(Gian-Paolo Mendoza\/CBC)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, in response to a question from CBC News, Sim did not specify which bylaws in particular would be strengthened if voters approve the proposed plebiscite question.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The plebiscite is just another, you know, step in pivoting and making sure we&#8217;re &#8230; doing things that will actually make this place better,&#8221; he told reporters.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;When it comes to specific laws so, you know, we can take a look and make it a little clearer. And you know, we&#8217;ll get back to you on that one.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Possession of small amounts of illicit drugs is already illegal in Canada, and Vancouver <a data-ylk=\"slk:city bylaws;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/vancouver.ca\/your-government\/park-board-smoking-regulation-bylaw.aspx\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">city bylaws<\/a> prohibit smoking in public parks, beaches and a number of other areas.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Involuntary care at St. Paul&#8217;s<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Sim and ABC were elected four years ago on a platform of <a data-ylk=\"slk:increasing public safety;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/sim-elected-vancouver-mayor-1.6610541\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">increasing public safety<\/a> in the city. (Tina Lovgreen\/CBC)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In response to a question from CBC News on why it was so important to locate the involuntary care beds within the city \u2014 as opposed to within the wider region \u2014 Sim said that Vancouver had an acute need for involuntary treatment facilities.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;When you&#8217;re closer to your community, when you&#8217;re closer to loved ones, guess what? The chances of you having better or improved outcomes go up significantly,&#8221; he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Questions lack details, opponents argue<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Vancouver Liberals mayoral candidate Kareem Allam \u2014 who was <a data-ylk=\"slk:formerly Sim&#039;s chief of staff;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/liberal-party-conservative-party-vancouver-politics-9.6955985\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">formerly Sim&#8217;s chief of staff<\/a> \u2014 said the proposed second plebiscite question showed Sim has &#8220;flip-flopped&#8221; on the issue of whether social services should be located in Vancouver or not.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Everything that Ken Sim has done on these issues has pulled Vancouver back and has not moved anything forward,&#8221; he said. &#8220;And I see this as nothing more than a cheap political distraction.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">City council, which was on summer break, will have to approve Sim&#8217;s proposed plebiscite questions at the Friday emergency meeting.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Coun. Pete Fry \u2014 who is also <a data-ylk=\"slk:running for mayor;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/pete-fry-vancouver-mayor-annoucement-9.7067599\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">running for mayor<\/a> with the Green Party of Vancouver \u2014 said the proposal to use the St. Paul&#8217;s Hospital site lacked details.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The site was bought by developer Concord Pacific for nearly $1 billion in 2020, and its future plans have not been fully revealed.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The mechanics of this plebiscite are to create a wedge issue, are to drive voters to the polls.
