Germany and South Korea Want the Deal So Badly They&#8217;re Giving Up Their Own"},"content":{"rendered":"<p>It will only be a matter of weeks before Ottawa chooses the next class of submarine for the <a href=\"https:\/\/www.canada.ca\/en\/navy.html\" rel=\"nofollow noopener\" target=\"_blank\">Royal Canadian Navy<\/a>.\n<\/p>\n<p>The decision would be weighty for any national government, but for Canada, it could well be the most expensive procurement program in the country\u2019s <a href=\"https:\/\/www.19fortyfive.com\/2025\/12\/they-just-kept-sinking-royal-navy-aircraft-carrier-sunk-by-canadian-victoria-class-diesel-submarine\/\" rel=\"nofollow noopener\" target=\"_blank\">history<\/a>.\n<\/p>\n<p>The Victoria-class<\/p>\n<p>Canada currently sails just four Victoria-class submarines, purchased from the British Royal Navy in 1998. But those submarines are aged <a href=\"https:\/\/www.19fortyfive.com\/2025\/05\/bye-victoria-class-south-korea-wants-to-build-canadas-new-submarines\/\" rel=\"nofollow noopener\" target=\"_blank\">vessels<\/a>.\n<\/p>\n<p>And in today\u2019s heightened security environment, a paltry four submarines are insufficient to meet Canada\u2019s maritime security needs.<\/p>\n<p>Ottawa needs submarine coverage in the Atlantic, Pacific, and, increasingly, the Arctic, where a high-north scramble to secure newly emerging natural resources is shaping up.\n<\/p>\n<p>Several of the Nordic countries are interested in the area, but so too are Russia and, despite its remoteness from the Arctic, <a href=\"https:\/\/www.19fortyfive.com\/2026\/06\/the-u-s-navy-needs-66-nuclear-attack-submarines-by-2030-it-may-have-46-and-china-is-watching\/\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a>.\n<\/p>\n<p>Canada\u2019s Victoria-class does not enjoy a positive reputation. The four-sub-class has been affected by several readiness issues.\n<\/p>\n<p>Limited operational availability and long maintenance and refit periods have hit the class particularly hard.<\/p>\n<p>And while senior Royal Canadian Navy officials have voiced repeated concerns about the class, Ottawa has grappled with finding a replacement for <a href=\"https:\/\/www.19fortyfive.com\/2026\/03\/canada-wants-12-new-stealth-submarines-and-they-wont-be-made-in-america\/\" rel=\"nofollow noopener\" target=\"_blank\">years<\/a>.\n<\/p>\n<p>Two Contenders from Germany and South Korea<\/p>\n<p>The Victoria-class replacement is for now provisionally called the Canadian Patrol Submarine Project, and two bidders are competing for this enormous contract: South Korea\u2019s Hanwha Ocean and Germany\u2019s TKMS.\n<\/p>\n<p>Both shipbuilders have extensive experience building world-class submarines and have gone to great lengths to convince Canadians why their submarines should be chosen.<\/p>\n<p>Both companies are positioning themselves as the right choice for Canada\u2019s soon-to-be-announced decision.\n<\/p>\n<p>In late May, Seoul\u2019s Chief of Naval Operations, Admiral Kim Kyung-ryul, arrived in Canada as part of a broader pitch for the Canadian submarine project.\n<\/p>\n<p>There, the airmail met with his counterpart, the then newly-promoted <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/maple-leaf\/rcn\/2026\/06\/vice-admiral-topshee-interview.html\" rel=\"nofollow noopener\" target=\"_blank\">Vice-Admiral Angus Topshee<\/a>.\n<\/p>\n<p>The heat is certainly on.\n<\/p>\n<p>Canada recently awarded <a href=\"https:\/\/www.tkmsgroup.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Thyssenkrupp Marine Systems<\/a>, the German defense prime that would build Canada\u2019s submarines, a <a href=\"https:\/\/www.tkmsgroup.com\/news\/article\/tkms-cooperates-with-isar-aerospace-new-launch-infrastructure-for-canadas-space-capabilities\" rel=\"nofollow noopener\" target=\"_blank\">separate<\/a> contract for building up Canada\u2019s own space launch capability.\n<\/p>\n<p>The Canadian Patrols Submarine Project<\/p>\n<p>Naturally, the precise details of what Canada\u2019s upcoming class of submarines is capable of is a closely-guarded secret.<\/p>\n<p>But some of the project\u2019s general contours have been clearly outlined by Ottawa.\n<\/p>\n<p>As the Canadian government previously <a href=\"https:\/\/www.canada.ca\/en\/public-services-procurement\/news\/2025\/08\/government-of-canada-advances-to-next-step-in-canadian-patrol-submarine-project-procurement.html\" rel=\"nofollow noopener\" target=\"_blank\">explained<\/a>, the submarines are to \u201cbe deployable in the Arctic with extended range and endurance that will provide stealth, persistence, and lethality as key capabilities.