(CBC &#8211; image credit)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">When Prime Minister Mark Carney\u2019s temporary suspension of the federal fuel excise tax went into effect on Monday \u2014 aiming to lower gas prices by about 10 cents a litre across Canada \u2014 not everyone in Quebec was thrilled about it.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In fact, despite Quebecers paying among the highest fuel prices in North America, some experts told CBC they think the <a href=\"https:\/\/www.cbc.ca\/news\/politics\/carney-fuel-excise-tax-affordability-9.7162911\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:federal government\u2019s fuel tax reprieve;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;federal government\u2019s fuel tax reprieve&quot;}\" class=\"link \">federal government\u2019s fuel tax reprieve<\/a> is a terrible idea.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Others believe it was absolutely the right thing to do. And there are those who&#8217;d like to see Quebec Premier Christine Fr\u00e9chette follow suit.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Here\u2019s how the debate is breaking down.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u2018A very bad policy\u2019<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For Hadrian Mertins-Kirkwood, a senior researcher in Climate &amp; AI for the Canadian Centre for Policy Alternatives (CCPA), the politics of the move make sense in the short term; but not necessarily the policy.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He and other policy experts believe there are better solutions that could have been used to alleviate Canadians\u2019 affordability concerns, which have been exacerbated by the U.S. and Israel\u2019s war with Iran.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIf you\u2019re really concerned [about] gas prices,\u201d Mertins-Kirkwood said, \u201cyou could put a cap on gas prices and force the oil companies to eat the difference.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The oil industry is profiting $10 million every day because of the war in the Middle East, according to recent modelling by <a href=\"https:\/\/www.policyalternatives.ca\/news-research\/the-oil-industry-is-making-billions-from-the-iran-war-it-should-be-taxed\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:CCPA;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;CCPA&quot;}\" class=\"link \">CCPA<\/a>. That could mean profits as high as $90 billion for the industry this year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe could tax that,\u201d explained Mertins-Kirkwood through an \u201cexcess profits\u201d or \u201cwindfall\u201d tax. The government could then use that money to improve affordability for Canadians.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Though this would likely be considered more \u201cinterventionist\u201d than this government is willing to be, he acknowledged.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Normand Mousseau, the scientific director of the Institut de l&#8217;\u00e9nergie Trottier\u00a0(IET) at Polytechnique Montr\u00e9al, believes what the government has chosen to do amounts to \u201cpopulism and laziness.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI think it\u2019s a very bad policy,\u201d he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Energy policy specialist Pierre-Olivier Pineau agrees. He\u2019s a professor at HEC-Montr\u00e9al and the Research Chair in Energy Sector Management.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe basically will give money to people who don\u2019t really need that money,\u201d said Pineau of the estimated $2.4 billion that it will cost the federal government to suspend the gas excise tax for five months.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He points out that more people than ever are buying SUVs; and if people can afford those vehicles, they can also likely afford the gas for them.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;We need to be sure we help the right people,&#8221; Pineau said, adding a better use of the government\u2019s money would be to subsidize people with lower revenues to buy electric cars.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">With <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/quebec-road-infrastructure-9.7128306\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:much of the province&#039;s road system needing fixing;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;much of the province&#039;&quot;}\" class=\"link \">much of the province&#8217;s road system needing fixing<\/a>, Pineau said if anything, Quebecers should consider paying even higher gas taxes to better fund road maintenance, in addition to helping fund better sustainable transportation systems.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u2018Good short-term solution\u2019<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">There are, however, consequences to higher fuel prices.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Transportation accounts for between 10 to 20 per cent of the cost of food we consume, according to agricultural economist Pascal Th\u00e9riault. He\u2019s the director of McGill&#8217;s Farm Management and Technology Program.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cAn increase in fuel price will keep driving cost of food higher,\u201d he explained. \u201cSo the more it costs to transport the food, the more consumers will pay for food.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If fuel prices continue to rise, Th\u00e9riault said grocery stores may actually stop carrying certain foods with lower profit margins because it will become too costly, and not profitable enough, for them to be brought in.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Carney&#8217;s fuel tax suspension is therefore a &#8220;good short-term solution&#8221; in Th\u00e9riault&#8217;s perspective \u2014 as long as oil companies don\u2019t absorb the cost.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As Pineau explains, just because gas stations now have less tax to pay the government doesn&#8217;t mean they&#8217;ll reduce the price of gas by exactly 10 cents for consumers.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;They still have the right to price the gasoline at whatever level they want.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Should Quebec follow suit?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The cost of gas in Quebec is among the highest in Canada, in part because there is a higher provincial fuel tax \u2014 about 19.2 cents per litre \u2014 which is about 10 cents more than the provincial fuel tax in Ontario. In Montreal, drivers also pay an extra three cents per litre to help fund public transit.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">During her leadership campaign, Quebec&#8217;s new premier Christine Fr\u00e9chette said she would consider returning the additional tax revenues it collects from higher gas prices by reducing the cost of vehicle registrations in Quebec.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">After meeting with the province&#8217;s finance minister, Eric Girard, Fr\u00e9chette said they&#8217;re looking at what can be done in the short term, and that nothing is off the table.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The money needs to stay in people&#8217;s pockets,&#8221; she said last Wednesday. &#8220;Not end up in the gas stations&#8217; pockets.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Another contributing factor to Quebec&#8217;s higher gas prices is the province&#8217;s <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/quebec-carbon-tax-gas-prices-1.7499018\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:cap-and-trade emissions pricing system;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;cap-and-trade emissions pricing system&quot;}\" class=\"link \">cap-and-trade emissions pricing system<\/a>, which adds roughly eight cents a litre to the cost of fuel in Quebec.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">So when Carney scrapped the carbon tax for Canadians as one of his first orders of business as prime minister last April, Quebec was the only province that didn\u2019t see a price difference at the pump.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Canadian Taxpayers Federation considers the cap-and-trade program to be a &#8220;carbon tax&#8221; and is calling on Fr\u00e9chette to eliminate it, and cut the provincial gas tax.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u00c9ric Duhaime, the leader of the Conservative Party of Quebec, would also like to see Quebec withdraw from the carbon market, which the party considers a tax.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">According to a L\u00e9ger poll conducted for Qu\u00e9becor media properties last May, 56 per cent of Quebecers who were surveyed said they&#8217;d like to see the province end its cap-and-trade carbon-pricing system.<\/p>\n","protected":false},"excerpt":{"rendered":"Gas prices in Quebec are among the highest in the country.
