{"id":179031,"date":"2026-08-22T22:08:17","date_gmt":"2026-08-22T22:08:17","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/179031\/"},"modified":"2026-08-22T22:08:17","modified_gmt":"2026-08-22T22:08:17","slug":"what-to-know-about-new-trump-tariffs-on-canadian-products-and-rising-trade-tensions","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/179031\/","title":{"rendered":"What to know about new Trump tariffs on Canadian products and rising trade tensions"},"content":{"rendered":"<p>CHICAGO (AP) \u2014 After <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-quebec-trump-tariffs-75d3f24bb11178d8c9bb28b144e1dcf0\" rel=\"nofollow noopener\" target=\"_blank\">trade negotiations crumbled<\/a> at the eleventh hour, U.S. President Donald Trump\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-us-trade-tariffs-trump-857ef76b20a766e370d70176135b678e\" rel=\"nofollow noopener\" target=\"_blank\">50% tariffs on scores of Canadian imports<\/a> kicked in Saturday.<\/p>\n<p>The new levies are expected to affect about 5% of Canada\u2019s annual exports to the U.S., roughly $20 billion in goods <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-canada-great-depression-trade-ece841a9c029d20be16c065f9a0eccfc\" rel=\"nofollow noopener\" target=\"_blank\">ranging from<\/a> hockey sticks to agricultural products. Canada\u2019s Prime Minister Mark Carney quickly promised Saturday that his government would roll out \u201cdollar for dollar\u201d retaliatory measures starting Sept. 8.<\/p>\n<p>No further talks are scheduled. The latest escalation between the two countries \u2014 which <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-us-trade-war-trump-carney-tariffs-4d18583fe52134ca8550652ad9772d2c\" rel=\"nofollow noopener\" target=\"_blank\">once held<\/a> one of the world\u2019s most durable trade alliances \u2014 plunges them deeper into a trade war that has kept both sides of the border on edge <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-canada-carney-2051f2694810c5cb2b8210c9994c9e64\" rel=\"nofollow noopener\" target=\"_blank\">throughout Trump\u2019s second term in office<\/a>. Experts warn steeper tariffs raise costs for businesses and almost always trickle down to households in the form of higher prices.<\/p>\n<p>\u201cNearly all industries and professions are likely to see downstream effects from this spiraling trade dispute,\u201d said Augustine Lo, of law firm Dorsey &amp; Whitney, whose work includes advising clients on international trade.<\/p>\n<p>Here\u2019s what we know.<\/p>\n<p>Which goods are affected?<\/p>\n<p>Again, the 50% tariffs from the U.S. are set to affect $20 billion of Canadian goods.<\/p>\n<p>Canada sends the vast majority of its goods exports to the U.S. (72% last year), and Trump administration says the new taxes will be levied on products ranging from hockey sticks to wine and cement. The list is long. According to documents published by the White House, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2026\/07\/ANNEX-I-3.pdf\" target=\"_blank\" rel=\"noopener nofollow\">other goods subject to the tax<\/a> include honey, seeds and agricultural products \u2014 as well as select makeup, perfumes, clothing, jewelry, furniture, cameras, fabric and more.<\/p>\n<p>The 50% levy also applies to some products that were previously protected under the US-Mexico-Canada Agreement, a trade pact from Trump\u2019s first term. That marks a shift from past levies \u2014 and further underlines questions around <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/usmca-mexico-canada-trade-nafta-4531f12f1a59cb2b2e20bcdbdd9d47b5\" rel=\"nofollow noopener\" target=\"_blank\">the future of the USMCA<\/a> overall.<\/p>\n<p>How is Trump imposing these tariffs?<\/p>\n<p>To impose these 50% tariffs, Trump reached back to a long-dormant Great Depression-era law: Section 338 of the Tariff Act of 1930.<\/p>\n<p>When the U.S. and world economies were in collapse nearly a century ago, Congress passed the 1930 law as part of broader \u201cSmoot-Hawley\u201d legislation (named after its congressional sponsors). The act raised tariffs more generally across the board, and became notorious among economists for limiting world commerce and making the Great Depression worse. But Section 338 \u2014 which authorizes the president to slap import taxes of up to 50% on imports from countries that have discriminated against U.S. businesses \u2014 has never been used specifically to raise tariffs until now.<\/p>\n<p>No investigation is required to justify the levies. Nor is there any limit on how long they can stay in place. Since there\u2019s no precedent, however, the latest tariffs may also see more legal challenges.