Canada has opened the door to a direct to permanent residence (PR) pathway for French-speaking international students.<\/p>\n
As of August 26, 2026, Canada is accepting study permit applications from eligible foreign nationals from 33 countries under the aegis of the Francophone Minority Community Student Pilot (FMCSP), which applies to 17 participating post-secondary institutions across Canada.<\/p>\n
Schedule a free consultation to learn about FMCSP work permits Those who are accepted and proceed to graduate through the FMCSP will be guaranteed the opportunity to apply directly for Canadian PR<\/a>.<\/p>\n The FMCSP is the only program in Canada that offers incoming international students a guaranteed opportunity to apply for Canadian PR after they graduate.<\/p>\n Graduates of the FMCSP can skip the PR cage match, which is required of other international student graduates who compete for the opportunity to submit a PR application by vying for one of a limited number of annual invitations, awarded at the discretion of the federal or provincial governments.<\/p>\n In the current intake for the FMCSP, up to 2,970 study permit applications will be accepted, with intake running until August 25, 2027, or until the cap is reached.<\/p>\n To obtain PR through the FMCSP, individuals must first obtain an FMCSP-specific study permit, and upon graduation from a participating institution, they are able to apply for PR directly if they meet the required criteria.<\/p>\n French-speaking citizens of the following 33 countries are eligible for an FMCSP study permit:<\/p>\n B\u00e9nin. Eligibility for an FMCSP study permit requires enrolment in a full-time post-secondary program<\/a> lasting a minimum of two years, with at least 50% of instruction in French and a diploma or degree awarded upon completion.<\/p>\n At NCLC 5<\/a>, the FMCSP\u2019s minimum French-language requirement is lower than the NCLC 7<\/a> threshold used for French-language Express Entry<\/a> draws.<\/p>\n An FMCSP study permit application must be made from outside Canada and supported by a letter of acceptance<\/a> from an eligible post-secondary institution stating that the student is applying under the pilot.<\/p>\n Students must also show that they have enough money to cover tuition and living expenses for themselves and any accompanying family members.
