The conflict will likely continue to motivate some extremists in the near term, but understanding the true impact of the conflict will only be clear over time.”

Antisemitism continued to manifest in Canada, mostly through vandalism, propaganda, and bomb threats, said CSIS. While most of these incidents did not constitute threats to Canadian national security, the hatred of Jews could motivate individuals to commit acts of violence.

Since 2014, one attack and five plots targeting Canadian Jewish institutions have been foiled, including the August 2025 arrest of a Montreal minor.

Halifax synagogues were vandalized. (credit: SCREENSHOT/FACEBOOK/SHAAR SHALOM CONGREGATION)

In addition to concerns about ISIS, which has continued to try to inspire attacks in the West, CSIS also expressed concern about youth radicalization in neo-Nazi organizations. CSIS said that there was a growing trend of youth participation in terrorism plots, with ten percent of its recent terrorism investigations including at least one participant under the age of 18.

“Youth can take on key roles in extremist activities, including the creation and distribution of violent extremist content, the radicalization and recruitment of others, the leadership of violent extremist groups, and the planning and perpetration of terrorist attacks,” said CSIS.

This included engagement with groups inspired by or affiliated with the neo-Nazi Atomwaffen Division (AWD). In November, Patrick Gordon Macdonald was sentenced to ten years in prison for creating AWD recruitment videos and publishing materials that promoted hatred against Jews, according to the Public Prosecution Service of Canada.

Iran primary perpetrator of foreign interference

CSIS also noted in the report that Iran remained one of the main perpetrators of foreign interference and espionage against Canada in 2025, alongside China, India, Russia, and Pakistan.

“During the past year, a number of states, their intelligence services, and other affiliated organizations engaged in foreign interference and espionage activities to advance their objectives, while undermining Canada’s national security, values, and economic prosperity,” said CSIS. “Foreign actors undertake various activities to increase their influence within Canada, some of which are clandestine, deceptive, or threatening and cross the line from legitimate diplomatic engagement to interference.”

Iran was one of many states that engaged in transnational repression of dissidents, such as the July hacks by a group that doxed Iran International-linked journalists, which included a Canadian resident. The Canadian victim’s photographs, driver’s license, permanent resident card, and Iranian Passport details were leaked onto the internet. The Canadian resident received hundreds of threats, and their family in Iran was harassed by the authorities.

“The objective of this harassment – whether in Canada or elsewhere – is to silence these journalists and compel them to stop working for a media outlet that is highly critical of the Government of Iran,” said CSIS.

Canada was one of fourteen states that, in July, condemned Iran for its attempts to kill, kidnap, and harass people in European and North American countries.

The Canadian Security Intelligence Service investigated at least seven priority cases of radicals preparing to commit violence that…

[2
14721,17,14722,7948,200,14718,14720,14719,10960
0":"post-32574","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-canada","8":"tag-atomwaffen","9":"tag-canada","10":"tag-gaza-war","11":"tag-hamas","12":"tag-iran","13":"tag-isis","14":"tag-neo-nazi","15":"tag-radicalization","16":"tag-the-october-7-massacre
["GET
