Business investment and household spending also rebounded.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">But that improvement came before U.S. President Donald Trump&#8217;s new 50% tariffs on about $20 billion of Canadian goods took effect last month and Canada announced retaliatory duties on U.S. imports. Canada&#8217;s retaliatory tariffs take effect next week.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">The conflicting forces \u200cleave the central bank with little \u2060reason to move borrowing costs in either direction until it gets a clearer picture of how the trade dispute affects growth and prices.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;The risks are evolving, \u2060the risks are broadening,&#8221; said Randall Bartlett, deputy chief economist at Desjardins Group.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">&#8220;But the risks still remain broadly balanced around inflation,&#8221; he said, adding that moving rates now would be pre-emptive before the bank understands how \u200blasting \u200bthe tariff changes will be and what their economic \u200bimpact will be.  <\/p>\n<p class=\"text text-block paragraph text-left neo-font-paragraph-xl-reg  yf-18d6y07\" style=\"text-decoration: none; font-style: normal; text-transform: none; text-align: inherit; font-variant-numeric: normal;\">Inflation offers little justification for \u200ca move in either direction.
