That feedback will be published in a report that will inform policy decisions, Hajdu\u2019s department said.\n<\/p>\n<p>The consultations come after several high-profile disputes between industry and\u00a0employee\u00a0groups in the airline and trucking sectors.\n<\/p>\n<p>Read:\u00a0<a href=\"https:\/\/www.benefitscanada.com\/pensions\/defined-benefit-pensions\/air-canada-unions-reach-agreement-to-wind-down-pension-trust\/\" rel=\"nofollow noopener\" target=\"_blank\">Air Canada, unions reach agreement to wind down pension trust<\/a>\n<\/p>\n<p>In February, Hajdu\u2019s department published the initial findings of a probe launched six months earlier into allegations made during collective bargaining between Air Canada and the union representing its flight attendants.\n<\/p>\n<p>More than 10,000 Air Canada flight attendants went on strike in August 2025, disrupting travel plans for thousands of passengers.\n<\/p>\n<p>Central to that labour dispute was a claim made by the Air Canada component of the Canadian Union of Public Employees that flight attendants were not being paid for some work, such as ground duties.\n<\/p>\n<p>Employers in federally regulated industries like the airline sector must compensate employees at or above the federal minimum wage.\n<\/p>\n<p>Read: <a href=\"https:\/\/www.benefitscanada.com\/human-resources\/hr-law\/what-are-the-considerations-for-employers-introducing-ai-in-a-unionized-workplace\/\" rel=\"nofollow noopener\" target=\"_blank\">What are the considerations for employers introducing AI in a unionized workplace?<\/a>\n<\/p>\n<p>Hajdu\u2019s department said it didn\u2019t find evidence in the first phase of its probe that compensation practices in the airline sector fall short of those standards.\n<\/p>\n<p>But its report did say that compensation practices for many part-time and entry-level flight attendants warranted \u201ccloser examination.\u201d\n<\/p>\n<p>Hajdu said she hopes the new consultations can help address long-standing irritants that tend to turn into roadblocks during negotiations.\n<\/p>\n<p>\u201cPeople forget that it\u2019s not just employers and unions. It\u2019s also the government of Canada that has to have robust tools to help settle grievances, to make sure that we have proactive inspections, that workers feel we\u2019re able to protect their rights to safe workplaces and fair practices.\u201d<\/p>\n<p>Read: <a href=\"https:\/\/www.benefitscanada.com\/news\/bencan\/employers-gaining-upper-hand-when-negotiating-pay-benefits-with-unions-expert\/\" rel=\"nofollow noopener\" target=\"_blank\">Employers gaining upper hand when negotiating pay, benefits with unions: expert<\/a>\n<\/p>\n<p>Consultations on wage theft are directed at the trucking sector, Hajdu said, pointing to disputes between truckers and their employers.\n<\/p>\n<p>A House of Commons committee began a probe of that sector last October after some transport companies classified drivers as independent contractors instead of employees.\n<\/p>\n<p>\u201cThe unfortunate truth about this scam is that bad actors are not only winning, they are also taking over the industry and the Canadian supply chain,\u201d Canadian Trucking Alliance president and CEO Stephen Laskowski said at an October committee meeting.\n<\/p>\n<p>Laskowski said these drivers are \u201cvirtually indistinguishable\u201d from traditional employees because they don\u2019t own or lease their vehicles and have little to no financial stake in the business.
