{"id":17812,"date":"2026-04-24T11:54:10","date_gmt":"2026-04-24T11:54:10","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/17812\/"},"modified":"2026-04-24T11:54:10","modified_gmt":"2026-04-24T11:54:10","slug":"melancon-quebec-liberals-must-stop-wavering-on-bill-96","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/17812\/","title":{"rendered":"Melan\u00e7on: Quebec Liberals must stop wavering on Bill 96"},"content":{"rendered":"<p>History has a way of repeating itself.<\/p>\n<p>In 2022, then Quebec Liberal leader Dominique Anglade was swept into controversy over her <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/montreal\/article\/quebec-liberals-vow-to-vote-against-controversial-language-legislation-bill-96\/\">lack of clear stance<\/a> on the Coalition Avenir Qu\u00e9bec\u2019s Bill 96 and its pre-emptive use of the notwithstanding clause. Now her successor, Charles Milliard, has stumbled into a similar situation \u2014 triggering yet another internal crisis within the QLP.<\/p>\n<p>It\u2019s as if the Liberals never learn from their mistakes.<\/p>\n<p>Last week, Milliard said a Liberal government <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/milliard-would-renew-the-notwithstanding-clause-to-shield-quebecs-bill-96-he-says\/\" rel=\"nofollow noopener\" target=\"_blank\">would renew the notwithstanding clause<\/a> to shield Bill 96 from court challenges \u2014 a sharp departure from the party\u2019s position since the 2022 election.<\/p>\n<p>Multiple reports indicated members of his caucus were not informed in advance. Within hours, Liberal constituency offices \u2014 particularly in the West Island \u2014 were flooded with calls from surprised and frustrated voters.<\/p>\n<p>\u201cWhat? We didn\u2019t vote for that!\u201d<\/p>\n<p>The timing could hardly have been worse, as the Liberals had <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/another-poll-puts-quebec-liberals-ahead-of-parti-quebecois\/\" rel=\"nofollow noopener\" target=\"_blank\">begun to regain ground<\/a> in public opinion. Now a single declaration put MNAs under pressure from constituents and unsettled the party\u2019s core base. Within 24 hours, <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/liberal-leader-nuances-his-pledge-to-use-the-notwithstanding-clause-on-bill-96\/\" rel=\"nofollow noopener\" target=\"_blank\">he shifted tone<\/a>, emphasizing a desire to \u201cimprove\u201d Bill 96 rather than simply protect it. His hesitation <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/pq-denounces-liberals-milliard-for-wavering-on-notwithstanding-clause\/\" rel=\"nofollow noopener\" target=\"_blank\">drew criticism on the francophone side<\/a>, as many viewed it as an attempt to downplay or even backtrack on his previous declarations.<\/p>\n<p>He then <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/2247402\/charles-milliard-plq-loi-96\">reverted to a more defined stance<\/a>: Maintain Bill 96 with modifications, including easing administrative burdens on Quebec businesses and extending the six-month window during which newcomers can access government services in languages other than French. \u201cIf necessary,\u201d after consulting with constitutional experts, the notwithstanding clause could still be renewed upon its expiration after five years, as required by Section 33 of the Canadian Charter of Rights and Freedoms.<\/p>\n<p class=\"postmedia-pull-quote__text\">Charles Milliard&#8217;s attempt to clarify his position on Bill 96 and the use of the notwithstanding clause only deepened the confusion.<\/p>\n<p>The Liberals are walking a fine line. On one side, they\u2019re trying to court French-speaking Quebecers in order to grow their electoral coalition \u2014 on the other, they need to reassure their core base to avoid any potentially damaging internal tensions just months ahead of crucial elections.<\/p>\n<p>It\u2019s a catch-22; you just can\u2019t please everybody. And if you try to, you\u2019ll just end up disappointing all of them at the same time.<\/p>\n<p>Strategically, the path to victory is clear: To form government, the Liberals must take seats away from the Coalition Avenir Qu\u00e9bec, especially outside the Greater Montreal Area. That requires reconnecting with francophone voters in the regions \u2014 where support for strong language protections remains high.<\/p>\n<p>A shift toward a more nationalist tone is one of the keys to unlock that voter base \u2014 even more so because the arrival of Christine Fr\u00e9chette as premier appears to be <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/more-quebecers-would-support-the-pq-if-it-dropped-referendum-talk-new-poll-suggests\/\" rel=\"nofollow noopener\" target=\"_blank\">reviving CAQ\u2019s appeal<\/a> in public opinion.<\/p>\n<p>In recent history, the QLP has enjoyed success under leaders who embraced elements of Quebec nationalism. Think of Jean Lesage, Robert Bourassa \u2014 who made French the province\u2019s sole official language with Bill 22 in 1974 \u2014 and, more recently, Jean Charest.<\/p>\n<p>Milliard appears to be positioning himself in that tradition. Born in L\u00e9vis and now living in the Eastern Townships, where he plans to seek a seat, he emphasizes his ties to the regions. Compared to other recent QLP leaders, his profile has more potential to resonate with nationalist-leaning francophone voters outside the metropolitan area.<\/p>\n<p>Still, repositioning a party carries risks, particularly when messaging is inconsistent. Politics is all about mastering the art of making compromises, as well as making bold decisions when necessary \u2014 and having the courage to stick to them.<\/p>\n<p>For traditional Liberal supporters, the broader question is what would be preferable: a nationalist-leaning Liberal government prepared to maintain and amend Bill 96 while repealing the notwithstanding clause for Bill 21? Another CAQ government? Or a Parti Qu\u00e9b\u00e9cois government that could push even further on language, immigration and secularism \u2014 and the prospect of a third referendum on sovereignty?<\/p>\n<p>\t\tEditor\u2019s Picks\t<\/p>\n<p>Sometimes, you have to look at the bigger picture and sacrifice on some elements to be able to win on others. Trade-offs are simply inevitable.\u00a0<\/p>\n<p>If the Liberals want to avoid 2022 repeating itself all over again, learning to pick their battles \u2014 especially on issues as fundamental to a majority of voters as the protection of the French language \u2014 may be not only pragmatic, but necessary.<\/p>\n<p>Rapha\u00ebl Melan\u00e7on is a public affairs consultant and political analyst.
