It gave the gift of fresh threats.<\/p>\n<p class=\"c-article-body__text text-pr-5\">July 27 marked one year since U.S. President <a href=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\">Donald Trump<\/a> and European Commission President Ursula von der Leyen struck a much-hyped trade deal in Turnberry, Scotland, after he played a round of golf at his luxury resort there. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Dubbed the Turnberry Agreement, it was really a lopsided truce to Mr. Trump\u2019s trade war, despite being characterized as a <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/07\/fact-sheet-the-united-states-and-european-union-reach-massive-trade-deal\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/07\/fact-sheet-the-united-states-and-european-union-reach-massive-trade-deal\/\">\u201cCo-operation Agreement on Reciprocal, Fair and Balanced Trade.\u201d<\/a> <\/p>\n<p class=\"c-article-body__text text-pr-5\">The deal introduced a 15-per-cent cap on U.S. tariffs for most EU goods. In turn, the EU vowed to eliminate its tariffs on U.S. industrial products and to improve market access for various American agricultural goods and seafood products, among other concessions. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The European Commission, the executive arm of the 27-member EU, tried to blunt criticism by asserting that the deal would restore \u201c<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1973\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1973\">stability and predictability<\/a>\u201d in its trade and investment relationship with the U.S., its largest trading partner. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIt is a strong deal, but not a perfect one,\u201d Ms. von der Leyen wrote in <a href=\"https:\/\/timesofmalta.com\/article\/this-euusa-trade-deal-strong-even-perfect.1115092\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/timesofmalta.com\/article\/this-euusa-trade-deal-strong-even-perfect.1115092\">an op-ed published by the Times of Malta<\/a> last August.<\/p>\n<p class=\"c-article-body__text text-pr-5\">That oft-quoted line hasn\u2019t aged well. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-leblanc-washington-trade-meetings-trump-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">LeBlanc returns to Washington in effort to advance trade talks<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Just days before the Turnberry Agreement\u2019s first birthday, the U.S. hurled trumped-up accusations at the EU and threatened trade tumult \u2013 all while painting itself as the aggrieved party. <\/p>\n<p class=\"c-article-body__text text-pr-5\">This latest spike in transatlantic trade tensions is instructive for <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-leblanc-washington-trade-meetings-trump-tariffs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-leblanc-washington-trade-meetings-trump-tariffs\/\">Canada as it seeks to advance its own trade talks with the U.S.<\/a> Washington says that it wants to reach<a href=\"\" rel=\"\" title=\"\"> interim agreements with Canada and Mexico<\/a> by the end of this year. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The EU, however, discovered the hard way that there\u2019s no such thing as a \u201cstable and predictable\u201d trading relationship with the U.S., even when a supposedly historic trade deal is in place.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Lesson No. 1: Fidelity is fiction.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Demonstrating that no deal brokered by the Trump administration is worth the paper it is printed on, U.S. Trade Representative Jamieson Greer issued<a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/july\/ambassador-greer-issues-statement-european-union-creating-uncertainty-our-transatlantic-trade\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/july\/ambassador-greer-issues-statement-european-union-creating-uncertainty-our-transatlantic-trade\"> a bombastic statement<\/a> on July 23 that warned transatlantic trade was at risk. <\/p>\n<p class=\"c-article-body__text text-pr-5\">His reason? <\/p>\n<p class=\"c-article-body__text text-pr-5\">The European Commission had the temerity to <a href=\"https:\/\/digital-markets-act.ec.europa.eu\/commission-fines-google-eur890-million-breaches-digital-markets-act-2026-07-23_en\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/digital-markets-act.ec.europa.eu\/commission-fines-google-eur890-million-breaches-digital-markets-act-2026-07-23_en\">fine Google \u20ac890-million<\/a>, or the equivalent of roughly US$1-billion, for violating its Digital Markets Act. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Greer accused the Europeans of taking \u201can increasingly aggressive approach targeting U.S. technology firms\u201d through this and other actions that \u201crepresent a de facto forced technology transfer and intellectual property theft.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">If that wasn\u2019t bad enough, his boss vowed retaliation through more tariffs.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe United States of America is not a \u2018PIGGYBANK\u2019 for Europe, nor will we allow it to be!\u201d Mr. Trump wrote in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116976043318889040\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116976043318889040\">post<\/a> on his Truth Social platform. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe European Union will pay a very big price for this illegal and highly unethical conduct, which I have consistently warned them about. The penalties will be entirely reversed and, we anticipate, a substantial TARIFF to be placed on them at the earliest possible moment. Stay tuned!\u201d<\/p>\n<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/2PANH2ZZHZE7HL5SMXRBKCE7LU.jpg?auth=c6ccc025ef703fbdbdfb8206618dfe339f5ca8da769a93196e38187b5aab378f&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"1\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">U.S. Ambassador to Belgium Bill White, center, listens to a pre-recorded address by Trump during the America 250 event in Brussels on June 28.Virginia Mayo\/The Associated Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Lesson No. 2: Prostration is pointless.<\/p>\n<p class=\"c-article-body__text text-pr-5\"><a href=\"https:\/\/www.politico.eu\/article\/eu-trade-truce-holds-despite-new-us-tariffs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.politico.eu\/article\/eu-trade-truce-holds-despite-new-us-tariffs\/\">The EU tried to placate Mr. Trump last week<\/a> by publicly stating that it is a-okay with a new 10-per-cent tariff imposed by Washington over the EU\u2019s alleged failure to enforce a ban on importing goods made with forced labour. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe EU notes positively the fact that this outcome is in line with the U.S. tariff commitments agreed under the EU-U.S. Joint Statement,\u201d said Olof Gill, deputy chief spokesperson for the European Commission, according to published reports. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The U.S., of course, never acts in bad faith. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Trump\u2019s previous threats <a href=\"https:\/\/www.reuters.com\/world\/trump-says-he-ordered-cutting-off-all-trade-with-spain-2026-07-08\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.reuters.com\/world\/trump-says-he-ordered-cutting-off-all-trade-with-spain-2026-07-08\/\">to cut off trade with Spain<\/a>, an EU member, and impose a <a href=\"https:\/\/www.cbc.ca\/news\/world\/denmark-greenland-trump-us-9.7049902\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.cbc.ca\/news\/world\/denmark-greenland-trump-us-9.7049902\">10-per-cent tariff on European countries that opposed a U.S. takeover of Greenland<\/a> were obviously in keeping with the Turnberry Agreement, too. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Lesson No. 3: Safeguards fall short.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Transatlantic trade turmoil is entirely possible despite <a href=\"https:\/\/www.wsj.com\/economy\/trade\/eu-reaches-agreement-to-move-forward-on-u-s-trade-deal-f62d4952\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wsj.com\/economy\/trade\/eu-reaches-agreement-to-move-forward-on-u-s-trade-deal-f62d4952\">the EU\u2019s efforts<\/a> to pre-empt further disruptions by the U.S. <\/p>\n<p class=\"c-article-body__text text-pr-5\">That\u2019s right, the EU introduced safeguards and suspension mechanisms that enable it to reimpose tariffs on U.S. products under certain adverse scenarios. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Those circumstances include Washington violating the 15-per-cent tariff ceiling or if it \u201c<a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/PE-32-2026-INIT\/en\/pdf\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/data.consilium.europa.eu\/doc\/document\/PE-32-2026-INIT\/en\/pdf\">otherwise disrupts the trade and investment relationship<\/a>\u201d between the EU and the U.S. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But those safeguards may not prevent the U.S. from breaching the Turnberry Agreement.
