{"id":29106,"date":"2026-05-02T12:45:13","date_gmt":"2026-05-02T12:45:13","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/29106\/"},"modified":"2026-05-02T12:45:13","modified_gmt":"2026-05-02T12:45:13","slug":"varcoe-trumps-pipeline-permit-opens-door-for-more-canadian-oil-where-does-that-leave-line-to-b-c-coast","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/29106\/","title":{"rendered":"Varcoe: Trump&#8217;s pipeline permit opens door for more Canadian oil \u2014 where does that leave line to B.C. coast?"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">Some forces are undeniable, like gravity \u2014 or U.S. President Donald Trump backing more oil infrastructure.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">On Thursday, the inevitable pull and push of Canadian crude into the orbit of the United States appeared to prove that point, as the American president signed off on a permit that could lead to a proposed cross-border pipeline.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Pitched by Bridger Pipeline LLC, the development would take oil from Western Canada at the border \u2014 moved through pipe built in Canada for the ill-fated Keystone XL system \u2014 and ship it to Guernsey, Wyo.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If Bridger makes a positive final investment decision, it\u2019s anticipated the line would initially ship about 550,000 barrels per day (bpd). Oil would reportedly be transported to the U.S. border through South Bow Corp.\u2019s pre-invested KXL infrastructure in Canada, if the Calgary-based company moves forward with its Prairie Connector project.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If the broader export project proceeds, the pipeline could arrive at a key moment for Canada\u2019s energy sector as production increases.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Existing oil pipelines are expected to be running full later this decade, depending on the timing of planned optimization efforts of the Trans Mountain network and Enbridge\u2019s Mainline system.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">By 2030, Canadian oil production is expected to grow by about 500,000 bpd above last year\u2019s levels, topping 5.8 million bpd by decade\u2019s end, according to S&amp;P Global Energy.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cAny takeaway capacity from the Canadian market, whether it\u2019s gas or oil, is positive for the industry here in Canada,\u201d Precision Drilling CEO Carey Ford told Postmedia on Thursday.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe U.S. is our most important trading partner and we will continue to deliver energy to help secure North American energy dominance,\u201d Premier Danielle Smith said in a social media post this week.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, what does the Bridger proposal mean for Ottawa\u2019s efforts to find new customers for Canadian products and become less reliant on U.S. trade flows?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And in Alberta, what could it ultimately mean for UCP government\u2019s proposal to develop a new greenfield bitumen pipeline, capable of moving one million bpd to the West Coast for export to growing markets in Asia?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cAny movement forward on the development of market access related to oil is going to be positive . . . it sort of leads to the fact that the United States, over time, is going to continue to need access to Canadian oil,\u201d\u00a0Tristan Goodman, president of the Explorers and Producers Association of Canada, said Friday.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe\u2019re a natural place for them. Now, we would also like to diversify into other markets, so hopefully that isn\u2019t the only situation that\u2019s going to be happening \u2014 and we can actually move forward on some West Coast access.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Goodman made the comments after the annual spring luncheon hosted by the Canadian Association of Energy Contractors (CAOEC), following a fireside chat with federal Natural Resources Minister Tim Hodgson.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Speaking to a crowd of more than 700 people, Hodgson emphasized the need to diversify and find new markets for energy. <\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He pointed out the federal government is regularly approached by customers around the world looking for more oil and gas. And once Canada can get its energy to international markets, it typically sells for a stronger price, he added.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt is in Canada\u2019s interests to be able to sell its natural resources to every ally we have,\u201d not just south of the border, Hodgson said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt makes huge economic sense for Canada to get more of its resources to tidewater.\u201d<\/p>\n<p><img alt=\" Construction of the Trans Mountain pipeline expansion is seen in May 2021 in the Fraser Valley near Popkum, B.C.\" loading=\"lazy\" width=\"960\" height=\"720\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/05\/f68e108bd6255556cbeddbd192a56621.jpeg\"\/><\/p>\n<p> Construction of the Trans Mountain pipeline expansion is seen in May 2021 in the Fraser Valley near Popkum, B.C.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The expansion of the Trans Mountain pipeline, which can ship up to 890,000 barrels per day of oil and products to the West Coast, has shown there\u2019s an appetite for Canadian heavy oil in countries such as China and South Korea, as well as the U.S.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It\u2019s helped reduce the discount on Canadian\u00a0crude, which has boosted Alberta royalties and producer revenues. <\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Trans Mountain Corp. is examining plans to add 300,000 barrels per day (bpd) of new capacity by the end of 2028 through optimization efforts.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Enbridge has also discussed its strategy to expand its Mainline oil network by up to 400,000 bpd, which would increase shipments into the U.S. Midwest and Gulf Coast regions \u2014 the largest heavy oil markets in the world.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Meanwhile, Smith wants to double Alberta\u2019s oil production to eight million bpd by 2035.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That would lead to more pipelines \u2014 likely in several directions \u2014 and experts note it\u2019s cheaper to build a line that uses an existing right-of-way and existing infrastructure than a new greenfield development.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe producers are largely the ones that sign up for the long-term commitments to essentially backstop the funding of these things,\u201d said Mike Dunn of RBN Energy.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe\u00a0producers are\u00a0thinking\u00a0about\u00a0market access. They are also thinking\u00a0about what\u00a0are the tolls\u00a0going to be.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Bridger project will still need to lock up shipping deals and, given what happened previously with Keystone XL, it\u2019s possible a future U.S. administration could reverse Trump\u2019s decision.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But it seems inevitable more Canadian oil will flow into the United States in the coming years, said Heather\u00a0Exner-Pirot, director of natural resources,\u00a0energy\u00a0and environment at the Macdonald-Laurier Institute.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The U.S. line should also help buy time for Alberta\u2019s West Coast proposal to advance, and for producers to increase their output, she added.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe question for me is: Can we attract enough investment to fill two million barrels of pipe?\u201d Exner-Pirot said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt buys them time on the northwest (B.C.) coast oil pipeline and, frankly, I don\u2019t mind taking the time to do it right, do the duty to consult, choose a good route and wait till the market is ready to fill it.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Chris Varcoe is a Calgary Herald columnist.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/ca.news.yahoo.com\/mailto:cvarcoe@postmedia.com\" data-ylk=\"elm:link;elmt:article_link;slk:cvarcoe@postmedia.com;itc:0;sec:content-canvas\" class=\"link \" rel=\"nofollow noopener\" target=\"_blank\">cvarcoe@postmedia.com<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"Some forces are undeniable, like gravity \u2014 or U.S. President Donald Trump backing more oil infrastructure.
