But if the two countries eventually reach another agreement, can Ottawa trust it to last?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Prime Minister Mark Carney said any future deal needs &#8220;<a data-ylk=\"slk:stability and credibility;elm:context_link;itc:0;sec:content-canvas;cpos:1;pos:1;_E:mb_qualified_link;ct:story;outcm:mb_qualified_link;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/finance.yahoo.com\/news\/canada-ready-us-trade-deal-161911857.html\" class=\"link\" rel=\"nofollow noopener\" target=\"_blank\">stability and credibility<\/a>&#8221; after negotiations collapsed last month.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The breakdown marked the latest escalation in a trade war that has hit key Canadian sectors, including steel, aluminum and autos. The U.S. imposed tariffs of up to 50 per cent on <a data-ylk=\"slk:$27.6 billion worth of Canadian goods;elm:context_link;itc:0;sec:content-canvas;cpos:2;pos:1;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2026\/08\/list-of-products-from-the-united-states-subject-to-counter-tariffs-effective-september-8-2026.html\" class=\"link\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">$27.6 billion worth of Canadian goods<\/a> in August, prompting Ottawa to announce matching counter-tariffs beginning Sept. 8.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Carney has also <a data-ylk=\"slk:pointed to shifting U.S. positions;elm:context_link;itc:0;sec:content-canvas;cpos:3;pos:1;_E:mb_qualified_link;ct:story;outcm:mb_qualified_link;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.yahoo.com\/news\/politics\/articles\/carney-rejects-lutnick-claim-canada-234853638.html\" class=\"link\" rel=\"nofollow noopener\" target=\"_blank\">pointed to shifting U.S. positions<\/a> since negotiations ended, raising questions about how much certainty another agreement could provide.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For Akaash Maharaj, a senior fellow at the University of Toronto&#8217;s Munk School of Global Affairs and Public Policy, that uncertainty has become the central problem.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;In my mind, this is the single largest obstacle to any trade deal with the United States,&#8221; Maharaj told Yahoo Canada.<\/p>\n<p>Can Canada trust another U.S. deal?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Maharaj pointed to the Canada-United States-Mexico Agreement (CUSMA), which <a data-ylk=\"slk:came into force in 2020;elm:context_link;itc:0;sec:content-canvas;cpos:4;pos:1;_E:mb_qualified_link;ct:story;outcm:mb_qualified_link;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/ca.news.yahoo.com\/u-does-not-want-terminate-195040856.html\" class=\"link\" rel=\"nofollow noopener\" target=\"_blank\">came into force in 2020<\/a> after being negotiated during U.S. President Donald Trump&#8217;s first term.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He argued the Trump administration&#8217;s willingness to impose tariffs despite the existing trade framework gives Canada reason to question how durable another agreement would be.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The reality is that, given the Trump administration&#8217;s behaviour, no deal that any state signs with them can be considered final and binding,&#8221; Maharaj said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That doesn&#8217;t mean he thinks Canada should stop negotiating.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Maharaj said an agreement could offer relief from the current dispute. However, Ottawa should view it differently than it may have viewed trade agreements in the past.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He described any new deal as &#8220;a promise of short-term peace&#8221; rather than a guarantee that further demands won&#8217;t follow.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Even if a trade agreement is signed between the United States and Canada, the government of Canada has to understand that it cannot let its guard down,&#8221; he said.<\/p>\n<p>Does Canada still need a deal?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Phil Triadafilopoulos, a University of Toronto political science professor, said Canada&#8217;s economic relationship with the U.S. gives Ottawa a powerful reason to keep pursuing an agreement.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;If Washington offers an acceptable deal, Carney will make the deal, and Canadians will probably thank him for it,&#8221; Triadafilopoulos told Yahoo Canada.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Despite Canada&#8217;s push to diversify its trade, the U.S. remains by far its largest export market. About <a data-ylk=\"slk:two-thirds of Canadian exports;elm:context_link;itc:0;sec:content-canvas;cpos:5;pos:1;_E:mb_qualified_link;ct:story;outcm:mb_qualified_link;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/ca.finance.yahoo.com\/news\/canada-july-trade-surplus-shrinks-123212520.html\" class=\"link\" rel=\"nofollow noopener\" target=\"_blank\">two-thirds of Canadian exports<\/a> went south of the border in July.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Triadafilopoulos said decades of economic integration cannot be undone quickly.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;I think the idea that I&#8217;m hearing is that we have to become less dependent, but that can&#8217;t happen overnight,&#8221; he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;It took decades for this relationship to build up, and it would take a long time for it to wind down. In the meantime, there&#8217;s a lot at stake.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That leaves Ottawa trying to preserve access to its largest trading partner while building alternatives if the relationship becomes less predictable.<\/p>\n<p>Has the Canada-U.S. relationship fundamentally changed?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Maharaj said he believes the uncertainty goes beyond tariffs.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He argued the broader expectation that countries can negotiate agreements and rely on one another to honour them has weakened.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Still, neither expert suggested Canada can simply walk away from its relationship with the U.S.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For Maharaj, even a temporary agreement may be preferable to an escalating trade war. For Triadafilopoulos, Canada&#8217;s deep economic ties make finding a workable compromise necessary.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Carney is pursuing both tracks. <a data-ylk=\"slk:He said Thursday;elm:context_link;itc:0;sec:content-canvas;cpos:6;pos:1;_E:mb_qualified_link;ct:story;outcm:mb_qualified_link;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.yahoo.com\/news\/politics\/articles\/carney-rejects-lutnick-claim-canada-234853638.html\" class=\"link\" rel=\"nofollow noopener\" target=\"_blank\">He said Thursday<\/a> that Canada remains ready to strike a deal that benefits both countries, while his government continues efforts to strengthen domestic production and diversify trade.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For now, Triadafilopoulos said the biggest uncertainty is whether Washington and Ottawa can reach an acceptable compromise at all.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The question is whether they can make it to that point.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"Canada has left the door open to restarting trade negotiations with the United States.
