{"id":174006,"date":"2026-08-19T12:14:10","date_gmt":"2026-08-19T12:14:10","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/174006\/"},"modified":"2026-08-19T12:14:10","modified_gmt":"2026-08-19T12:14:10","slug":"latest-data-shows-canadian-citizenship-certificate-finalizing-dropped-amid-june-review","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/174006\/","title":{"rendered":"Latest data shows Canadian citizenship certificate finalizing dropped amid June review"},"content":{"rendered":"<p>Immigration, Refugees and Citizenship Canada (IRCC) finalized 3,040 proof of citizenship applications in June, according to newly updated federal data.<\/p>\n<p>A proof of citizenship application is for people who are already Canadian citizens \u2014 whether by birth, descent, or a prior grant \u2014 and need to get or replace a Canadian citizenship certificate.<\/p>\n<p>Demand for these documents has skyrocketed since Bill C-3 took effect on December 15, 2025, eliminating the first generation limit on Canadian citizenship by descent for those born before that date, and making millions of Americans Canadian citizens by descent.<\/p>\n<p class=\"bottom-btn\" style=\"text-align: center;\"><a style=\"color: #ffffff; background: #e52237;\" href=\"https:\/\/www.canadavisa.com\/applying-for-proof-of-citizenship.html?utm_source=cicnews.com&amp;utm_medium=article&amp;utm_campaign=2026-08-19_latest-data-shows-canadian-citizenship-certificate-processing-dropped-amid-june-review_79402&amp;utm_content=Get+a+Free+Consultation+on+Applying+for+Proof+of+Canadian+Citizenship\" target=\"_blank\" rel=\"noopener sponsored nofollow\" data-utm-content=\"Get a Free Consultation on Applying for Proof of Canadian Citizenship\">Get a Free Consultation on Applying for Proof of Canadian Citizenship<\/a><\/p>\n<p>What the new numbers show<\/p>\n<p>IRCC&#8217;s application <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/reports-statistics\/statistics-open-data\/immigration-stats\/application-processing-system.html\" rel=\"nofollow noopener\" target=\"_blank\">processing system page<\/a> shows that 31,980 proof of citizenship certificates have been finalized in the first six months of 2026 (between January 1 and June 30). Finalizing in this context likely means they were successfully processed, as the department says this is the number of &#8220;proofs issued since January 1, 2026.&#8221;<\/p>\n<p>The department&#8217;s previous update put that figure at 28,940 as of May 31.<\/p>\n<p>The difference between those two numbers\u00a0could point to a sharp slowdown. Based on last month\u2019s estimate, IRCC finalized roughly 5,800 proof of citizenship applications a month, on average, between January and May. In June, that pace fell to 3,040, a drop of nearly half.<\/p>\n<p>It is worth noting that <a href=\"https:\/\/www.cicnews.com\/2026\/07\/canada-issued-nearly-29000-proof-of-citizenship-certificates-in-five-months-with-82000-still-waiting-0778386.html\" rel=\"nofollow noopener\" target=\"_blank\">last month<\/a> was the first time IRCC published its finalization figures for proof of citizenship for the year, making it hard to know the exact monthly finalizations.<\/p>\n<p>Meanwhile, the queue of applications not yet finalized grew quite a bit.<\/p>\n<p>The 82,020 applications waiting on a decision from IRCC as of May 31 had climbed to 99,520 by June 30, an increase of 17,500 in four weeks.<\/p>\n<p>According to <a href=\"https:\/\/www.cicnews.com\/2026\/08\/processing-time-for-proof-of-canadian-citizenship-applications-surpasses-two-years-0879087.html\" rel=\"nofollow noopener\" target=\"_blank\">IRCC\u2019s processing times tool<\/a>, as of August, there are roughly 121,800 applicants awaiting a decision from IRCC on their proof of Canadian citizenship applications.<\/p>\n<p>Why finalizations fell in June<\/p>\n<p>A <a href=\"https:\/\/www.cicnews.com\/2026\/07\/irccs-proof-of-citizenship-review-what-happened-changed-what-to-do-if-youre-impacted-0777677.html\" rel=\"nofollow noopener\" target=\"_blank\">certificate review<\/a> is the likely explanation. In June, IRCC emailed a group of recent proof of citizenship recipients in the US, telling them their approved certificates were <a href=\"https:\/\/www.cicnews.com\/2026\/07\/analysis-irccs-surrender-letters-0777611.html\" rel=\"nofollow noopener\" target=\"_blank\">under review<\/a>.