{"id":164453,"date":"2026-08-12T00:07:08","date_gmt":"2026-08-12T00:07:08","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/164453\/"},"modified":"2026-08-12T00:07:08","modified_gmt":"2026-08-12T00:07:08","slug":"trump-factor-spurs-canada-and-india-to-make-progress-on-trade-negotiations","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/164453\/","title":{"rendered":"Trump factor spurs Canada and India to make progress on trade negotiations"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/5IGU23M3IZEIVGJ7U4SACREEQA.JPG?auth=541a2eb18eb325c73fadd0df0285aa871a680dc449770194bb7d3c2599aa1fd8&amp;width=600&amp;height=400&amp;quality=80&amp;focal=3116%2C1473\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Canada&#8217;s Minister of International Trade Maninder Sidhu, right, and India&#8217;s Minister of Commerce and Industry Piyush Goyal make their way to a bilateral meeting in Ottawa, May 25.Justin Tang\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s a tale of two trade talks. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada\u2019s negotiations with the United States may have turned \u201c<a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-carney-us-trade-negotiations-august-6-comments\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/canada\/article-carney-us-trade-negotiations-august-6-comments\/\">nasty<\/a>,\u201d but our country is steadily making progress with India on a comprehensive trade deal. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Although Ottawa and New Delhi still have <a href=\"https:\/\/thestarphoenix.com\/business\/diplomat-says-india-working-with-canada-on-deal-to-open-its-market-to-saskatchewan-lentils-peas\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/thestarphoenix.com\/business\/diplomat-says-india-working-with-canada-on-deal-to-open-its-market-to-saskatchewan-lentils-peas\/\">much to work out<\/a> at the bargaining table, they are discreetly advancing toward a Comprehensive Economic Partnership Agreement, or CEPA, by the end of this year. <\/p>\n<p class=\"c-article-body__text text-pr-5\">U.S. President <a href=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\">Donald Trump<\/a> is not a party to those discussions, but he is motivating Canada and India to find common ground. An unwitting matchmaker, his trade antics with each of the Commonwealth countries are providing fresh incentives for Ottawa and New Delhi to get their own deal done.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Trump isn\u2019t the only factor. But \u201cthe impact of the Trump 2.0 administration in bringing Canada and India closer should not be minimized,\u201d Rajiv Bhatia, a distinguished fellow at Gateway House, writes in <a href=\"https:\/\/www.gatewayhouse.in\/india-canada-on-a-positive-reset\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.gatewayhouse.in\/india-canada-on-a-positive-reset\/\">an article<\/a> published by the foreign policy think tank on Aug. 6.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-india-canadian-fuel-supplies-oil-gas-energy\/\" rel=\"nofollow noopener\" target=\"_blank\">India seeks more Canadian fuel supplies, but regulatory hurdles may complicate plans<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">As a former diplomat, Mr. Bhatia offers an informed perspective about the reset in bilateral relations. He served as India\u2019s consul general in Toronto from <a href=\"https:\/\/www.cgitoronto.gov.in\/page\/consuls-general-in-toronto\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.cgitoronto.gov.in\/page\/consuls-general-in-toronto\/\">1994 to 1998.<\/a> <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe rough geopolitical treatment meted out by Washington, first to Canada and then to India, has convinced both recipients that their salvation lies in deepening bilateral relations,\u201d he adds.<\/p>\n<p class=\"c-article-body__text text-pr-5\">As part of his global trade war, Mr. Trump has imposed various tariffs on Canada and India since his return to the Oval Office.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In India\u2019s case, the U.S. imposed a 50-per-cent tariff in 2025 as punishment for its purchases of Russian oil. <\/p>\n<p class=\"c-article-body__text text-pr-5\">That rate was eventually reduced after New Delhi agreed to diversify its energy sources. Even so, there are new fears that India could be hit with even higher tariffs.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Last week, the <a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/senate-passes-sanctions-bill-russia-iran-named-late-sen-lindsey-graham-rcna589949\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nbcnews.com\/politics\/congress\/senate-passes-sanctions-bill-russia-iran-named-late-sen-lindsey-graham-rcna589949\">U.S. Senate<\/a> passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. If it is passed by the U.S. House of Representatives, the legislation <a href=\"https:\/\/www.reuters.com\/legal\/government\/sweeping-russia-energy-sanctions-head-toward-us-senate-passage-2026-08-07\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.reuters.com\/legal\/government\/sweeping-russia-energy-sanctions-head-toward-us-senate-passage-2026-08-07\/\">would empower Mr. Trump to impose up to 100-per-cent tariffs<\/a> on countries that are major buyers of Russian energy, including India.<\/p>\n<p class=\"c-article-body__text text-pr-5\">No wonder India is increasingly eyeing Canadian oil and gas.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe current focus is on expanding bilateral energy trade, including increased exports of oil and LNG from Canada to India and the supply of refined petroleum products from India to Canada,\u201d Mr. Bhatia writes.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada and India, meanwhile, both face a 10-per-cent tariff from the U.S. for their<a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/july\/ustr-takes-action-forced-labor-section-301-investigations\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/july\/ustr-takes-action-forced-labor-section-301-investigations\"> alleged shortcomings in rooting out forced labour<\/a> from their supply chains \u2013 findings that each country contests.