{"id":143164,"date":"2026-07-25T01:21:02","date_gmt":"2026-07-25T01:21:02","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/143164\/"},"modified":"2026-07-25T01:21:02","modified_gmt":"2026-07-25T01:21:02","slug":"ottawa-pushes-for-provincial-aid-to-more-flood-victims","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/143164\/","title":{"rendered":"Ottawa pushes for provincial aid to more flood victims"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">City of Ottawa officials are calling on the province to expand the coverage area for disaster assistance after the Canada Day flash floods.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ravaging thunderstorms tore through the nation&#8217;s capital on July 1, dumping up to 167 millimetres of rain and flooding thousands of properties.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Last week, the province<a data-ylk=\"slk:launched DRAO, a disaster relief program;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/ontario-s-disaster-recovery-assistance-program-what-you-need-to-know-9.7269562\" rel=\"noopener noreferrer nofollow\" target=\"_blank\"> launched DRAO, a disaster relief program <\/a>which is designed to help homeowners\u00a0in designated areas restore their damaged property.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a data-ylk=\"slk:It left out;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/left-off-the-map-crystal-beach-residents-angry-they-re-not-eligible-for-post-storm-aid-9.7275556\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">It left out<\/a> some flooded neighbourhoods, with Centrepointe, Crystal Beach and Parkwood Hills all outside the coverage area.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">During an update on the ongoing flood response, Ottawa paramedic Chief Pierre Poirier said when the city gave the map to the province, they didn&#8217;t understand &#8220;the full scope&#8221; of the storm, leaving some areas <a data-ylk=\"slk:without coverage;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/left-off-the-map-crystal-beach-residents-angry-they-re-not-eligible-for-post-storm-aid-9.7275556\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">without coverage<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mayor Mark Sutcliffe says he&#8217;s written to the province to review the criteria for DRAO to be more lenient, noting that payments from the program have historically been small compared to insurance payments.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;I have been advocating to the province from the beginning to create a wider area and not to make a distinction between the different ways people have been affected by this one major disaster,&#8221; he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While DRAO covers overland flooding, it generally doesn&#8217;t cover sewer backups, except for low-income people.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Michael Minzak, a spokesperson for Ontario&#8217;s minister of municipal affairs and housing, told CBC News in a statement Friday that the activation area was established using information provided by the city.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He didn&#8217;t comment on whether the ministry intends to expand eligiblity in Ottawa.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Poirier says roughly 3.8 million kilograms of garbage have now been removed.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Our focus is no longer on the emergency response itself but the recovery,&#8221; he said.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While areas around Nepean received the most rainfall, infrastructure services director Carina Duclos said staff will review if neighborhood-specific infrastructure contributed to the flooding across certain parts of Ottawa.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The city of Ottawa was built in different pieces so there is definitely a different level of infrastructure in different neighborhoods, combined with a storm that was very unique.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Most compassionate grant applications approved<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sutcliffe encouraged flood victims to access resources including a <a data-ylk=\"slk:$1,000 compassionate rent grant for owners and tenants flooded;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/ottawa.ca\/en\/living-ottawa\/environment-conservation-and-climate\/flooding\/basement-flooding\/flooding-rebates-and-grant\/compassionate-grant-program\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">$1,000 compassionate rent grant for owners and tenants flooded<\/a> because of a &#8220;sewer surcharge event.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The city said it&#8217;s received more than 1,600 applications and more than half have been approved.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">On Thursday, the city announced that residents who were significantly impacted by the flash flooding can apply for <a data-ylk=\"slk:property tax relief;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/ottawa-flood-2026-property-tax-support-9.7281139\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">property tax relief<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Red Cross said 300 households have reached out for support and the charity expects that number to double.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The recovery process is going to be long and there [are] many steps,&#8221; said Conrad Sauv\u00e9, President and CEO of the Canadian Red Cross.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He said some of the people the Red Cross is helping are struggling to navigate their insurance coverage.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;In many cases they thought they were fully covered and are now learning otherwise,&#8221; he said. &#8220;They&#8217;re grappling with uncertainty over how to pursue their claims, or whether they qualify for provincial programs&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Part of the city&#8217;s relief plan with the Red Cross, which is the lead non-governmental organization for flood recovery, includes <a data-ylk=\"slk:public information sessions;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/ottawa.ca\/en\/health-and-public-safety\/emergency-preparedness\/current-and-ongoing-emergencies\/extreme-weather-event-july-1\/recovery-information-sessions\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">public information sessions<\/a> to share resources and safety tips with flood victims.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Five upcoming sessions are happening at Ben Franklin Place in Nepean and the John G.
