The White House said the duties will take effect in 30 days and apply to a broad range of products that previously entered the United States duty-free under the United States-Mexico-Canada<\/a> Agreement (USMCA).<\/p>\n

The new tariffs come as the Trump administration weighs additional trade measures tied to Canada’s wildfire season.<\/a> A senior administration official said Monday that Trump has directed aides to explore whether further tariffs could be justified over the impact of Canadian wildfire smoke on air quality in parts of the United States.<\/p>\n

The administration insists the latest tariffs should not come as a “surprise.” A White House official told Newsweek Monday via email that U.S. trade officials had spent the past year attempting to address the administration’s concerns with their Canadian counterparts “to no avail,” adding that the decision to impose new duties followed months of discussions and warnings.<\/p>\n

Tensions between Washington and Ottawa have intensified in recent months as the two countries negotiate a new trade framework after the U.S. declined to renew the USMCA.<\/a> Trump has accused Canada of unfairly targeting American automobiles<\/a>, alcohol<\/a> and dairy<\/a> products, while Canadian Prime Minister Mark Carney has openly challenged the president and looked to expand his country’s trade relations. <\/p>\n

Canada’s Mark Carney Says Country ‘Ready to Intensify’ Trade Talks<\/p>\n

In an emailed statement to Newsweek on Monday, Carney’s office said the planned tariffs are the latest in a series of unilateral U.S. trade actions that Canada argues began with U.S. tariffs imposed in “direct violation” of the agreement.<\/p>\n

“Recognising that the U.S. has been transforming all of its trade relationships, including those covered under CUSMA, over the past 18 months, Canada has made a series of detailed and comprehensive proposals to resolve this dispute and to modernise CUSMA. We stand ready to intensify those discussions in the coming weeks.<\/p>\n

“Canada believes in the benefits of free and fair trade, as evidenced by our new government signing more than 20 new economic and security partnerships. This trade dispute has raised costs for families, particularly in the U.S. Canada stands ready to engage intensively to address outstanding issues with the U.S. to the mutual benefit of our citizens.<\/p>\n

“In all circumstances, Canada will work relentlessly and take any measures necessary to build our strength at home and to support Canadian workers, farmers, businesses, and families,\u201d Carney’s statement said in part. <\/p>\n

In proclamations accompanying the new duties, Trump cited Canadian policies affecting American products, as well as retaliatory measures Ottawa imposed after earlier U.S. tariffs.<\/p>\n

The president has repeatedly argued that import taxes can encourage companies to move production to the United States, reduce reliance on foreign suppliers and force trading partners to make concessions.<\/p>\n

Monday’s move marks another aggressive Trump trade action since returning to office<\/a> and could have consequences for consumers, manufacturers and retailers on both sides of the border. <\/p>\n

“Canada gets a lot of freebies from us. They should be grateful, but they are not,” Trump said in January in Davos, Switzerland.<\/p>\n

While the White House has not yet released a comprehensive product list, officials said the tariffs will cover a wide assortment of Canadian imports, raising the prospect of higher costs across several sectors of the economy. <\/p>\n

The administration said the measures are being imposed under Section 338 of the Trade Act of 1930 and will largely apply to goods that previously entered the U.S. market duty-free under USMCA. The announcement also comes despite Trump’s appearance alongside Carney at Sunday’s World Cup final. The administration said the event was not intended as a working session on trade and that tariffs were not discussed during the leaders’ time together.<\/p>\n

The announcement comes at a particularly sensitive moment for U.S.-Canada relations.<\/a> The USMCA trade pact was not renewed by the United States, setting off a new round of negotiations that could continue for years. <\/p>\n

The United States and Canada traded nearly $880 billion in goods and services in 2025, making Canada America’s second-largest trading partner behind Mexico.<\/p>\n

Economists have warned that because the U.S. and Canadian economies are closely intertwined, the impact could be felt well beyond the specific products targeted by the tariffs, potentially increasing costs for businesses and consumers while adding new pressure to inflation.<\/p>\n

Trade experts have described Section 338 as one of the more obscure tools in the federal trade arsenal. The provision originated in the Smoot-Hawley era of U.S. trade policy <\/a>during the Great Depression and grants the president broad discretion to respond to foreign trade discrimination. Its limited history of modern use means it has received far less legal and political scrutiny than other tariff authorities<\/a> that have been employed by Trump and recent administrations.<\/p>\n

Scott Lincicome, vice president of general economics at the libertarian Cato Institute, said Trump’s invocation of Section 338 is the “nuclear option for Trump tariffs.”<\/p>\n

“We crossed the Rubicon,” Lincicome added. <\/p>\n

In an emailed statement to Newsweek regarding the new tariffs, Chris Swonger, president and CEO of the Distilled Spirits Council of the United States, said: “For nearly a year and a half, American spirits have been pulled from store shelves across much of Canada as collateral damage in a broader trade dispute unrelated to our sector, and we appreciate the Administration’s recognition of the significant damage these restrictions have caused U.S. distillers. We had hoped, however, that this issue could be resolved without further escalation. Imposing a 50% tariff on imported spirits from Canada deepens trade tensions and raises the risk of further retaliation at a time when many U.S. hospitality businesses continue to face financial hardships. We encourage policymakers on both sides of the border to pursue a negotiated solution that restores market access for U.S. spirits and avoids further harm to the U.S. hospitality sector.\u201d<\/p>\n

Latest Update on the Canadian Wildfires Impacting US Air Quality<\/p>\n

The issue has become an increasing source of friction between Washington and Ottawa. <\/p>\n

In recent weeks, smoke from hundreds of active wildfires across Canada has drifted into the Great Lakes, Northeast and Mid-Atlantic regions, prompting air-quality alerts in multiple states and affecting major cities including New York, Boston, Philadelphia and Washington, D.C. As of mid-July, Canada was battling more than 850 active wildfires, with hundreds classified as out of control or being monitored rather than actively suppressed. Smoke from the blazes has repeatedly triggered health warnings for millions of Americans.<\/p>\n

New York Democratic Governor Kathy Hochul took to X on Monday after the announcement to say, “Only Donald Trump could see wildfire smoke and decide the answer is more tariffs.”<\/p>\n

Trump raised the issue publicly on Sunday, saying he had pressed Carney to do more to contain the fires. “I told him, I mean you got to stop these fires from coming in and poisoning our air. Our air’s been poisoned,” Trump told reporters.<\/p>\n

While describing his relationship with Carney as positive, Trump suggested Canada could face economic consequences if the problem persists. “I have a good relationship with Mark Carney, but we’ve got to stop the fires up there,” he said, before adding: “Maybe they should pay us some damages or something, or we should do some tariffs.”<\/p>\n