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The U.S. is also targeting India and other countries in <a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/march\/ustr-initiates-section-301-investigations-relating-structural-excess-capacity-and-production\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/march\/ustr-initiates-section-301-investigations-relating-structural-excess-capacity-and-production\">a trade investigation<\/a> into allegations of surplus manufacturing capacity. Specifically, the Trump administration accuses India of having an overcapacity of products including textiles, steel, solar modules and petrochemicals \u2013 <a href=\"https:\/\/www.reuters.com\/world\/india\/india-rejects-us-allegation-surplus-capacity-textiles-steel-2026-06-10\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.reuters.com\/world\/india\/india-rejects-us-allegation-surplus-capacity-textiles-steel-2026-06-10\/\">claims India refutes<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">And let\u2019s not forget how the <a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-trump-us-india-trade-trust\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-trump-us-india-trade-trust\/\">U.S. unilaterally tinkered<\/a> with the fine print of its interim trade agreement with India earlier this year. The two countries are still finalizing their trade pact.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-trump-canada-tariffs-taco-scaramucci\/\" rel=\"nofollow noopener\" target=\"_blank\">Ex-Trump aide Scaramucci predicts President will \u2018TACO\u2019 on tariff threat against Canada<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">This past Saturday, Mr. Modi received a telephone call from U.S. Vice-President JD Vance to review progress on that deal among other matters. It seems the most tangible result, though, was Mr. Modi congratulating Mr. Vance on the birth of his latest child, according to an <a href=\"https:\/\/www.mea.gov.in\/press-releases?dtl\/41652\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.mea.gov.in\/press-releases?dtl\/41652\">Indian government readout<\/a>. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada and India have made their own headway.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIndian Commerce and Industry Minister Piyush Goyal\u2019s visit to Canada in May 2026 \u2013 accompanied by a delegation of over 120 companies, the largest ever sent abroad \u2013 was a good omen,\u201d Mr. Bhatia writes. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cHowever, industry insiders point out that completing CEPA by year-end requires meeting a tight deadline. Should these efforts succeed, a visit by PM Modi to Canada by year-end is a distinct possibility.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\"><a href=\"https:\/\/www.businessworld.in\/article\/pm-modi-likely-to-visit-us-canada-in-december-for-g20-summit-cepa-push-612641\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.businessworld.in\/article\/pm-modi-likely-to-visit-us-canada-in-december-for-g20-summit-cepa-push-612641\">Mr. Modi is reportedly considering a visit to Canada<\/a> either before or after the <a href=\"https:\/\/g20.org\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/g20.org\/\">G20 leaders\u2019 summit<\/a>, which is scheduled to take place in Miami on Dec. 14 and 15. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa and New Delhi estimate that a bilateral trade pact would double two-way trade to $70-billion by 2030.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Securing preferential market access to India is also central to Mr. Carney\u2019s goal of doubling non-U.S. exports by 2035.<\/p>\n<p class=\"c-article-body__text text-pr-5\">For his part, Mr. Bhatia says the bilateral relationship is being advanced by \u201cquiet, calibrated efforts.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">That stands in contrast to Canada-U.S. trade talks, which are <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-ottawa-mounts-full-court-press-for-us-trade-deal-ahead-of-tariff\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-ottawa-mounts-full-court-press-for-us-trade-deal-ahead-of-tariff\/\">ramping up again<\/a> in the wake of Mr. Trump\u2019s jab about our country\u2019s \u201cnasty leadership.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Modi is known to cite an Indian expression that says \u201c<a href=\"https:\/\/www.ndtv.com\/india-news\/narendra-modi-counters-prime-minister-manmohan-singh-with-empty-vessels-make-most-noise-515614\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.ndtv.com\/india-news\/narendra-modi-counters-prime-minister-manmohan-singh-with-empty-vessels-make-most-noise-515614\">empty vessels make the most noise<\/a>.\u201d The juxtaposition of Canada\u2019s trade talks with the U.S. and its negotiations with India demonstrate why that idiom holds truth. <\/p>\n","protected":false},"excerpt":{"rendered":"Open this photo in gallery: Canada&#8217;s Minister of International Trade Maninder Sidhu, right, and India&#8217;s Minister of Commerce&hellip;\n","protected":false},"author":2,"featured_media":164454,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[2],"tags":[17,135],"class_list":["post-164453","post","type-post","status-publish","format-standard","has-post-thumbnail","category-canada","tag-canada","tag-dei"],"_links":{"self":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/164453","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/comments?post=164453"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/posts\/164453\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media\/164454"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/media?parent=164453"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/categories?post=164453"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/canada\/wp-json\/wp\/v2\/tags?post=164453"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
