{"id":33541,"date":"2026-05-06T00:26:11","date_gmt":"2026-05-06T00:26:11","guid":{"rendered":"https:\/\/www.europesays.com\/canada\/33541\/"},"modified":"2026-05-06T00:26:11","modified_gmt":"2026-05-06T00:26:11","slug":"ottawa-looking-to-sell-a-stake-in-photonics-centre-to-attract-private-investment-joly-says","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/canada\/33541\/","title":{"rendered":"Ottawa looking to sell a stake in photonics centre to attract private investment, Joly says"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/32J363QQQZGARHOOPWDERBCEN4.JPG?auth=aef84399fc8b08d45fbf0aaadfddb6d41f78bf19b2956c2605d0841088a3e823&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">The government will retain a stake in the Canadian Photonics Fabrication Centre, which will remain majority Canadian-owned, said Industry Minister M\u00e9lanie Joly, shown in the House of Commons on April 27.Sean Kilpatrick\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">The federal government\u2019s plan to sell a stake in the Canadian Photonics Fabrication Centre is aimed at creating a scaled-up hub for semiconductor production and AI technology, says Industry Minister M\u00e9lanie Joly.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The National Research Council of Canada said this week it is seeking to \u201cspin off\u201d the CPFC to attract more private investment. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIt\u2019s a way for us to be able to attract new foreign direct investments from trusted partners,\u201d Ms. Joly said in an interview. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But the government will retain a stake in the CPFC, which will remain majority Canadian-owned, she said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The CPFC allows photonic semiconductor manufacturers to use its expertise in research and design to test their products without having to build their own facilities. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Semiconductors are usually made either with silicon, or photonics. Most are made of silicon, although industry experts say photonics is a rapidly growing field. <\/p>\n<p class=\"c-article-body__text text-pr-5\">A photonic semiconductor uses photons \u2013 elementary particles such as light \u2013 to process data, whereas a traditional semiconductor uses electrons. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cAs the global demand for AI technologies increase, photonics devices will play an increasingly important role in addressing challenges associated with performance, power and heat in large data centres and AI compute facilities,\u201d the National Research Council said in a news release.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Amr S. Helmy, a professor of electrical and computer engineering at the University of Toronto, said the spin-off has the potential to have a significant impact on Canada\u2019s chip manufacturing capabilities, \u201cif it\u2019s done right.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWhen you were dealing with a foundry of that nature in a government facility, it is seldom utilized to the best of its potential,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Paul Slaby, managing director at Canada\u2019s Semiconductor Council, a national industry association, said the CPFC is one of only three facilities like it in the world. <\/p>\n<p class=\"c-article-body__text text-pr-5\">He said it has the potential to become an industry worth \u201chundreds of billions of dollars.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">In a statement, the Kanata North Business Association, which represents companies in the Kanata North Technology Park, a high-tech hub in Ottawa, said the decision would \u201creduce reliance on offshore supply chains.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">The statement said the government\u2019s announcement was the result of a push by the industry. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Matt Roberts, a venture capitalist, was more skeptical. \u201cThere are good reasons to have it available in the public interest,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The former employee of GaN Systems, a semiconductor manufacturer, said the company might not have grown to the size it did had it not been for the CPFC.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI would have had to raise three times the amount of money at a time when there was no venture capital for this,\u201d he said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI know many semiconductor companies in Ottawa and around Canada that without having had access to that probably wouldn\u2019t be in existence today,\u201d he added. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The call for proposals from companies wanting a stake in the CPFC went out Tuesday. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Hamid Arabzadeh, chairman and chief executive officer of Ranovus, which develops photonic technology in AI data centres, said his company would be making an offer, either as an investor or an owner. <\/p>\n<p class=\"c-article-body__text text-pr-5\">According to Statistics Canada, the semiconductor industry in Canada generated
