He's standing behind a lectern bearing the U.S. presidential seal.\" decoding=\"async\" loading=\"lazy\"  \/>\t<\/a><\/p>\n<p>\n\tBy<br \/>\n\tLaura Osman and David Reevely\n\t<\/p>\n<p>However, Canada\u2019s new tariffs on certain American-made vehicles and parts (some of which Canada subsequently <a href=\"https:\/\/gazette.gc.ca\/rp-pr\/p2\/2025\/2025-05-07\/html\/si-tr60-eng.html\" rel=\"nofollow noopener\" target=\"_blank\">ordered<\/a> refunded, for manufacturers that kept operations in Canada), and provinces\u2019 bans on selling American booze, were <a href=\"https:\/\/thelogic.co\/briefing\/canada-reveals-list-of-auto-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">direct<\/a> <a href=\"https:\/\/www.lcbo.com\/content\/lcbo\/en\/corporate-pages\/about-LCBO\/media-centre\/press-releases\/2025\/03-04.html\" rel=\"nofollow noopener\" target=\"_blank\">responses<\/a> to the Trump administration\u2019s tariffs on Canadian exports.<\/p>\n<p>The renewed hostility comes as Canada, the United States and Mexico are in the preliminary stages of negotiating an update to the Canada-United States-Mexico Agreement on trade (CUSMA). Canada <a href=\"https:\/\/thelogic.co\/briefing\/renew-cusma-for-another-16-years-leblanc-asks-the-u-s-and-mexico\/\" rel=\"nofollow noopener\" target=\"_blank\">wants<\/a> a full renewal, which Trump has <a href=\"https:\/\/thelogic.co\/news\/what-to-expect-cusma-talks\/\" rel=\"nofollow noopener\" target=\"_blank\">rejected<\/a>.<\/p>\n<p>The irritants<\/p>\n<p>In each case, Trump argued that Canada is unfairly targeting American products and U.S. industries and workers are suffering.<\/p>\n<p>In the auto sector, for instance, Trump alleged that Canada\u2019s tariffs on U.S. exports of cars that aren\u2019t covered by CUSMA drove Canadian imports down from US$25.9 billion between April 2024 and March 2025 to US$20.3 billion in the following year.<\/p>\n<p>\u201cIn total, Canadian imports of motor vehicles from countries other than the United States increased by approximately US$2.85 billion over the same period, with Mexico accounting for almost US$2 billion of the increase,\u201d Trump\u2019s proclamation said.<\/p>\n<p>\u201cCanada, unlike other partners and allies, continues to retaliate against the United States for its efforts to rebalance trade and protect U.S. industry in national-security sensitive sectors,\u201d U.S. Trade Representative Jamieson Greer said in a statement Monday. He said the new tariffs would cover about US$20 billion worth of Canadian goods.<\/p>\n<p>The new tariffs are to take effect in 30 days.\u00a0<\/p>\n<p>What\u2019s hit<\/p>\n<p>Unlike many of Trump\u2019s previous tariffs, this round will affect even goods that are protected under CUSMA. <\/p>\n<p>The <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/07\/ANNEX-I-2.pdf\" rel=\"nofollow noopener\" target=\"_blank\">alcohol tariffs<\/a> are mostly straightforward. They would apply to beer, wine and hard liquor, plus a handful of wood products and paper. But also: \u201cice-hockey and field-hockey articles and equipment\u2026 and parts and accessories thereof.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/07\/ANNEX-I-1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">dairy tariffs<\/a>, similarly, would cover Canadian milk and cream products and derivatives, whey protein and some sugar products, including molasses.<\/p>\n<p>The <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/07\/ANNEX-I-3.pdf\" rel=\"nofollow noopener\" target=\"_blank\">motor vehicle-related<\/a> tariffs are the most diverse, and\u2014other than motorcycles and boats\u2014the least connected to the source of Trump\u2019s stated frustration. This list of goods covers nearly 18 pages and includes plywood, a variety of papers, a range of agricultural products like seeds and bulbs, clothing, decorative glassware, hand tools, Christmas ornaments and antiques.<\/p>\n<p>What\u2019s not hit<\/p>\n<p>The White House noted the new tariffs won\u2019t apply to energy exports, potash or critical minerals. They also exempt Canadian exports already subject to the Section 232 tariffs Trump imposed last year on autos, steel, aluminum, copper and lumber.