A Melbourne man is facing felony charges after Florida Attorney General James Uthmeier says he illegally voted in seven general elections over two decades \u2014 despite not being a U.S. citizen.<\/p>\n
Giorgio Mucelli, 66, a lawful permanent resident and Canadian citizen, is charged with Voting by a Non-Citizen Elector and False Affirmation. An arrest warrant was issued following an investigation by the Florida Department of Law Enforcement\u2019s Election Crime Unit.<\/p>\n
\u201cFlorida will not allow non-citizens to steal the vote of Americans at the ballot box,\u201d Uthmeier said.<\/p>\n
\u201cThis individual knowingly registered and voted while ineligible, lied about it when confronted, and undermined the integrity of our elections. Thanks to the outstanding investigative work of FDLE\u2019s Election Crime Unit and our Statewide Prosecutors, he is being held accountable.\u201d<\/p>\n
Registration, decades of illegal voting<\/p>\n
According to investigators, Mucelli registered to vote in Brevard County on April 9, 2004, falsely affirming under oath that he was a United States citizen. Records from the U.S. Department of Homeland Security confirm he has held lawful permanent resident status and is not a U.S. citizen \u2014 last renewing that status in April 2023.<\/p>\n
Despite his ineligibility, Mucelli allegedly cast ballots in the general elections of 2004, 2006, 2008, 2012, 2020, 2022 and 2024. In the three most recent elections \u2014 2020, 2022 and 2024 \u2014 he voted early and presented photo identification. None of the ballots were flagged as provisional. Each time he voted, investigators say he acknowledged an oath affirming he was a qualified elector.<\/p>\n
Discovery, confrontation, admission<\/p>\n
The case came to light in January 2026, when the Brevard County Supervisor of Elections determined Mucelli was ineligible based on his lawful permanent resident status and the SAVE database \u2014 a federal tool used to verify immigration status.<\/p>\n
After being notified of the finding, Mucelli contacted the elections office and falsely claimed he had not voted. However, in a subsequent post-Miranda interview, he admitted to voting in all seven elections, admitted lying to election officials, and acknowledged he knew he was ineligible.<\/p>\n
Mucelli also acknowledged possessing a lawful permanent resident card and a Canadian passport, and told investigators he knew he was not supposed to vote but felt it was the \u201cright thing to do.\u201d<\/p>\n
If convicted on both counts, he faces up to 10 years in the Florida Department of Corrections.<\/p>\n