<\/p>\n<p>For part of the month, the department <a href=\"https:\/\/www.cicnews.com\/2026\/06\/breaking-ircc-claims-only-1-of-citizenship-by-descent-applicants-impacted-in-first-official-statement-on-certificate-surrenders-0677420.html\" rel=\"nofollow noopener\" target=\"_blank\">paused finalizing new citizenship-by-descent applications<\/a> temporarily while it checked the paperwork behind roughly 6,500 certificates already issued. IRCC completed that review on June 30. Of the certificates checked, 100 were flagged for potentially insufficient documentation. Thirty-three were reinstated once IRCC confirmed the supporting evidence held up.<\/p>\n<p>Pausing new finalizations, on top of a caseload that was already growing, offers a straightforward reason why June&#8217;s output may have been below its usual pace.<\/p>\n<p><a href=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/08\/image-3-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-79411 size-full\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/08\/image-3-1.png\" alt=\"IRCC issued roughly 3000 proof of citizenship certificates in the month of june\" width=\"2240\" height=\"2080\"\/><\/a><\/p>\n<p>Why demand keeps rising<\/p>\n<p>On December 15, 2025, <a href=\"https:\/\/www.cicnews.com\/2025\/12\/breaking-bill-c-3-takes-effect-giving-many-a-clear-pathway-to-canadian-citizenship-1263495.html\" rel=\"nofollow noopener\" target=\"_blank\">Canada removed the first-generation limit<\/a> on citizenship by descent for anyone born before that date. Under the old rule, a person born outside Canada couldn&#8217;t claim citizenship through a Canadian parent if that parent had also been born abroad.<\/p>\n<p>Removing the limit means someone with an unbroken line back to a <a href=\"https:\/\/www.cicnews.com\/2026\/06\/if-your-grandparent-is-canadian-you-might-be-too-a-2026-eligibility-guide-0676562.html\" rel=\"nofollow noopener\" target=\"_blank\">Canadian grandparent<\/a>, <a href=\"https:\/\/www.cicnews.com\/2026\/06\/how-a-canadian-great-grandparent-can-make-you-a-citizen-0677055.html\" rel=\"nofollow noopener\" target=\"_blank\">great-grandparent<\/a>, or earlier ancestor can now claim Canadian citizenship, no matter how many generations separate them.<\/p>\n<p>Much of the new demand is coming from the US, particularly<a href=\"https:\/\/www.cicnews.com\/2026\/04\/quarter-of-new-englanders-can-get-canadian-passports-in-wake-of-citizenship-law-changes-0474053.html\" rel=\"nofollow noopener\" target=\"_blank\"> New England<\/a>, where roughly 900,000 <a href=\"https:\/\/www.cicnews.com\/2026\/06\/little-canada-in-america-how-bill-c-3-is-restoring-canadian-citizenship-to-descendants-of-quebecs-great-migration-0676404.html\" rel=\"nofollow noopener\" target=\"_blank\">French Canadians<\/a> settled between the mid-19th and early 20th centuries. Their descendants are now discovering they may qualify for Canadian citizenship by descent.<\/p>\n<p>Should you still apply?<\/p>\n<p>IRCC calculates its processing estimate based on how many applications are already ahead of a given file, along with staffing and expected volumes. Applying later typically means joining a longer queue, not a shorter one.<\/p>\n<p>Anyone born before December 15, 2025 who can trace their ancestry to a Canadian grandparent, great-grandparent, or more distant ancestor may already hold citizenship, regardless of where they or their parents were born. A proof of citizenship certificate is the document that confirms it, and it&#8217;s required to apply for a <a href=\"https:\/\/www.canadavisa.com\/passport.html?utm_source=cicnews.com&amp;utm_medium=article&amp;utm_campaign=2026-08-19_latest-data-shows-canadian-citizenship-certificate-processing-dropped-amid-june-review_79402\" rel=\"nofollow noopener\" target=\"_blank\">Canadian passport<\/a>.<\/p>\n<p>Proof of citizenship vs. citizenship grants<\/p>\n<p><a href=\"https:\/\/www.canadavisa.com\/applying-for-proof-of-citizenship.html?utm_source=cicnews.com&amp;utm_medium=article&amp;utm_campaign=2026-08-19_latest-data-shows-canadian-citizenship-certificate-processing-dropped-amid-june-review_79402\" rel=\"nofollow noopener\" target=\"_blank\">Proof of citizenship<\/a> is for people who are already Canadian citizens, and need a certificate confirming it. Demand for this document has likely risen drastically to accommodate Canadian citizens who are now newly eligible under the revised citizenship rules. However, it also includes other cases such as those born in Canada who lost their citizenship certificate and need to replace it.<\/p>\n<p>Citizenship grants are for those who are already Canadian permanent residents, and are now applying to become Canadian citizens for the first time.
