But he revised his position July 16, saying, \u201cThose net revenues are after operational costs \u2014 so it\u2019s manning the toll booths, it\u2019s maintenance, it\u2019s snow removal, a series of other operational costs.\u201d<\/p>\n<p>The prime minister\u2019s side deal with the Trump administration on the bridge has been a source of controversy in Canada because the country\u2019s taxpayers paid the entire C$6.4 billion ($4.6 billion) construction cost.\n      \t\t<\/p>\n<p>The original agreement allowed Canada to collect all the operating profit from the bridge until its costs were repaid. Now that will be split for the first 15 years after <a href=\"https:\/\/www.ttnews.com\/articles\/us-canada-bridge-open-delay\" target=\"_blank\" rel=\"nofollow noopener\">U.S. Commerce Secretary Howard Lutnick intervened<\/a> to stop the bridge from opening in June.\u00a0<\/p>\n<p>Carney said July 16 that the bridge\u2019s profit will be small for a while. \u201cIn fact, we expect them to be negative as traffic ramps up. So negative to modest in the first few years,\u201d he said.<\/p>\n<p>\u201cAll of the portions that go to the U.S. government will be reinvested in economic development, regional economic development in the area \u2014 the U.S. side of the area, obviously \u2014 which is pro-cyclical. It reinforces more traffic, more traffic, higher revenues, more investment.\u201d<\/p>\n<p>The new deal will direct 50% of the operating profit to a U.S.-run regional development fund for 15 years. After that, Carney said Canada will again receive the profit until the bridge is paid off. Once that happens, the cash will be split with the state of Michigan. \u00a0<\/p>\n<p>\u201cThe underlying agreement that we have with Michigan remains the same.
