Let\u2019s look at what happened today.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_blank\">Mark Carney<\/a> says U.S. trade irritants such as provincial bans on sales of American liquor can be rapidly resolved as part of USMCA talks as long as progress is made in addressing Canada\u2019s grievances.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Carney was talking about the turbulent discussions with U.S. President <a href=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" target=\"_blank\">Donald Trump<\/a>\u2019s administration on a scheduled review of the United States-Mexico Canada-Agreement \u2013 talks that also include Canada\u2019s efforts to undo hefty tariffs Washington has placed on steel, aluminum and autos.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The U.S. is asking for Canada for concessions to address its concerns with Canadian trade practices.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Steven Chase and Stephanie Levitz report that Carney, speaking to reporters today at an Ottawa-area announcement, <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-us-liquor-sales-usmca-talks-trade-mark-carney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-us-liquor-sales-usmca-talks-trade-mark-carney\/\">said Canada can resolve some irritants as long as there is give-and-take on matters of interest to Canadian negotiators.<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIssues such as decisions on which alcohol to put on the shelves \u2013 we can make progress very quickly on that with progress in other areas,\u201d the Prime Minister said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">As the Globe reported Wednesday, two sources familiar with the talks say the U.S. administration has asked Canada to change or scrap domestic policies \u2013 including dairy supply management, provincial bans on American liquor, the Online Streaming Act and the Online News Act \u2212 <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-usmca-trade-talks-trump-conditions\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-usmca-trade-talks-trump-conditions\/\" target=\"_blank\">before it will sit down to negotiate<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Today, Carney said Canada also has irritants it wants the United States to address: The tariffs on steel, aluminum and autos, as well as levies on Canadian forest products.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThose are more than irritants. Those are violations of our trade deal,\u201d the Prime Minister said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Also today, the House of Commons ethics committee has recommended that prime ministers should be required to sell their assets, rather than placing them in a blind trust, within two months of taking office, and should have to divest fully from tax havens.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Globe\u2019s Marie Woolf writes that a report published today also suggests <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-ethics-committee-prime-minister-assets-tax-havens\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-ethics-committee-prime-minister-assets-tax-havens\/\">that the ethics commissioner should be able to impose a sliding scale of penalties on public office holders who breach ethics rules,<\/a> tied to their level of authority and the seriousness of the breach.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The committee of MPs also recommends that the Conflict of Interest Act be updated to prohibit public office holders from investing in companies that use tax havens.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Liberal members of the Commons ethics committee dissented from the report, saying they could not support it \u201cas adopted by the majority.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">They said a number of the recommendations were not grounded in the weight of evidence heard and \u201cappear to have been crafted with one individual in mind, rather than in pursuit of sound, durable public policy.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Prime Minister previously chaired Brookfield Asset Management Inc.
