While FDATA praised the Department\u2019s goal to create a competitive, secure, and consumer-focused Open Finance ecosystem, it raised concerns about accreditation and other key implementation issues.<\/p>\n<p>The letter argued that while the four proposed accreditation pathways would reduce duplication for already-regulated entities, they could inadvertently create disproportionate barriers for smaller firms and fintechs that Canada\u2019s consumer-driven banking framework is intended to support.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-34296\" class=\" wp-image-34296 perfmatters-lazy\" alt=\"Steve Boms\" width=\"196\" height=\"196\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/08\/Steve-Boms-1-300x300.jpg\"  data-\/><\/p>\n<p id=\"caption-attachment-34296\" class=\"wp-caption-text\">FDATA\u2019s executive director Steve Boms<\/p>\n<p>\u201cHigh accreditation costs could exclude smaller fintechs and undermine the CDBA\u2019s goal of broad participation and competition,\u201d FDATA executive director Steve Boms said.<\/p>\n<p>\u201cThis framework will only achieve its full potential if fintechs and institutions of all sizes can participate while maintaining strong and consistent consumer protections.\u201d<\/p>\n<p>To address these concerns, FDATA proposed a Sponsored Fintech Model that would establish an additional, optional pathway for participation within Canada\u2019s CDB framework and preserve robust consumer protections.<\/p>\n<p>FDATA made other recommendations aimed at simplifying the accreditation process and reducing regulatory complexity, including urging the Department to:<\/p>\n<p>Publish rules and technical standards well before implementation.<br \/>\nPreserve the streamlined accreditation process for already regulated Payment Service Providers (PSPs).<br \/>\nRecognize fintechs that have already complied with similar Open Banking rules abroad.<br \/>\nProvide more clarity around national security reviews.<\/p>\n<p>FDATA further requested that the Department provide greater clarity on key terms, including \u201cplace of business in Canada\u201d, \u201cinsurance or comparable guarantees\u201d, \u201cderived data\u201d, and \u201csignificant change\u201d.
