This step comes as the U.S. renegotiates the <a href=\"https:\/\/ustr.gov\/trade-agreements\/free-trade-agreements\/united-states-mexico-canada-agreement\" target=\"_blank\" rel=\"nofollow noopener\">trade pact with Canada and Mexico<\/a>.<\/p>\n<p data-node-id=\"1\">The tariffs would have targeted products such as hockey sticks and tongue depressors. While the 50% rate may seem significant, it would only cover about 5% of Canada\u2019s exports to the U.S. by value.  <\/p>\n<p data-node-id=\"2\">&#8220;This tariff action only involves a subset of Canadian imports. So it&#8217;s not going to be like you&#8217;re going to see prices go up in a whole range of goods because of this tariff action specifically,&#8221; said <a href=\"https:\/\/www.cato.org\/people\/alfredo-carrillo-obregon\" target=\"_blank\" rel=\"nofollow noopener\">Alfredo Carrillo Obregon<\/a>, a trade policy analyst at the <a href=\"https:\/\/www.cato.org\/\" target=\"_blank\" rel=\"nofollow noopener\">Cato Institute<\/a>.  <\/p>\n<p data-node-id=\"3\">The levies would have applied to goods previously protected under the <a href=\"https:\/\/ustr.gov\/trade-agreements\/free-trade-agreements\/united-states-mexico-canada-agreement\" target=\"_blank\" rel=\"nofollow noopener\">United States-Mexico-Canada Agreement<\/a>, a trade pact established during Trump&#8217;s first term that is now being renegotiated. Experts suggest the Trump administration may be using the threat of new tariffs to gain leverage in these discussions.  <\/p>\n<p data-node-id=\"5\">The president is reportedly looking to impose the tariffs by invoking Section 338 of a Great Depression-era law known as the <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/COMPS-8183\/pdf\/COMPS-8183.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Tariff Act of 1930<\/a> for the first time in history. He&#8217;s arguing Canada has discriminated against American alcohol, auto, and dairy exports.<\/p>\n<p data-node-id=\"6\">This section authorizes the president to impose tariffs of up to 50% on imports from countries that have discriminated against U.S. businesses. <\/p>\n<p data-node-id=\"7\">Earlier this year, the <a href=\"https:\/\/www.wjcl.com\/article\/trumps-global-tariffs-congress-supreme-court\/70443784\" target=\"_blank\" rel=\"nofollow noopener\">Supreme Court limited the president&#8217;s ability to impose tariffs under a different trade law<\/a>.