<\/p>\n<p>When <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-canada-50-tariff-autos-alcohol-cheese-ca268ef24992b16695954c4c2e5eae6a\" rel=\"nofollow noopener\" target=\"_blank\">announcing his planned tariffs last month<\/a>, Trump claimed that Canada was unfairly discriminating against U.S. exports of automobiles, alcohol and dairy products. The president expressed anger over Canada\u2019s retaliation against his own tariffs last year \u2014 noting Canadian imports of American alcohol and cars started to fall last spring.<\/p>\n<p>Is Canada retaliating?<\/p>\n<p>Canada\u2019s Carney quickly promised to match the new levies \u201cdollar for dollar\u201d \u2014 later announcing retaliation would begin Sept. 8. He noted Canada\u2019s tariff increases would target steel, dairy, appliances, agricultural equipment, pulp and paper and electronics.<\/p>\n<p>The prime minister said Canada was willing to drop remaining retaliatory tariffs on steel, aluminum and autos if the U.S. substantially lowered its own, and to encourage provinces to restore U.S. alcohol sales. But eventually, he said Washington\u2019s final demands went too far.<\/p>\n<p>Carney accused Washington of using \u201ceconomic integration as a weapon,\u201d and that Canada had been \u201cattacked\u201d by the latest U.S. tariffs. He said his country had the reserves and resilience to respond.<\/p>\n<p>Trump\u2019s top trade negotiator, Jamieson Greer, pledged additional measures to respond to Canada\u2019s retaliation \u2014 without immediately specifying what that would look like. That typically trickles down to consumers through higher prices \u2014 and, as seen over the last year, can also create uncertainty for workers across affected sectors.<\/p>\n<p>North America now has a \u201cnew tariff landscape,\u201d Dave Townsend, a partner at law firm Dorsey &amp; Whitney, said Saturday. He noted a big question is whether the latest levies prove to be temporary.<\/p>\n<p>The 50% tariffs come on top of previously-imposed levies, including a 10% rate Trump slapped on Canada just last month <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-tariffs-trump-labor-reaction-china-asia-b178ead12f022009817c60010ac07eb3\" rel=\"nofollow noopener\" target=\"_blank\">ostensibly for failing<\/a> to do enough to prevent imports produced by forced labor and separate sectoral levies impacting trading partners globally.<\/p>\n<p>The growing trade sanctions on Canada underscore Trump\u2019s willingness to risk breaking established alliances. And Canada\u2019s reluctance to accept a deal may reflect recent experience. <\/p>\n<p>Trump has repeatedly targeted Canada, even after instances where it made concessions following his demands. Some tolls on the newly opened Gordie Howe Bridge will be shared for 15 years, despite the fact that Canadians paid for the span linking Detroit and Windsor. Canada also <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-us-carney-trump-tariffs-659ecca350888efe0ab00eaaa4ccbc26\" rel=\"nofollow noopener\" target=\"_blank\">withdrew a digital services tax<\/a> last year. All the while, Trump has <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-canada-tariffs-3cbc1cbf9ed53a10b442fd55dae1e0a3\" rel=\"nofollow noopener\" target=\"_blank\">threatened more tariffs<\/a> over everything from a TV ad criticizing his trade policies (later <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-trump-tariffs-reagan-tariffs-e0e6a8f1fa49f00c9e8d08df405ee299\" rel=\"nofollow noopener\" target=\"_blank\">pulled by Ontario\u2019s government<\/a> ) to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-wildfires-trump-climate-change-mismanagement-99389ce431e3f4c8821218e2134d6ada\" rel=\"nofollow noopener\" target=\"_blank\">wildfires that blackened skies<\/a> across North America.<\/p>\n<p>Steeper tariffs have <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/inflation-trump-fed-powell-prices-8842d6ebca9d1870983e678e578d2091\" rel=\"nofollow noopener\" target=\"_blank\">already contributed to higher inflation<\/a> \u2014 but appeared to level off some in recent months, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.stlouisfed.org\/on-the-economy\/2026\/aug\/tariff-effects-inflation-stabilize-recent-months\" target=\"_blank\" rel=\"noopener nofollow\">per researchers<\/a> at the Federal Reserve Bank of St. Louis, notably after the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/supreme-court-tariffs-trump-0485fcda30a7310501123e4931dba3f9\" rel=\"nofollow noopener\" target=\"_blank\">Supreme Court in February<\/a> struck down some of Trump\u2019s most sweeping levies.<\/p>\n<p>Still, Saturday\u2019s taxes against Canada mark the latest instance of Trump turning to other laws to impose tariffs. And more recently, Washington\u2019s war with Iran <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/consumer-prices-inflation-fed-interest-rates-150e179a6c6b3182ba05cedf0188394b\" rel=\"nofollow noopener\" target=\"_blank\">has driven prices even higher<\/a>.
