{"id":175292,"date":"2026-08-20T07:51:41","date_gmt":"2026-08-20T07:51:41","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/175292\/"},"modified":"2026-08-20T07:51:41","modified_gmt":"2026-08-20T07:51:41","slug":"driver-facing-multiple-charges-after-operating-e-scooter-in-kingston-bicycle-lanes","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/175292\/","title":{"rendered":"Driver facing multiple charges after operating e-scooter in Kingston bicycle lanes"},"content":{"rendered":"<p><img decoding=\"async\" width=\"1920\" height=\"1181\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/08\/KPF-Police-May2024-LC5-scaled.jpg\" alt=\"\" class=\"wp-image-168664 lazyload\" style=\"aspect-ratio:1.6257771241393142;width:552px;height:auto\" loading=\"lazy\"\/>Photo by Logan Cadue\/Kingstonist.<\/p>\n<p class=\"wp-block-paragraph\">Earlier this month, a motorized vehicle rider was charged after driving an e-scooter in the marked bicycle lane in the area of Division Street and John Counter Boulevard, according to Kingston Police.<\/p>\n<p class=\"wp-block-paragraph\">In a media release issued on Tuesday, Aug. 18, 2026, police detailed that at approximately 6:18 p.m. on Saturday, Aug. 1, 2026, a member of the Kingston Police Traffic Safety Unit observed a male travelling on an electric scooter (e-scooter) in the bicycle lane.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe vehicle was travelling at a high rate of speed and was measured at 77 km\/h using a mobile radar unit,\u201d police detailed.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe officer stopped the rider a short distance later. During the interaction, the individual failed to comply with police direction and was subsequently arrested.\u201d<\/p>\n<p><img decoding=\"async\" width=\"1221\" height=\"1920\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/08\/26-26122-scaled.jpg\" alt=\"\" class=\"wp-image-235089 lazyload\" style=\"aspect-ratio:0.6359416879126626;width:414px;height:auto\" loading=\"lazy\"\/>Motorized e-scooter. Photo via Kingston Police.<\/p>\n<p class=\"wp-block-paragraph\">According to the release, further investigation identified additional offences and outstanding matters. The individual was transported to Kingston Police Headquarters before being released on an undertaking, police confirmed.<\/p>\n<p class=\"wp-block-paragraph\">Police said a 42-year-old Kingston resident was issued seven Part III summonses for the following offences:<\/p>\n<p>Driving a motor vehicle while under suspensionOwner operating a motor vehicle without insuranceDriving a motor vehicle without insuranceDriving a motor vehicle without licence platesDriving a motor vehicle without a Vehicle Identification Number (VIN)Failure to stop when directed by a police officerSpeeding (77 km\/h in a posted 50 km\/h zone)<\/p>\n<p class=\"wp-block-paragraph\">In the release, Kingston Police, in collaboration with the City of Kingston, issued the following reminder of e-scooter rules in Ontario and Kingston:<\/p>\n<p class=\"has-text-align-center wp-block-paragraph\">The vehicle involved in this incident does not meet Ontario\u2019s definition of an electric kick-scooter under <a href=\"https:\/\/www.ontario.ca\/page\/electric-kick-style-scooters-e-scooters\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the pilot program<\/a>. Under the provincial pilot regulation, a compliant electric kick-scooter has a maximum speed of 24 km\/h. Devices exceeding this limit may be classified as motor vehicles under Ontario law and are required to have insurance, licence plates, a permit, a Vehicle Identification Number (VIN), and a properly licensed driver. Failure to meet these requirements can result in substantial fines upon conviction.<\/p>\n<p>Kingston Police remind the public that e-scooters are not currently permitted on municipal roads, sidewalks, trails, pathways, or other public spaces within the City of Kingston. Individuals who choose to operate e-scooters or similar devices that do not comply with provincial and municipal regulations may be subject to enforcement action, including charges, fines, vehicle impoundment, and other penalties where applicable. Riders are responsible for understanding and complying with all laws governing the operation of these devices.<\/p>\n<p class=\"has-text-align-center wp-block-paragraph\">Participation in the pilot program is a municipal decision, subject to provincial requirements and local regulations. The City of Kingston has not yet opted into the pilot program and is currently\u00a0<a href=\"https:\/\/getinvolved.cityofkingston.ca\/micromobility-regulations\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reviewing e-scooters and other micromobility options<\/a>\u00a0through a process that will bring forward recommendations for Council\u2019s consideration.<\/p>\n<p class=\"wp-block-paragraph\">Kingston Police are committed to promoting road safety and will continue to enforce both provincial legislation and municipal bylaws related to e-scooters and other motorized devices. Riders should not assume that a device marketed as an e-scooter is legal to operate in Kingston or exempt from motor vehicle laws.<\/p>\n<p class=\"has-text-align-center wp-block-paragraph\">Before operating any e-scooter or similar device, individuals are encouraged to familiarize themselves with applicable provincial regulations and local restrictions.
