The Trump administration\u00a0on July 20 announced 50% tariffs on many Canadian imports,<\/a> though exemptions mean the hit to most Americans’ budgets is likely to be limited, unless they buy targeted goods affected by the new duties, economists say.<\/p>\n

President Donald Trump said he is using Section 338 of the Tariff Act of 1930 to impose the tariffs in response to what the administration\u00a0calls discriminatory\u00a0Canadian\u00a0trade practices against the United States, particularly its auto industry. The tariffs are scheduled to take\u00a0effect on Aug. 19, but Canadian Prime Minister Mark Carney\u00a0has signaled<\/a>\u00a0he is open to negotiations,\u00a0so the final rate and scope could still change.\u00a0<\/p>\n

The tariffs will primarily impact goods flowing into the United States from Canada’s auto, alcohol and dairy industries. Oil, natural gas,\u00a0critical\u00a0minerals and other Canadian products are exempt.<\/p>\n

Although Canada is the United States’ second-largest trading partner, those exemptions limit this round of tariffs’ impact to about 5% of the $382 billion in Canadian imports to the United States recorded in 2025, according to Brian Therien, a senior analyst at Edward Jones.<\/p>\n

Tariffs have become a defining feature of Trump’s economic agenda in his second term, even as they have faced several legal challenges. Although\u00a0the Supreme Court ruled against<\/a> many of the sweeping tariffs Trump announced April 2, 2025, and forced some refunds<\/a>,\u00a0the administration\u00a0continues\u00a0to look\u00a0for\u00a0ways to implement\u00a0similar import taxes.<\/p>\n

Will new tariffs raise US consumer prices?<\/p>\n

Alongside Trump’s proclamation, the White House released an\u00a018-page list<\/a>\u00a0of hundreds of Canadian imports that will be affected by the new 50% tariff.\u00a0The list ranges from honey and flowers to\u00a0plywood and clothes.\u00a0<\/p>\n

Tariffs are a tax on imported goods into the United States. U.S-based importers\u00a0pay the price,\u00a0often\u00a0before\u00a0selling the goods to retailers who then sell to consumers. Along the way, a tariff price increase can either be absorbed or passed on.\u00a0\u00a0<\/p>\n

Shikha\u00a0Jain, a Simon-Kucher partner and lead of the consumer sector for North America,\u00a0said if\u00a0this new round of tariffs on Canadian imports\u00a0takes\u00a0effect Aug. 19, she expects\u00a0most\u00a0retailers will pass\u00a0cost increases\u00a0onto\u00a0consumers over the next three to four months.\u00a0<\/p>\n

“However, the flip side to this is that we know when there\u00a0are\u00a0very severe price hikes, or at least a 20% increase in discretionary pricing, about\u00a020% of consumers stop purchasing all together,” Jain said, adding\u00a0businesses will carefully weigh price increases because\u00a0if\u00a0they\u00a0get\u00a0“too high, they might not be able to move product.”\u00a0<\/p>\n

Additionally, many U.S. homebuilding materials have\u00a0historically\u00a0come from Canada, so a 50% tariff\u00a0could\u00a0raise the cost of\u00a0some key inputs\u00a0and make an already-tough process of building new homes in the United States a more expensive task, according to\u00a0James\u00a0Knightley, chief international economist at Dutch bank ING.\u00a0<\/p>\n

“It’s more pressure on the home builders themselves,” Knightley said. “Just squeezing their\u00a0margins,\u00a0a little bit more.”\u00a0<\/p>\n

For consumers hoping to avoid tariff cost increases, his advice is simple: “Buy American.”<\/p>\n

Have tariffs increased inflation?<\/p>\n

When Trump in April 2025<\/a> announced tariffs on imports from a host of nations worldwide, economists were concerned\u00a0that they would meaningfully raise prices for U.S. consumers.<\/p>\n

“That was when, of course, we were talking about tariffs of 30% to 50%,”\u00a0Knightley said, adding the U.S. effective tariff rate was about 2.5% before Trump retook office in 2025.\u00a0“But as we saw, the administration swiftly changed those tariffs rates, and we settled at an average tariff rate of about 16% or 17%, yet the actual realized rates undershot expectations.”<\/p>\n

About a year later, Federal Reserve Bank of\u00a0Dallas researchers\u00a0have an answer. They estimated<\/a>\u00a0that\u00a0year-over-year\u00a0core Personal Consumption Expenditures\u00a0\u2013 a measure of inflation \u2013 would have been 2.3% in March this year, had it not been for tariffs. Instead, it was 3.2%.<\/p>\n

“We’re seeing about 25% of the inflation coming from tariffs,” Jain said, adding\u00a0typical\u00a0year-over-year inflation and price increases tied to the Iran war<\/a> make up much of the rest, but that, “A lot of other businesses use\u00a0tariffs\u00a0as the reason or as the excuse to take prices up, and it’s easy for consumers to have something to blame.”\u00a0<\/p>\n

So, are tariffs inflationary?<\/p>\n

“The short answer is yes.\u00a0Tariffs cause inflation. They are inflationary by nature,”\u00a0said Per Hong,\u00a0partner\u00a0and\u00a0global lead\u00a0of Kearney Foresight, an internal think tank within management consulting firm Kearney.<\/p>\n

He added that\u00a0supply chains are also “adaptive in managing and mitigating the impacts of that.”<\/p>\n

Where are tariffs and prices headed?<\/p>\n

The 30-day window before the new round of tariffs on Canadian imports take effect has begun. For now, Canada “stands ready to engage intensively” with U.S. negotiators to come to an agreement “to the mutual benefit of our citizens,” Carney said in a July\u00a020 statement.<\/a><\/p>\n

Knightley said because tariffs are typically challenged in court once they take effect, a lawsuit is unlikely to stop the Trump administration from implementing them.\u00a0<\/p>\n

“It’s more about whether enough concessions are achieved to\u00a0get it\u00a0moderated,” he said. “For me, I think it unlikely that we will see a meaningful reduction.”<\/p>\n

The Trump administration is also working to implement tariffs several other ways under different authorities. Drew DeLong, head of corporate statecraft in Kearney Foresight,\u00a0said he would be surprised if the\u00a0U.S. effective tariff rate is not higher at the end of 2026 than it was at the end of 2025.<\/p>\n

Whether\u00a0because of tariffs, limited oil supply tied to the Iran war<\/a>, or something else,\u00a0Jain said average American consumers\u00a0should\u00a0expect prices to\u00a0keep rising.<\/p>\n

“It’s going to be difficult for us to see a world where we\u00a0get\u00a0stable prices in the next three or four years,” she said.<\/p>\n
