So is the political pressure"},"content":{"rendered":"<p>U.S. dairy exports to Canada have increased nearly 80 percent since 2020.<\/p>\n<p>Five years ago, American businesses sold US$736 million worth of dairy products to Canadian buyers.<\/p>\n<p>Last year, in 2025, that number was $1.31 billion, says <a href=\"https:\/\/www.fas.usda.gov\/data\/commodities\/dairy-products\" target=\"_blank\" rel=\"noopener nofollow\">data <\/a>from the U.S. Department of Agriculture Foreign Agriculture Service.<\/p>\n<p>\t<a data-click=\"gfm-click-tracking\" data-module-id=\"ARTICLE_SNEAK_PEAK\" data-module-name=\"Read Also\" data-module-location=\"Inside Content\" data-page-type=\"Single Page\" href=\"https:\/\/www.albertafarmexpress.ca\/news\/grain-trade-diversification-wgea-carney-backstop\/\" rel=\"nofollow noopener\" target=\"_blank\"><\/p>\n<p>        Read Also<\/p>\n<p>                    <img loading=\"lazy\" decoding=\"async\" class=\"gfm-article-sneak-peak-component--post-image lazyload\" width=\"125\" height=\"50\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/05\/266528_web1_BDC_01312019_Port_Vancouver_6.jpg\" alt=\"Red gantry cranes loom over stacked Maersk and Hapag-Lloyd shipping containers at a Canadian container port, with snow-capped mountains in the background.\" style=\"--smush-placeholder-width: 125px; --smush-placeholder-aspect-ratio: 125\/50;\"\/><\/p>\n<p>                Diversifying grain trade comes at a cost, industry tells Ottawa<\/p>\n<p class=\"gfm-article-sneak-peak-component--post-text\">Diversifying Canadian grain exports beyond the U.S. means lower-value or riskier markets, the WGEA says \u2014 and it wants Ottawa to backstop the losses.<\/p>\n<p><\/a><\/p>\n<p>It represents a 78 per cent increase in exports in just five years.<\/p>\n<p>Canada is the No. 2 market for American exports of dairy products; Mexico is No. 1.<\/p>\n<p>In 2025, the U.S. shipped $2.6 billion in dairy products to Mexico.<\/p>\n<p style=\"margin:0 0 8px 0; font-weight:700; text-transform:uppercase; letter-spacing:0.5px; color:#A51C1C; font-size:14px;\">Why it matters<\/p>\n<p style=\"margin:0;\">CUSMA dairy provisions are heading into formal review on July 1, with U.S. exporters and politicians pressing Canada to ease quota access \u2014 a fight that will shape how Canada\u2019s supply management system fares through the 2026 renegotiation.<\/p>\n<p>A strong year for U.S. dairy exports<\/p>\n<p>Overall the U.S. dairy industry had a good year in 2025 \u2014 exports to all countries were up 15 per cent compared to 2024.<\/p>\n<p>\u201cThese are challenging times for U.S. dairy farmers, but they would be untenable without the export progress we\u2019ve made as an industry \u2014 and the growth we continue to generate \u2014 in markets beyond U.S. borders,\u201d Krysta Harden, president and chief executive officer of the U.S. Dairy Export Council (USDEC), said earlier this year.<\/p>\n<p>American exports of cheese and butterfat led the export gains in 2025, especially butterfat, which jumped by 167 per cent, says the USDEC.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"646\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/05\/305952_web1_Image-2026-05-04-at-9.33-AM.jpeg\" alt=\"A USDA chart showing U.S. dairy product export markets from 2016 to 2025 by total value, with Mexico at $2.58 billion and Canada at $1.31 billion as the top two destinations, followed by Japan, China and South Korea. Source: USDA<\/p>\n<p>Canada was the top buyer of U.S. butterfat, with shipments to Canada increasing 50 percent year over year.<\/p>\n<p>The USDA numbers show strong growth in the Canadian market, but they don\u2019t align with Agriculture Canada data.<\/p>\n<p>Imports of American dairy were significantly lower than US $1.3 billion, <a href=\"https:\/\/agriculture.canada.ca\/en\/market-information-system\/rp\/index-eng.cfm?action=gR&amp;r=136&amp;signature=9D940D33507AAD92D05A3AF07927EEBF&amp;pdctc=&amp;pTpl=1#wb-cont\" target=\"_blank\" rel=\"noopener nofollow\">the department says<\/a>.<\/p>\n<p>The numbers are different, but the trendlines are the same.<\/p>\n<p>U.S. dairy exports to Canada increased by nearly 48 per cent from 2022 to 2025, says the Canadian data.<\/p>\n<p>Why U.S. exporters are still frustrated<\/p>\n<p>America shipped C$1.06 billion worth of dairy products to Canada last year, says Agriculture Canada. Source: National Milk Producers Federation<\/p>\n<p>The numbers are positive, but American dairy exporters are unhappy with persistent Canadian barriers to trade, said Tony Rice, senior director of trade policy with USDEC.<\/p>\n<p>\u201cThe trade data does show a significant increase \u2026 but there are a few elements missing from that conversation\u2026. We hear from our exporters that it\u2019s a nightmare to get quota access into the (Canadian) market.\u201d<\/p>\n<p>Under Canada-U.S.-Mexico Agreement, America is entitled to 3.5 percent of Canada\u2019s dairy market. That access is provided through tariff rate quotas (TRQ), or tariff-free volumes of certain products.<\/p>\n<p>American dairy exporters are struggling to fulfil those quotas because Canadians businesses that are closer to consumers \u2014 retailers, restaurants and food service \u2014 don\u2019t receive any quota, Rice said.<\/p>\n<p>Most of the quota still goes to Canadian dairy processors, he added.<\/p>\n<p>Again, the trade data suggests that American dairy farmers are selling more products to Canada and that CUSMA is working, but U.S. politicians aren\u2019t buying it.<\/p>\n<p>Congress weighs in ahead of CUSMA review<\/p>\n<p>About 80 members of Congress (Democrats and Republicans) penned a letter to U.S. Trade Representative Jamieson Greer, urging him to push Canada on dairy trade during the re-negotiations of CUSMA.<\/p>\n<p>A joint review of the agreement by Mexico, Canada and the United States is formally scheduled to begin July 1.<\/p>\n<p>The letter from the politicians to the USTR says Canada has \u201ca long history of unfairly restricting imports of U.S. dairy products while (dumping) low-price nonfat milk solids onto the global market.\u201d<\/p>\n<p>In some positive news, the members of Congress say CUSMA has been helpful for American farmers, businesspeople and workers.<\/p>\n<p>However, those politicians are convinced that Canada is a bad actor around dairy.<\/p>\n<p>\u201cWe ask that before and during the 2026 review process you work to strengthen (CUSMA) \u2026 and hold Canada accountable to its commitments.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/canada\/wp-content\/uploads\/2026\/04\/1777188392_34_bell-afe.gif\" alt=\"\" class=\"wp-image-167231 lazyload\" style=\"width:40px\"\/><\/p>\n<p class=\"gfm-dialog-embed-description\">You\u2019ll also receive industry and policy information, all in one convenient email delivered right to your inbox!<\/p>\n<p class=\"gfm-dialog-embed-description\">One email delivered 6 days a week for ranchers, feedlots, packers and livestock sales operators.<\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"U.S. dairy exports to Canada have increased nearly 80 percent since 2020.
