text=Iran%20War:%20Most%20Canadians%20Oppose,25%25%20support%20the%20military%20action.\" rel=\"nofollow noopener\" target=\"_blank\">widespread public concern<\/a> over rising energy prices and regional instability. <\/p>\n<p class=\"c-article-body__text text-pr-5\">And Mr. Carney needs to remember that if he is going to spend about <a href=\"https:\/\/thehub.ca\/2026\/03\/11\/mark-carneys-26-trips-abroad-a-breakdown-of-the-prime-ministers-trade-deals-after-1-year-in-office\/#:~:text=Prime%20Minister%20Mark%20Carney%20is,his%20first%20year%20in%20office.\" rel=\"nofollow noopener\" target=\"_blank\">a fifth of his time<\/a> abroad, he must be candid with Canadians about what is happening on these trips and at home. This government already <a href=\"https:\/\/www.cbc.ca\/news\/politics\/livestory\/mark-carney-cabinet-meeting-news-conference-live-updates-9.7058683\" rel=\"nofollow noopener\" target=\"_blank\">manifests a reluctance<\/a> to speak with journalists and to communicate openly.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The biggest challenge still lies ahead. Because the United States will always be Canada\u2019s most important trading partner, the first and greatest priority must be to protect the tariff exemptions by preserving \u2013 if necessary, by renegotiating \u2013 CUSMA. That said, it is not in Canada\u2019s interest to rush into a deal. As Derek Burney, who as Mr. Mulroney\u2019s chief of staff during the Canada-U.S. free trade negotiations in the 1980s was a key figure in those negotiations, <a href=\"https:\/\/www.policymagazine.ca\/trumps-disastrous-war-should-double-our-caution-on-cusma\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.policymagazine.ca\/trumps-disastrous-war-should-double-our-caution-on-cusma\/\">recently observed<\/a>, \u201ctime may be our best ally\u201d in the CUSMA talks. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Still, the Prime Minister is starting to make good on his promises to diversify Canadian trade and to strengthen defence.
