What can it actually do? |"},"content":{"rendered":"<p class=\"wp-block-paragraph\">British Columbia announced its first utility-scale battery project on <a href=\"https:\/\/www.bchydro.com\/news\/press_centre\/news_releases\/2026\/battery-storage-vancouver-island.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">July 20, 2026<\/a>. B.C. Hydro plans to install it beside the Vancouver Island Terminal Substation near Duncan, with at least 100 megawatts (MW) of output and an in-service target of 2030.<\/p>\n<p class=\"wp-block-paragraph\">Supplier qualification begins July 30, followed by a request for proposals later in 2026. Detailed design, procurement, construction, grid integration and commissioning will follow. In practical terms, the project is about four years from announcement to operation.<\/p>\n<p class=\"wp-block-paragraph\">That is welcome news. A utility-scale battery can react in seconds, reduce short peaks, stabilize voltage and frequency, and keep the system functioning while slower resources respond.<\/p>\n<p class=\"wp-block-paragraph\">But the announcement lands amid a larger unresolved decision. The future role of the <a href=\"https:\/\/www.capitalpower.com\/operations\/island-generation\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">275-MW Island Generation gas plant near Campbell River<\/a> remains unsettled. Its current agreement with B.C. Hydro expires in October 2026, years before the battery is scheduled to enter service. B.C. Hydro has also acknowledged negotiations to acquire the plant.<a href=\"https:\/\/www.timescolonist.com\/local-news\/bc-hydro-in-negotiations-to-buy-gas-fired-plant-in-campbell-river-12372264\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> Read the reported acquisition context.<\/a><\/p>\n<p>A battery is a reservoir, not a generator<\/p>\n<p class=\"wp-block-paragraph\">The battery will not create electricity. It will store power produced elsewhere and return most of it later, after conversion losses.<\/p>\n<p class=\"wp-block-paragraph\">In conventional-energy terms, it is closer to a petroleum holding tank than an oil well. That is not a criticism. Storage is essential infrastructure: it accumulates supply when it is plentiful and releases it when demand rises or another part of the system fails.<\/p>\n<p class=\"wp-block-paragraph\">On Vancouver Island, that can be especially useful. The Island depends heavily on mainland electricity delivered through submarine transmission connections. B.C. Hydro\u2019s local hydroelectric facilities provide about <a href=\"https:\/\/www.bchydro.com\/energy-in-bc\/operations\/our-facilities\/vancouver-island.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">471 MW of capacity and 1,900 GWh of annual generation<\/a>, while imports and other resources cover the balance.<\/p>\n<p class=\"wp-block-paragraph\">A strategically located battery near Duncan could relieve transmission constraints, cover part of the evening peak, provide contingency power and make existing infrastructure work harder. But it cannot replace energy that was never generated.<\/p>\n<p>The unanswered number: megawatt-hours<\/p>\n<p class=\"wp-block-paragraph\">B.C. Hydro has disclosed the battery\u2019s power rating\u2014at least 100 MW\u2014but not its stored-energy capacity in megawatt-hours (MWh). That omission prevents any serious judgment about duration, usefulness or cost.<\/p>\n<p>ConfigurationFull-output durationProbable role100 MW \/ 200 MWh2 hoursShort peaks and rapid contingency response100 MW \/ 400 MWh4 hoursMainstream capacity and evening-peak support100 MW \/ 800 MWh8 hoursLonger-duration reserve<\/p>\n<p class=\"wp-block-paragraph\">All three would be described as 100 MW batteries. Yet they would solve very different problems. The procurement should disclose usable MWh, required discharge duration, chemistry, efficiency, degradation, fire protection, inverter capabilities, operating life and total cost.<\/p>\n<p class=\"wp-block-paragraph\">The 100 MW figure tells us the size of the outlet, not the size of the tank.<\/p>\n<p>What would it mean for Nanaimo?<\/p>\n<p class=\"wp-block-paragraph\">Using Nanaimo\u2019s <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/campaigns\/immigration-matters\/local-economies\/nanaimo.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">2021 population of 99,863<\/a> and a broad provincial consumption benchmark produces a rough estimate of about 129 MW for the city\u2019s average continuous electricity requirement. This is an illustration, not a measured B.C. Hydro city-load figure.<\/p>\n<p class=\"wp-block-paragraph\">At 100 MW, the Duncan battery could supply the equivalent of roughly 77% of Nanaimo\u2019s estimated average demand while discharging. Duration would depend on the missing MWh figure:<\/p>\n<p>200 MWh: about 1.6 hours of Nanaimo\u2019s estimated average consumption.