President Donald Trump said the United States will temporarily pause planned 50% tariffs on some Canadian imports after Washington and Ottawa reached a tentative agreement and raised the possibility of reviving the long-abandoned Keystone XL oil pipeline.<\/p>\n

“I have paused the 50% Tariffs against Canada, that were scheduled to kick in tomorrow morning for a three day period, based on the fact that Canada and the U.S.A., subject to the finalization of documents, have a DEAL! The great Keystone XL Pipeline, long ago killed by Sleepy Joe Biden, may be awoken from the grave!” Trump wrote in a post on Truth Social<\/a> Tuesday.<\/p>\n

The president also posted<\/a> an AI image of him pulling the pipeline out of the ground.<\/p>\n

The pipeline has long been a political flashpoint in the U.S.-Canada energy relationship.<\/p>\n

It is not yet clear whether reviving Keystone XL is a condition of the emerging trade agreement. Canadian officials have also indicated that negotiations on some issues remain ongoing.<\/p>\n

Keystone XL was proposed by TransCanada, now TC Energy, in 2008 as an expansion of the broader Keystone pipeline network.<\/p>\n

The planned roughly 1,200-mile line would have carried as much as 830,000 barrels of crude oil per day from Alberta through Montana and South Dakota to Nebraska, where it could connect with pipelines serving U.S. refineries.<\/p>\n

The project became the subject of a yearslong fight over energy security, jobs, climate change, and environmental risks.<\/p>\n

The Obama administration ultimately rejected its cross-border permit in 2015, concluding that the project would not serve the national interest.<\/p>\n

Trump moved to revive Keystone XL shortly after taking office in 2017, inviting TransCanada to resubmit its application.<\/p>\n

His administration approved a cross-border permit that March, and Trump issued a new presidential permit in 2019. Construction on portions of the project began in 2020.<\/p>\n

The project’s fortunes reversed again when former President Joe Biden took office.<\/p>\n

On his first day in office in January 2021, Biden revoked<\/a> the presidential permit, citing economic and climate considerations.<\/p>\n

TC Energy suspended work and formally terminated Keystone XL in June 2021 after reviewing its options with the government of Alberta.<\/p>\n

Reviving Keystone XL now would involve considerably more than restoring a presidential permit.<\/p>\n

The project itself was terminated, construction sites were reclaimed, and TC Energy subsequently spun off its liquids-pipeline business into South Bow.<\/p>\n

South Bow’s latest regulatory filings continue to describe Keystone XL as a terminated project.<\/p>\n

The existing Keystone pipeline system remains in operation under South Bow, while Keystone XL was the proposed expansion that was never completed.<\/p>\n

Trump’s announcement potentially puts that separate, abandoned project back into U.S.-Canada negotiations after more than five years.<\/p>\n