\u201d\n<\/p>\n<p>Additionally, \u201cthe future Canadian Patrol Submarine will employ a unique combination of these attributes to ensure that Canada can detect, track, deter and, if necessary, defeat adversaries in all 3 of Canada\u2019s oceans.\n<\/p>\n<p>It will enable the Government of Canada to contribute to international security through deployments alongside allies and partners, while creating opportunities to strengthen Canada\u2019s defense and marine sectors.\u201d\n<\/p>\n<p>Germany\u2019s Type 212CD<\/p>\n<p>TKMS\u2019s offering for the Canadian Patrol Submarine Projects is its <a href=\"https:\/\/www.tkmsgroup.com\/submarines\/submarine-classes\/hdw-class-212-cd\" rel=\"nofollow noopener\" target=\"_blank\">Type 212CD<\/a>, a <a href=\"https:\/\/www.tkmsgroup.com\/submarines\/submarine-classes\" rel=\"nofollow noopener\" target=\"_blank\">variant<\/a> of the submarine that is currently being procured for both the German and Norwegian navies.<\/p>\n<p>Tasked with patrolling the Baltic waters and beyond for Oslo and Berlin, that submarine is relatively small and compact compared to the globe-trotting blue-water submarines fielded by the likes of the United States Navy.\n<\/p>\n<p>But it is technologically sophisticated, prioritizes sonar neutralization to remain undetected, offers respectable underwater endurance despite its lack of nuclear propulsion, and \u2014 in what may be the key to the German bid \u2014 is ready for interoperability with the naval standards of the NATO alliance, of which both Germany and Norway are members.\n<\/p>\n<p>Submarines from Seoul<\/p>\n<p>South Korea\u2019s <a href=\"https:\/\/www.hanwha.com\/companies\/hanwha-ocean.do\" rel=\"nofollow noopener\" target=\"_blank\">Hanwha Ocean<\/a> and its contender for Canada\u2019s next submarine are significantly different than the German bed.\n<\/p>\n<p>Hanwha\u2019s <a href=\"https:\/\/kss-iii.ca\/\" rel=\"nofollow noopener\" target=\"_blank\">KSS-III<\/a> is a larger platform, a reflection of its role for South Korea.\n<\/p>\n<p>There, in the vast wastes of the Pacific Ocean, the KSS-III would patrol for long periods and boasts the internal volume to support extended patrols. However, the platform may have more room to grow, too, thanks to its larger internal volume, which may more easily accommodate future technologies.\n<\/p>\n<p>The South Korean defense industry has notched several notable wins in Europe in recent years, including a massive sale of <a href=\"https:\/\/www.hyundai-rotem.co.kr\/en\/business\/defense\/details.do?productNm=K2%20Main%20Battle%20Tank\" rel=\"nofollow noopener\" target=\"_blank\">K2 Black Panther main battle tanks<\/a>, <a href=\"https:\/\/valtioneuvosto.fi\/en\/-\/236553176\/finland-procures-more-155-mm-k9-self-propelled-howitzers-from-the-republic-of-korea\" rel=\"nofollow noopener\" target=\"_blank\">K9 howitzers<\/a>, rocket launchers and missiles, as well as <a href=\"https:\/\/m.koreaaero.com\/en\/business\/FA50.aspx\" rel=\"nofollow noopener\" target=\"_blank\">FA-50 aircraft<\/a> to Poland.\n<\/p>\n<p>Those sales bolstered South Korean arms manufacturers\u2019 reputation for the speedy build and delivery of major equipment, a reputation that Hanwha would like to leverage.\n<\/p>\n<p>Both Sides Grappling for an Advantage<\/p>\n<p>There is, however, some worry in South Korea about the NATO angle.\n<\/p>\n<p>One South Korean industry leader sought to tie in additional industrial addenda to the Hanwha pitch, <a href=\"https:\/\/www.kedglobal.com\/policy\/newsView\/ked202606240003\" rel=\"nofollow noopener\" target=\"_blank\">explaining<\/a> that while South Korea\u2019s submarine offering was, in his mind, superior, Ottawa may favor fellow NATO member Germany.\n<\/p>\n<p>In a sign of how hot the competition has become, Germany and Norway have both offered to give up one Type 212 submarine each to ensure that TKMS can build four submarines for the Royal Canadian Navy by 2035, when the Victoria-class is set to retire.\n<\/p>\n<p>\u201cWe are absolutely convinced that it is in our joint interest in NATO and between Europe and Canada to strengthen all the capabilities of our Canadian allies,\u201d <a href=\"https:\/\/www.bmvg.de\/en\/organisation\/minister-of-defence-boris-pistorius\" rel=\"nofollow noopener\" target=\"_blank\">German Minister of Defense Boris Pistorius<\/a> <a href=\"https:\/\/www.cbc.ca\/news\/politics\/subs-germany-norway-canada-nato-9.7214590\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>.\n<\/p>\n<p>\u201cIt is about reliability among partners and allies. It\u2019s about a shared perspective on the threats we all face together.\n<\/p>\n<p>And this is about focusing on the areas where the threat is most relevant and present.