<\/p>\n<p>400 MWh: about 3.1 hours.<\/p>\n<p>800 MWh: about 6.2 hours.<\/p>\n<p class=\"wp-block-paragraph\">Because maximum output would still be 100 MW, the battery could not carry an estimated 129 MW city load by itself. It could, however, support most of it, cover priority circuits or operate alongside hydro generation and imports.<\/p>\n<p>What recent projects tell us<\/p>\n<p class=\"wp-block-paragraph\">The best Canadian comparator is Ontario\u2019s <a href=\"https:\/\/northlandpower.com\/northland-power-announces-commercial-operations-at-oneida-energy-storage-project-canadas-largest-battery-storage-facility-delivered-ahead-of-schedule-and-below-budget\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Oneida Energy Storage project<\/a>. It can deliver 250 MW for four hours, giving it 1,000 MWh of stored energy. It entered commercial operation in 2025 and includes Indigenous ownership through Six Nations of the Grand River Development Corporation and the Mississaugas of the Credit Business Corporation.<\/p>\n<p class=\"wp-block-paragraph\">Oneida was completed for approximately C$700 million, or about C$700 per installed kilowatt-hour. Applied only as a rough scale comparison, that rate would suggest:<\/p>\n<p>about C$140 million for a 100 MW \/ 200 MWh Duncan system;<\/p>\n<p>about C$280 million for a 100 MW \/ 400 MWh system; and<\/p>\n<p>about C$560 million for a 100 MW \/ 800 MWh system.<\/p>\n<p class=\"wp-block-paragraph\">Those are not forecasts. Vancouver Island may face different battery prices, seismic standards, site conditions, grid upgrades, transformer requirements, fire-protection rules and warranty terms. But they show why duration drives capital cost.<\/p>\n<p class=\"wp-block-paragraph\">A useful U.S. contrast is Florida Power &amp; Light\u2019s <a href=\"https:\/\/www.fpl.com\/energy-my-way\/battery-storage\/manatee-battery.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Manatee Energy Storage Center<\/a>, rated at 409 MW \/ 900 MWh. Its roughly 2.2-hour duration suits its central job: shifting solar electricity into the evening demand period. Oneida\u2019s four-hour design serves a broader capacity role. The technology is selected around the grid problem, not around the biggest headline number.<\/p>\n<p>The Island Generation question<\/p>\n<p class=\"wp-block-paragraph\">Island Generation is a 275 MW combined-cycle gas plant. Its current <a href=\"https:\/\/www.capitalpower.com\/media\/media_releases\/capital-power-announces-a-4-year-contract-renewal-for-island-generation\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">4.5-year electricity purchase agreement<\/a> gives B.C. Hydro dispatch rights and expires in October 2026.<\/p>\n<p class=\"wp-block-paragraph\">At maximum output, the plant could theoretically produce electricity equal to about 213% of Nanaimo\u2019s estimated average load. That is enough to cover the city-equivalent demand with roughly 146 MW remaining for other Island loads, subject to transmission and dispatch constraints.<\/p>\n<p class=\"wp-block-paragraph\">Its maximum output is 2.75 times the battery\u2019s announced 100 MW. More importantly, the plant can keep producing as long as gas is supplied and the machinery remains available. A battery stops when its stored energy is exhausted and must then be recharged.<\/p>\n<p class=\"wp-block-paragraph\">That does not make gas superior in every circumstance. Batteries respond faster, provide excellent grid-control services and can store B.C.\u2019s largely hydroelectric supply without combustion at the point of discharge. Island Generation provides sustained, local and dispatchable generation. The system value lies in understanding where each is strongest.<\/p>\n<p>The real reliability test<\/p>\n<p class=\"wp-block-paragraph\">The Duncan battery should be welcomed. It is practical, sophisticated infrastructure that can improve resilience and make existing assets more productive.<\/p>\n<p class=\"wp-block-paragraph\">But storage, generation and transmission are not interchangeable.<\/p>\n<p class=\"wp-block-paragraph\">Generation creates electricity.<\/p>\n<p class=\"wp-block-paragraph\">Storage shifts it through time.<\/p>\n<p class=\"wp-block-paragraph\">Transmission moves it.<\/p>\n<p class=\"wp-block-paragraph\">Demand management changes when it is used.<\/p>\n<p class=\"wp-block-paragraph\">The real question is whether B.C. Hydro has assembled a complete portfolio for the Island\u2019s coldest nights, fastest-growing communities and most serious transmission contingencies. That requires clarity on the battery\u2019s MWh capacity and cost\u2014and on the future of Island Generation.<\/p>\n<p>\u201cB.C.\u2019s first utility-scale battery is a smart and welcome investment. It can react in seconds, reduce peak pressure and make the Island grid more resilient.
