Now, <a href=\"https:\/\/apnews.com\/article\/canada-us-trade-tariffs-trump-857ef76b20a766e370d70176135b678e\" rel=\"nofollow noopener\" target=\"_blank\">after the collapse of trade talks<\/a>, one of the world\u2019s closest and most durable alliances has been fundamentally altered, with both countries facing the risk of a <a href=\"https:\/\/apnews.com\/article\/trump-tariffs-canada-carney-2051f2694810c5cb2b8210c9994c9e64\" rel=\"nofollow noopener\" target=\"_blank\">full-scale trade war<\/a>.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Prime Minister Mark Carney acknowledged the break after last-ditch negotiations failed Friday, saying Canada had recognized that \u201cAmerica has changed\u201d and that the countries would \u201cnot return to our old relationship.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The United States imposed 50% tariffs on about $20 billion worth of Canadian goods early Saturday. Carney said Canada would retaliate dollar for dollar beginning Sept. 8, targeting sectors including steel, dairy, appliances, agricultural equipment, pulp and paper and electronics.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\"><a href=\"https:\/\/apnews.com\/article\/carney-trump-canada-trade-davos-bessent-tariffs-8e83cdd9443f6f4a523b6e05fd63843a\" rel=\"nofollow noopener\" target=\"_blank\">Carney foreshadowed the shift<\/a> at the <a href=\"https:\/\/apnews.com\/article\/carney-canada-davos-trump-eee151f749f35c8b30a9ff4a9525d0be\" rel=\"nofollow noopener\" target=\"_blank\">World Economic Forum<\/a> in Davos in January, declaring that the world was experiencing \u201ca rupture, not a transition\u201d and urging countries such as Canada to reduce their vulnerability to economic coercion by strengthening their economies at home and diversifying abroad.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">He said in Ottawa on Saturday that warning had been borne out. He accused the U.S. of using \u201ceconomic integration as a weapon\u201d and said its \u201csignature was written in pencil.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cThe collapse of the tariff talks points to the fact that the old Canada-U.S. relationship is over and, for many Canadians, it also confirms the perception that Canada can\u2019t trust the Trump administration,\u201d said Daniel B\u00e9land, a political science professor at McGill University in Montreal.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The pressure from Republican President Donald Trump has gone well beyond tariffs. <\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">He has questioned <a href=\"https:\/\/apnews.com\/article\/trump-canada-carney-china-tariffs-5079e910df071b45d2b16949efb8f11a\" rel=\"nofollow noopener\" target=\"_blank\">Canada\u2019s economic viability<\/a>, repeatedly talked about making it <a href=\"https:\/\/apnews.com\/article\/how-canada-could-become-us-state-42360e10ded96c0046fd11eaaf55ab88\" rel=\"nofollow noopener\" target=\"_blank\">the 51st U.S. state<\/a> and used trade measures to encourage production to move from Canada to the United States. That has angered many Canadians and fueled a sense of betrayal in a country that had long regarded the U.S. as its closest ally.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Canadian travel to the U.S. remains sharply lower than before the dispute, with July return trips down nearly 29% by car and 27% by air from July 2024, Statistics Canada said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The failed negotiations underscored how far the relationship had shifted. Canada had been prepared to accept some U.S. tariffs for market access and greater certainty \u2014 a break from decades of policy aimed at eliminating trade barriers.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">For Canadians accustomed to preferential access under the 1989 Canada-U.S. Free Trade Agreement, NAFTA and its successor, even reduced tariffs would mark a retreat from the old relationship.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The collapse also puts Carney\u2019s approach to Trump to the test. <\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The prime minister&#8217;s \u201celbows up\u201d posture \u2014 hockey shorthand for playing aggressively and refusing to be pushed around \u2014 has helped keep him popular at home. His decision to resist U.S. pressure could also resonate abroad with those impressed by his Davos call for countries to resist economic coercion and reduce dependence on great powers.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Provincial and conservative leaders broadly backed Carney. Saskatchewan Premier Scott Moe said \u201cthe old status quo is not possible,\u201d while Ontario Premier Doug Ford praised Carney for rejecting what he called a bad deal for the auto, steel and manufacturing sectors.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Ford said Trump &#8220;is not to be trusted whatsoever.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Former Alberta Premier Jason Kenney said Canada was \u201cnot cravenly surrendering in the face of constant economic and political aggression.\u201d <\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Lana Payne, national president of Unifor, Canada\u2019s largest private-sector union, accused Trump of trying to weaken Canada\u2019s industrial base.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cWhat we have seen from the U.S. administration, or Donald Trump, is this consistent attempt to try and destroy the industrial economy of Canada with tariffs that have been strategically designed to attack us,\u201d Payne said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The economic risks of fighting back and a s<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">hift seen as perhaps lasting beyond Trump<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Nearly three-quarters of Canada\u2019s goods exports go to the United States. The U.S. economy is roughly 10 times larger than Canada\u2019s, limiting Ottawa\u2019s ability to retaliate dollar for dollar without inflicting disproportionate damage at home.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Royal Bank of Canada economists estimate the tariffs directly affect about 0.4% of Canada\u2019s GDP because they cover only about 5% of Canadian exports to the U.S. The damage could grow if retaliation broadens, more sectors are targeted or the dispute curbs investment and disrupts supply chains.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Carney himself acknowledged the cost of retaliation, saying the Canadian measures would \u201craise costs and reduce choice for Canadians.\u201d He said his government would announce additional assistance for affected businesses and workers.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">B\u00e9land said the countries were witnessing \u201cthe beginning of a full-scale trade war,\u201d though he cautioned that the situation could change rapidly.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The dependence is not one-sided. <\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Carney said Canada supplies 99% of U.S. natural gas imports, 85% of its electricity imports and 60% of its crude oil imports. Trump has focused much of his pressure on autos, steel and aluminum, fueling resentment among Canadians who see the push as an effort to hollow out key industries.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Goldy Hyder, president and CEO of the Business Council of Canada, said businesses still view the U.S. as Canada\u2019s most important trading partner but increasingly see the shift as lasting beyond Trump.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cThere is a new trade and investment model, one that could well be kept in place by future U.S. administrations whether Democrat or Republican,\u201d Hyder said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Canada looks beyond the United States because \u2018things will never be the same\u2019<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The breakdown adds urgency to Carney\u2019s push to diversify beyond the United States. He has traveled abroad seeking investment and new trade ties, aiming to attract $1 trillion Canadian (US$730 billion) by 2030 and double non-U.S. investment over the next decade. Canada has signed more than 20 trade and security agreements across five continents in the past year.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">That made Washington\u2019s effort to restrict Canada\u2019s ability to negotiate trade agreements with other countries particularly significant.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">In July, Ottawa and Alberta advanced plans for a new Pacific Coast oil pipeline to give Canadian crude greater access to Asian markets and reduce reliance on U.S. buyers.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The immediate question is how long the latest tariff confrontation will last. <\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">B\u00e9land said the deeper change probably will, partly because U.S. protectionism is likely to remain influential under future administrations.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cThe idea that things will return to \u2018normal\u2019 once Donald Trump leaves the White House is probably just wishful thinking,\u201d B\u00e9land said. \u201cIt doesn\u2019t mean the relationship might not improve in the future but that things will never be the same.\u201d<\/p>\n<p>Copyright 2026 The Associated Press.