\u00a0<\/p>\n<p>And more<\/p>\n<p>The three proclamations unambiguously targeting Canada were only some of the U.S. president\u2019s trade belligerence Monday. He also issued an executive order <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/07\/securing-americas-defense-supply-chains-and-ensuring-domestic-acquisition-of-critical-materials\/\" rel=\"nofollow noopener\" target=\"_blank\">tightening<\/a> restrictions on imports of components and raw materials used in military production, and <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/07\/further-strengthening-actions-taken-to-adjust-imports-of-aluminum-into-the-united-states\/\" rel=\"nofollow noopener\" target=\"_blank\">offered<\/a> to cut tariffs on imported aluminum in half for suppliers that pledge to increase production within the United States.<\/p>\n<p>The U.S. has historically been a major buyer of Canadian aluminum. Before Trump, it <a href=\"https:\/\/natural-resources.canada.ca\/minerals-mining\/mining-data-statistics-analysis\/minerals-metals-facts\/aluminum-facts#:~:text=The%20United%20States%20was%20Canada%E2%80%99s%20largest%20export%20destination%20for%20aluminum%20products%20in%202024%2C%20accounting%20for%2091%25%20of%20the%20total%20value%20of%20aluminum%20exports%2C%20followed%20by%20Mexico%20(2%25)%20and%20the%20Netherlands%20(1%25).\" rel=\"nofollow noopener\" target=\"_blank\">accounted<\/a> for 91 per cent of Canadian aluminum exports, according to federal figures.<\/p>\n<p>Canada\u2019s response<\/p>\n<p>Prime Minister Mark Carney disputed the U.S. administration\u2019s charges of Canada\u2019s discrimination against American businesses. In a statement on Monday, he noted that Canada has merely matched the unilateral trade measures the U.S. imposed since Trump\u2019s reelection, and added that Canada has proposed several solutions in a bid to modernize CUSMA.<\/p>\n<p>\u201cThis trade dispute has raised costs for families, particularly in the United States,\u201d Carney said. \u201cCanada stands ready to engage intensively to address outstanding issues with the United States to the mutual benefit of our citizens.\u201d<\/p>\n<p>The prime minister\u2019s statement did not suggest he plans to retaliate further, but said Canada \u201cwill take any measures necessary to build strength at home and to support Canadian workers, farmers, businesses and families.\u201d<\/p>\n<p>Ontario Premier Doug Ford urged the federal government to match Trump\u2019s latest round of tariffs dollar for dollar if they go ahead. \u201cI\u2019ll never stop fighting to protect Ontario,\u201d he said in a statement on social media.<\/p>\n<p>Dennis Darby, CEO of the Canadian Manufacturers and Exporters industry association, <a href=\"https:\/\/cme-mec.ca\/blog\/statement-from-dennis-darby-president-and-ceo-of-canadian-manufacturers-exporters-in-response-to-new-section-338-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">called<\/a> Trump\u2019s announcements \u201can alarming escalation that will inflict serious damage on manufacturers, workers and consumers on both sides of the border.\u201d<\/p>\n<p>He implored the Canadian government to \u201cengage immediately with the U.S. administration to have these tariffs withdrawn before they take effect.\u201d\u00a0<\/p>\n<p>The vast array of wood and paper products targeted in the proclamations had the Forest Products Association of Canada scrambling Monday evening, going through the lists line by line to assess the effects.<\/p>\n<p>\u201cWe are concerned by the new U.S. tariffs proposed today. We are reviewing in detail to understand the potential impact for our sector before commenting,\u201d spokesperson Rebecca Rogers said.<\/p>\n<p>Trump said Sunday that he had <a href=\"https:\/\/nypost.com\/2026\/07\/20\/us-news\/president-trump-puts-canadas-prime-minister-mark-carney-on-notice-over-wildfire-smoke-pay-us-some-damages\/\" rel=\"nofollow noopener\" target=\"_blank\">threatened<\/a> Carney with tariffs over wildfire smoke when they spoke at the FIFA Men\u2019s World Cup Final match in New Jersey, repeating a demand for damages he\u2019d previously <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116936952365066409\" rel=\"nofollow noopener\" target=\"_blank\">made<\/a> on his Truth Social website. The proclamations don\u2019t mention that complaint.<\/p>\n<p>Carney is expected to meet with provincial and territorial premiers later this week in Charlottetown to discuss Canada-U.S. relations, among other priorities.<\/p>\n<p>The law Trump is using<\/p>\n<p>The new tariffs mark the first time the White House has used Section 338 of the Tariff Act of 1930 to target imports to the U.S.\u00a0<\/p>\n<p>The Depression-era law lets the president impose tariffs of up to 50 per cent where he finds that other countries have put U.S. commerce at a disadvantage. The provision doesn\u2019t require any federal agency to investigate claims about potential discrimination beforehand.
