They are also pre-positioning \u201cessential logistical and other support, for example, <a href=\"https:\/\/www.thenationalnews.com\/news\/uk\/2026\/04\/23\/small-boat-fleets-ready-to-overcome-mine-threats-in-strait-of-hormuz\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/uk\/2026\/04\/23\/small-boat-fleets-ready-to-overcome-mine-threats-in-strait-of-hormuz\/\">minehunters<\/a>, minesweepers close to theatres\u201d to be ready for \u201cthe next phase,\u201d he said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-7-N3AKGIWAAVBOZHXGGUCE6QFFPE\">In recent weeks, <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2026\/04\/17\/macron-and-starmer-host-hormuz-conference-on-restoring-critical-supply-chains\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2026\/04\/17\/macron-and-starmer-host-hormuz-conference-on-restoring-critical-supply-chains\/\">France and the UK<\/a> have been co-leading international efforts with European, Gulf and Asian countries to outline the framework of a defensive naval mission to help ensure freedom of navigation through the Strait of Hormuz once the war is over. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-B3QFM2FWARD3RARYPTK4FEOMDU\">The US will begin guiding some neutral ships trapped in the Gulf out through the strait starting Monday, Mr Trump posted on social media on Sunday. French President Emmanuel Macron said the decision to reopen the waterway was \u201cvery good\u201d and something that allies \u201chave been asking for from the start.\u201d <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-10-GYGQYWBL4BG6RP3CYXO2E6ZWBQ\">\u201cBut we are not going to take part in any forceful operation within a framework that does not seem clear to me,\u201d Mr Macron said, reiterating the position of many European countries.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-34LAJ2JJ25CHPIHPEKKXJL7ADQ\">Mr Rutte was speaking from the Armenian capital, Yerevan, on the margins of the European Political Community summit. The choice of Armenia, historically a close Russian ally, was highly symbolic for the gathering, which included Canadian Prime Minister Mark Carney for the first time. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-T3HPWDIZGFFK7DRMXGRGFYVAZQ\">Also present was Turkey&#8217;s vice-president. &#8220;Although, at the EPC, no replacements are normally allowed for leaders who cannot attend, an exception has been made in this case due to the unique context and the historic moment in Armenia\u2013Turkey relations,&#8221; an EU official said. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-XBSHW5GAEBBYJG7IRUN6DSC4XE\">Turkey and Armenia have no diplomatic relations. Turkey is closely aligned with Azerbaijan, which fought Armenia in the 2020 Nagorno-Karabakh war. A peace agreement was struck last year under US mediation.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-JQWOAIAWS5H7PBQVDVS7SO3FTY\">Asked whether the meeting was akin to a Nato summit without the US, Mr Rutte said: &#8220;Obviously, this is the European Political Community, so the United States is not a member but I have no doubt that global affairs will be discussed.&#8221;<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-MWHLSO7EWJE6PBZEG4MBEXGXUQ\">The US announcement in recent days that it would withdraw some troops from Europe prompted surprise and questions from North Atlantic Treaty Organisation allies. They were bracing themselves for a gradual reduction in US forces but were expecting the process to be coordinated and small in scale.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-G4BE3MGWNZF55FZNCN2H5IUEBI\">&#8220;The timing of this announcement comes as a surprise,&#8221; the EU\u2019s top diplomat, Kaja Kallas, said in Yerevan. US troops in Europe were not just protecting Europe but also serving \u201cAmerican interest,\u201d she said. \u201cI think it shows that we really have to strengthen the European pillar in NATO and we have to really do more.&#8221;<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-6ALU46QA35GGRMPERPUZ32PYGA\">The announcement marks the latest escalation in Trump\u2019s criticism of the military alliance, whose other members he\u2019s long accused of \u201cfreeloading\u201d off US protection instead of paying more for their own defence. More recently, he has threatened to take over Greenland from Nato partner Denmark and criticised some allies for not doing more to help in Iran.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-YFA3YRCERVA4PABMPRTHEDOF4E\">Some 35,000 troops \u2014 almost half the total of US forces in Europe \u2014 are stationed in Germany, where the American command for the region is headquartered.
