{"id":22994,"date":"2026-04-28T13:21:15","date_gmt":"2026-04-28T13:21:15","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/22994\/"},"modified":"2026-04-28T13:21:15","modified_gmt":"2026-04-28T13:21:15","slug":"vancouver-park-board-commissioner-tells-mayor-and-council-to-mind-their-own-business","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/22994\/","title":{"rendered":"Vancouver park board commissioner tells mayor and council to mind their own business"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">By stepping into the decision-making process on much-needed community centre and park facility upgrades, Vancouver city council is overstepping its mandate and undermining the park board.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That\u2019s the gist of an emergency motion introduced Monday evening by park board commissioner Laura Christensen that ultimately passed by a narrow 4-3 vote.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">City council\u2019s standing committee on finance and services met last week and approved a motion by Coun. Sarah Kirby-Yung that pushed for a bigger vision for Vancouver\u2019s aging, undersized recreational facilities in the city\u2019s four-year capital plan for 2027-2030.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cFor too long, critical investments in core infrastructure and community facilities have not kept pace with the needs of a growing city, contributing to mounting infrastructure pressures and service gaps now facing residents,\u201d said Kirby-Yung\u2019s motion.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It said the city hasn\u2019t built an indoor public pool since 2011 and the number of ice rinks in Vancouver hasn\u2019t increased since 1976, while other municipalities have moved ahead with major new multi-use recreation facilities. It urges council to approve upgrades, renovations and construction of new facilities including community centres, parks, spray parks and pools.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Christensen argues all of that is the park board\u2019s job, and the motion urged the city to leave park commissioners and staff to set priorities.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt is unprecedented that council has directed allocation of funding for assets under park board jurisdiction prior to and without park board\u2019s approval,\u201d the motion claims.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It calls for $20,000 to retain a lawyer to determine the park board\u2019s jurisdiction under the long-standing Vancouver Charter, which gives the park board \u201cexclusive possession of, and exclusive jurisdiction and control of all areas designated as permanent public parks and temporary public parks.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Commissioners Jas Virdi and Angela Haer questioned whether the motion would jeopardize Mayor Ken Sim\u2019s recent <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/ca.news.yahoo.com\/vancouver-mayor-ken-sim-election-001114900.html\" data-ylk=\"elm:link;elmt:article_link;slk:commitment to give $400 million;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">commitment to give $400 million<\/a> to upgrade five of the city\u2019s community centres.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI hope you\u2019re not making this political,\u201d said Haer.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Christensen countered that it was a question of \u201cequity\u201d and continuing to focus on the plans developed over many years by the park board and staff \u2014 rather than allowing council to steer the ship without following the guidance of the park board, possibly for political reasons rather than strategic ones.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI think that this is exactly park board doing its job by following its plans and strategies and not allowing city council to step in and direct where funding is going,\u201d said Christensen.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While \u201cappreciative\u201d of the $400 million commitment, Christensen pointed out that it should be the park board that directs how it\u2019s spent, based on community input.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Commissioner Brennan Bastyovanszky\u00a0agreed the motion reasserts the park board\u2019s role as a \u201ccheck and balance\u201d against political interference from council in how parks are run.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Bastyovanszky and Christensen were joined by commissioners Tom Digby and Scott Jensen voting in favour of the motion, while Virdi, Haer and commissioner Marie-Claire Howard opposed it.
