{"id":13829,"date":"2026-04-21T22:27:15","date_gmt":"2026-04-21T22:27:15","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/13829\/"},"modified":"2026-04-21T22:27:15","modified_gmt":"2026-04-21T22:27:15","slug":"usmca-talks-with-mexico-heat-up-while-canada-relations-cool","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/13829\/","title":{"rendered":"USMCA Talks With Mexico Heat Up While Canada Relations Cool"},"content":{"rendered":"<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tWith about six weeks until the joint review of the <a href=\"https:\/\/wwd.com\/sourcing-journal\/trade\/ncto-mexico-canaintex-canadian-textile-industry-tariffs-usmca-1238919190\/\" rel=\"nofollow noopener\" target=\"_blank\">United States-Mexico-Canada Agreement<\/a>, trade officials and heads of state responsible for the future of the trilateral trade truce are hoping to hash out terms to ensure its survival.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tOn Monday, U.S. Trade Representative (USTR) Ambassador Jamieson Greer met with Mexican President Claudia Sheinbaum in <a href=\"https:\/\/wwd.com\/tag\/mexico\/\" id=\"auto-tag_mexico\" data-tag=\"mexico\" rel=\"nofollow noopener\" target=\"_blank\">Mexico<\/a> City to discuss the state of trade and economic relations between the North American neighbors, with Greer praising Sheinbaum for her work toward expanding bilateral cooperation.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tMexican Secretary of Economy Marcelo Ebrard, also in attendance, along with Greer, directed their respective teams to continue technical discussions this week surrounding economic security and complementary trade actions, including strengthening <a href=\"https:\/\/wwd.com\/sourcing-journal\/trade\/usmca-rethink-trade-agreements-congress-renegotiation-tariffs-1238892889\/\" rel=\"nofollow noopener\" target=\"_blank\">rules of origin<\/a> for key industrial goods and collaborating on the trade of critical minerals.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tGreer and Ebrard committed to meeting again on May 25 for their first official bilateral negotiating round ahead of the July 1 review. According to a report from Reuters, Greer told representatives of <a href=\"https:\/\/wwd.com\/sourcing-journal\/logistics\/mexico-truckers-highway-blockade-indefinite-trucking-protests-freight-cargo-theft-overhaul-farmers-21-states-1238892838\/\" id=\"related_article_link_mexico\" data-tag=\"mexico\" rel=\"nofollow noopener\" target=\"_blank\">Mexico<\/a>\u2019s steel and auto industries that any renegotiation of the trade pact would likely not include a drawdown in tariffs on their industries.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tStill, it\u2019s safe to say that Mexico is in pole position when it comes to negotiations with the U.S. <\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tThe country\u2019s government has, in recent months, taken concrete steps toward revamping its trade laws with an eye toward U.S. cooperation. For example, Sheinbaum in December announced the approval of <a href=\"https:\/\/wwd.com\/sourcing-journal\/trade\/mexico-china-tariffs-apparel-textiles-footwear-sheinbaum-trump-usmca-1238860428\/\" data-type=\"link\" data-id=\"https:\/\/wwd.com\/sourcing-journal\/trade\/mexico-china-tariffs-apparel-textiles-footwear-sheinbaum-trump-usmca-1238860428\/\" rel=\"nofollow noopener\" target=\"_blank\">tariffs worth up to 50 percent<\/a> on hundreds of China-originating goods, including steel, autos, textiles, apparel and footwear. The Mexican government also implemented changes to its Customs Law, or <a href=\"https:\/\/wwd.com\/sourcing-journal\/trade\/mexico-customs-reform-usmca-trade-agreement-negotiations-1238860084\/#:~:text=Mexico&#039;s%20Senate%20in%20mid%2DOctober,economy%20and%20its%20supply%20chain.\" rel=\"nofollow noopener\" target=\"_blank\">Ley Aduanera<\/a>, on Jan. 1, which will augment customs enforcement while authorizing harsh penalties for violators.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tBy contrast, trade relations between the U.S. and <a href=\"https:\/\/wwd.com\/tag\/canada-2\/\" id=\"auto-tag_canada-2\" data-tag=\"canada-2\" rel=\"nofollow noopener\" target=\"_blank\">Canada<\/a> remain tenuous and conversations have been icy. With much on the line and, Prime Minister Mark Carney this week announced the formation of a <a href=\"https:\/\/wwd.com\/sourcing-journal\/sustainability\/canadian-fur-auction-prices-spike-pressure-persists-1238896376\/\" id=\"related_article_link_canada-2\" data-tag=\"canada-2\" rel=\"nofollow noopener\" target=\"_blank\">Canada<\/a>-U.S. advisory committee that will provide guidance in negotiations as the review process ramps up.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tChaired by federal minister for Canada-U.S. trade relations Dominic LeBlanc, the committee is made up of two dozen former lawmakers and business leaders well-versed in issues of trade, investment and labor, including Conservative Party leader Erin O\u2019Toole, former Liberal cabinet minister Ralph Goodale, former Quebec premier Jean Charest, CN Rail CEO Tracy Robinson, TC Energy CEO Fran\u00e7ois Poirier, Automotive Parts Manufacturers\u2019 Association president Flavio Volpe, Unifor union president Lana Payne and Canadian Chamber of Commerce CEO Candace Laing.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\t\u201cCanada\u2019s new government is forging a new economic and security relationship with the United States,\u201d Carney\u2019s office said in a statement. \u201cAs Canada approaches the Joint Review of the Canada-United States-Mexico Agreement (CUSMA), our aim is to preserve that unique Canadian advantage and to build on it.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tThe prime minister, who has traded barbs with President Donald Trump over the past year, has not minced words when speaking publicly about the state of the relationship between the U.S. and Canada.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\t\u201cHere\u2019s the current situation. The world\u2026 is more dangerous and divided. The U.S. has fundamentally changed its approach to trade, raising its tariffs to levels last seen during the Great Depression,\u201d he said in a televised address to Canadians on Sunday. \u201cMany of our former strengths, based on our close ties to America, have become our weaknesses, weaknesses that we must correct.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tCarney went on to say that some of Canada\u2019s most robust industries\u2014steel, autos and lumber\u2014are under threat due to the tariffs imposed by the U.S. \u201cBusinesses are holding back investments restrained by the pall of uncertainty that\u2019s hanging over all of us. The U.S. has changed, and we must respond,\u201d he added.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tThe prime minister has expressed a desire to see <a href=\"https:\/\/wwd.com\/tag\/usmca\/\" id=\"auto-tag_usmca\" data-tag=\"usmca\" rel=\"nofollow noopener\" target=\"_blank\">USMCA<\/a> continue forward as a trilateral agreement despite Trump\u2019s claims that the deal has become \u201c<a href=\"https:\/\/wwd.com\/sourcing-journal\/trade\/trump-usmca-irrelevant-trade-deal-renegotiation-mexico-canada-1238861469\/\" rel=\"nofollow noopener\" target=\"_blank\">irrelevant<\/a>\u201d and insistence that Canada \u201cneeds\u201d the pact more than the U.S. does. But in the face of such cool treatment from its biggest consumer market and trading partner, Carney has been touting the virtues of building and buying domestic\u2014and forging stronger relationships with other partners.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\t\u201c\u2018Canada Strong\u2019 is our plan to build Canada by Canadians, for Canadians.
