{"id":138982,"date":"2026-07-22T01:42:45","date_gmt":"2026-07-22T01:42:45","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/138982\/"},"modified":"2026-07-22T01:42:45","modified_gmt":"2026-07-22T01:42:45","slug":"toronto-mayor-local-councillors-look-to-ban-surveillance-pricing-in-city-2","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/138982\/","title":{"rendered":"Toronto mayor, local councillors look to ban surveillance pricing in city"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">Toronto&#8217;s mayor is introducing a motion to ban surveillance pricing for groceries and other essentials, a practice where businesses adjust what they charge customers based on their personal data.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;No one should have a different price based on who you are,&#8221; Chow said at a news conference before Tuesday&#8217;s executive committee meeting at city hall. &#8220;That&#8217;s just not fair.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Chow moved to direct city staff to look for all possible ways Toronto can &#8220;ban and regulate surveillance pricing that increases prices on groceries, including those sold online and delivered within the city,&#8221; and report back next year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;We will fight the rising costs of groceries and protect Torontonians from being gouged by corporate giants looking to maximize their profit on the backs of regular people,&#8221; she said, adding that many Torontonians are already struggling to afford the cost of living.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Coun. Alejandra Bravo, who seconded Chow&#8217;s motion, said using consumer data to maximize the profit companies can extract from each individual customer is &#8220;predatory pricing.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Practice doesn&#8217;t &#8216;exist in grocery&#8217;: Loblaw spokesperson<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">CBC Toronto reached out to some major grocers to ask for their stance on surveillance pricing.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Surveillance pricing has created concerns, but it does not exist in grocery,&#8221; Loblaw Companies spokesperson Youmna Rab told CBC Toronto in an email Tuesday.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;If a grocery retailer appears to profit from timing, weather, demand spikes, or customer urgency, trust would erode immediately,&#8221; Rab said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The statement went on to say customers&#8217; trust is worth &#8220;far more&#8221; than any temporary pricing gain.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;At Loblaw, we can tell you, we will never use this type of pricing \u2014 on shelf labels or on our e-commerce websites or otherwise,&#8221; Rab added.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Premier against ban, says free market keeps costs low<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Other levels of government have recently considered the issue, including Manitoba, which is currently looking at <a data-ylk=\"slk:making &quot;personalized algorithmic pricing&quot;;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/manitoba\/bill-49-predatory-pricing-9.7131963\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">making &#8220;personalized algorithmic pricing&#8221;<\/a> an unfair business practice.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Conversely, Ontario Premier Doug Ford said earlier this year that he was against banning algorithmic personalized pricing, saying he believes in a free-market, capitalist society, and competition is the best way to keep prices low.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">An Ontario NDP motion to ban surveillance pricing was voted down in April, shortly after Ford&#8217;s comments.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The federal NDP introduced a similarly unsuccessful motion this spring to ban the practice online and in retail stores.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Weeks later, the initial draft of the federal AI strategy, though light on details, said Canada will strengthen privacy laws to ensure &#8220;personal information is not used inappropriately, including for surveillance pricing.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"Toronto&#8217;s mayor is introducing a motion to ban surveillance pricing for groceries and other essentials, a practice where&hellip;\n","protected":false},"author":2,"featured_media":138983,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[7],"tags":[4548,9700,43976,46018,14528,35521,48],"class_list":["post-138982","post","type-post","status-publish","format-standard","has-post-thumbnail","category-toronto","tag-ban","tag-cbc-toronto","tag-ontario-premier-doug-ford","tag-predatory-pricing","tag-surveillance","tag-surveillance-pricing","tag-toronto"],"_links":{"self":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/138982","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/comments?post=138982"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/138982\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media\/138983"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media?parent=138982"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/categories?post=138982"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/tags?post=138982"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
