At a minimum, to limit risk. But really, fundamentally and positively to build an increased prosperity and build our collective sovereignty.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">He pointed to critical minerals cooperation as a key example.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Canada and Australia are widely expected to sign new agreements on critical minerals during Mr Carney&#8217;s visit to Canberra on Thursday, and the Canadian prime minister said the two countries could create &#8220;the largest critical minerals reserve held by trusted, democratic nations&#8221;.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-02-24\/mark-carney-seeks-stronger-defence-trade-ties-australia-visit\/106379182\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Carney plans Australia trip<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Canadian government confirms details of Prime Minister Mark Carney&#8217;s trip to Australia, where he hopes to deepen ties on trade, defence and critical minerals as his country looks to reduce reliance on the US.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He also said the two nations could expand cooperation on defence.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Canada has launched a multi-billion-dollar plan to strengthen the Canadian military and reduce reliance on the United States.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The bilateral relationship has nose-dived since Donald Trump regained office, with the US president threatening crippling tariffs and even annexation.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Carney said around 70 per cent of Canada&#8217;s defence spending currently went to US entities, which &#8220;doesn&#8217;t make sense from a risk management perspective&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">And he struck a bullish tone about the future, saying countries like Australia and Canada could help set global rules and shape the next global order because they had &#8220;two advantages the hegemons lack&#8221;.<\/p>\n<p>&#8220;The first is legitimacy and the second is trust,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;In contrast, the hegemons can compel, but that comes with cost: both reputational and financial. Change with compulsion doesn&#8217;t last.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Middle powers have more power than many realise. Europe, Australia, Canada, Japan, South Korea: this coalition has a GDP larger than the United States, three times the trade flows of China [and] the largest research and development spend in the world.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">But Mr Carney used more careful language when he was asked about his relationships with the leaders of both hegemons \u2014 US President Donald Trump and Chinese President Xi Jinping.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Carney has had <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-02\/carney-apologises-to-trump-over-reagan-tariff-advertisement\/105962422\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105962422\" rel=\"nofollow noopener\" target=\"_blank\">public disputes<\/a> with Mr Trump, but suggested the US president was less confrontational in private.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He told the audience it was important not to be &#8220;obsequious&#8221; while still showing Mr Trump respect.<\/p>\n<p>&#8220;You don&#8217;t want to say anything in public you can&#8217;t back up,&#8221;  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;[But] it&#8217;s quite different in private \u2026 he is more interested in your viewpoint on various things, in private.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;That creates an ability to work through things. But it&#8217;s not easy, to be clear.
